CITY COUNCIL
Award of Agreement to UniFirst Corporation for Uniform, Laundering and Related Services Utilizing Sourcewell Cooperative Purchasing Program Contract No. 011124 The City of Poway (City) seeks to obtain uniform, laundering and related services from UniFirst Corporation (Uni First). The Agreement covers uniform and laundering services, as well as facility mat and mop services for the Public Works Department. Additionally, it includes mat and towel services for citywide facilities and the Fire Department on a regular basis. The City parti cipates in and is a member of several cooperative purchasing organizations, including Sourcewell, formally known as National Joint Powers Alliance (NJPA), which establish and provide nationwide competitively solicited purchasing contracts to be utilized by member agencies. For efficiency and optimal pricing, it is recommended the City enter into an agreement with UniFirst utilizing the Agreement available through Sourcewell (Contract No. 011124). Poway Municipal Code Section 3.28.110 authorizes the City to participate in cooperative purchasing agreements for the procurement of supplies, services or equipment. The length of the Agreement shall be for two (2) years beginning April 1, 2025, through March 31, 2027. The Agreement may be extended through a total of three (3) separate one-year terms.

Recommended Action:

It is recommended City Council award the Agreement for uniform, laundering and related services to Uni First Corporation utilizing the· Sourcewell Cooperative Purchasing Program Contract No. 011124, and authorize the City Manager to execute the necessary documents.

Discussion:

The proposed Agreement covers uniform, laundering, and facility mat and mop services for the Public Works Department, as well as mat and towel services for citywide facilities and the Fire Department.

Sourcewell works with public agencies and holds hundreds of competitively solicited service contracts for its members. Poway Municipal Code Section 3.28.110 authorizes the City to participate in cooperative purchasing agreements as an economical alternative to the bidding process. Sourcewell completed a competitive procurement in 2024 and awarded an agreement to UniFirst on June 11, 1 of 17
March 18, 2025, Item #3
2024. The agreement includes uniform rental services, uniform laundering services, and facility supplies including floor mats, mops, and related items for Public Works, as well as mat and towel services for facilities throughout the City, including the Fire Department.

The City has maintained an Agreement with Uni First for the past eight (8) years and is satisfied with the quality of their service. Uni First provides weekly service at multiple locations throughout the City, making routine stops to collect soiled mats and laundry. On average, Uni First services approximately 450 uniforms, 96 mats, and 800 various towel products each week.

Staff recommends entering into a new Agreement with UniFirst to ensure the continuation of these services at a competitive rate. The City's current terms and pricing will remain and the estimated annual costs under this agreement will be approximately $40,000. The total final value of the agreement will be based on the actual number of uniforms, mats, mops, etc. ordered and serviced for the City per fiscal year. This annual amount is budgeted each year as part of the budgeting process.

The length of the proposed Agreement shall be for two (2) years beginning April 1, 2025, through March 31, 2027. The Agreement may be extended subject to City Council appropriation of funds through a total of three (3) separate one-year terms. The maximum length of the Agreement would be up to five (5) years.

Environmental Review:

This action is not subject to review under the California Environmental Quality Act (CEQA).
