CITY COUNCIL
Award of Agreement to D Ill Transport Corp. for Trucking and Operator Services; RFP No. 25-007
A request for proposal (RFP) for Trucking and Operator Services, RFP No. 25-007 was duly advertised on November 28 and December 5, 2024. One (1) proposal was received and opened on December 19, 2024. Staff reviewed the proposal submitted by D Ill Transport Corp. and determined D Ill Transport Corp. to be responsive and qualified to provide these services. The length of this Agreement shall be for two (2) years beginning on March 1, 2025, through February 28, 2027. The Agreement may be extended through a total of three (3) separate one-year terms.

Recommended Action:
. It is recommended City Council award the Agreement for Trucking and Operator Services, RFP No. 25- 007, to D Ill Transport Corp. and authorize the City Manager to execute the necessary documents.

Discussion:

The proposed Agreement is for the provision of trucking and operator services to transport asphalt grindings, dirt, rock, recycled concrete materials, and other materials to designated locations specified by the City. This service supports the Public Works street maintenance operations in-house asphalt program.

The City issued a notice inviting proposals for trucking and operator services on November 28 and December 5, 2024, and proactively contacted companies to encourage submissions. New requirements, based on California Air Resources Board guidelines enacted to accelerate a large-scale reduction in tailpipe emissions, impact trucking and operator services by requiring updated certifications to meet the revised regulations. One (1) proposal was received and opened on December 19, 2024. Evaluation criteria included the firm's experience, capacity to perform, and proposed cost. The overall cost was deemed reasonable and reflects a typical increase based on the Consumer Price Index (CPI) compared to the previous contract. After reviewing the proposal, City staff 1 of 21
February 4, 2025, Item #6
determined that D Ill Transport Corp. is qualified to provide trucking and operator services to the City.

The hourly rates for work performed during scheduled operations are outlined in Table 1 below.

Table 1:

Trucking and Operator Hourly Rates
The length of the initial Agreement shall be for two (2) years beginning March 1, 2025, through February 28, 2027. The Agreement may be extended subject to City Council appropriation of funds through a total of three (3) separate one-year terms. The maximum length of the Agreement would be up to five (5) years.

Environmental Review:

This action is not subject to review under the California Environmental Quality Act (CEQA).

Fiscal Impact:

Sufficient funds are budgeted in Fiscal Year 2024-25 Street Maintenance budget (411040-43201) for these services. Funding for subsequent years' service will be proposed in future fiscal year budgets.

Public Notification:

None.
