CITY COUNCIL
Award of Agreement to Queen City Glass Co. for Public Facilities Renovation Window Replacement at the Water Treatment Plant
An informal request for proposals for Public Facilities Renovation Window Replacement at the Water Treatment Plant was requested on June 13, 2024, by the City of Poway (City). Bids for the project were solicited directly from a pre-approved list of contractors under California Uniform Public Construction Cost Accounting Act (CUPCCAA) for public works projects under $220,000. City staff (staff) contacted CUPCCAA registered companies to provide proposals for the window replacement project at the Water Treatment Plant. One (1) proposal was received and reviewed by staff. Staff determined Queen City Glass Co. to be qualified to provide this service to the City.

Recommended Action:

It is recommended City Council award the Agreement for Public Facilities Renovation Window Replacement at the Water Treatment Plant to Queen City Glass Co. in the amount of $156,520 and authorize the City Manager to execute the necessary documents.

Discussion:

As part of the annual budget process, funds are allocated for capital projects through the Capital Improvement Program (CIP) for investment in City infrastructure, including City facilities. During the Fiscal Year (FY) 2023-24 budget process, funds were allocated to Public Facilities Renovation (MN040).

It was determined a portion of the funds would be utilized for window replacements at the Water Treatment Plant.

The windows at the Water Treatment Plant have reached the end of their useful life. The Water Treatment Plant, originally constructed in 1968, still contains its original windows. The proposed project involves replacing twenty-two (22) exterior windows of the office building. The existing windows are no longer functioning effectively due to ineffective seals and inadequate insulation, 1 of20
February 4, 2025, Item #4
resulting in drafts and reduced comfort for staff working within the building. Replacing the windows will enhance energy efficiency and reduce ongoing maintenance requirements. The estimated construction timeline is 15 working days, with no impact to the Water Treatment Plant's operations.

Under CUPCCAA, alternative bidding procedures are available for public project work performed by contract. For projects valued at $220,000 or less, informal or formal bidding methods can be used, as specified in Sections 22032{b) or {c) of the California Public Contract Code. The City is a participant in CUPCCAA, which facilitates the use of informal bidding procedures for public works projects under $220,000. In accordance with this process, staff reached out to pre-approved contractors and requested six (6) proposals. A job walk was provided and attended by all six (6) contractors. Of the six (6) contractors that attended the job walk, one (1) proposal was submitted due to the project's complexity, as the windows have custom dimensions and configurations that present challenges beyond those typically encountered in a standard window replacement. Staff reviewed the proposal submitted by Queen City Glass Co. who was determined responsive. Based on the received proposal and the work needed to complete the project, Queen City Glass Co.'s price is fair and reasonable, and Queen City Glass Co. is qualified to carry out the work. Staff recommends the Agreement be awarded to Queen City Glass Co. for labor and materials to replace the windows at the Water Treatment Plant's office building in the total amount of $156,520.

A copy of the proposal is on file with the Public Works Department.

Environmental Review:

This action is not subject to review under the California Environmental Quality Act (CEQA).

Fiscal Impact:

The Public Facilities Renovation project (MN040) includes sufficient funding to award the noted Agreement for the window replacement project at the Water Treatment Plant for the recommended amount of $156,520. The City proactively planned for this window replacement project as part of the budget development process for the FY2023-24 budget, which resulted in unspent funds being rolled into the current FY2024-25 budget, with funds appropriated from the Capital Improvement Fund (1060).

Public Notification:

None.
