It is recommended the City Council:

Discussion:
In November 2020, the City secured $589,980.00 in grant funding through the Highway Safety Improvement Program (HSIP) for the Poway Road Safety Improvements project. The project was designed to enhance safety and operational efficiency at various locations along Poway Road between Oak Knoll Road and Garden Road. In March 2024, City staff submitted a request for additional grant funding for the construction contract due to rising costs of materials and services. Caltrans approved the request, providing an additional $66,743.00 in funding. With this approval, the total grant amount eligible for reimbursement to the City is now $656,723.00.

signal intersections and enhanced intersection regulatory signage. These improvements were completed as part of ongoing efforts to enhance public safety and roadway infrastructure. The completion of these upgrades aligns with broader initiatives to enhance safety, operational efficiency and the longcterm sustainability of transportation infrastructure.
This action accepts the Poway Road Safety Improvements project as complete. DBX, Inc. has completed all work in accordance with the contract plans and specifications. The single change order, in the amount of $6,940.06, consisted of additional backfill for the median extension to cover areas omitted from the initial project scope and the difference between bid quantities and actual quantities placed as measured in the field. The final contract amount is $593,679.06.
Environmental Review:
The action of acceptance of public improvements, which was the subject of a prior environmental determination, is not considered a Project as defined under Section 15378 of the California Environmental Quality Act (CEQA) State Guidelines; therefore, pursuant to the CEQA State Guidelines Section 15378(b)(5) no environmental review is required.
Fiscal Impact:
This project was primarily funded through a Highway Safety Improvement Program (HSIP) grant administered by the California Department ofTransportation (Caltrans) with a total allocation amount of $656,723.00 and is eligible for reimbursement to the City. The remainder of the funds for this project, totaling $75,000, was appropriated from carryover TransNet funds, a regional half-cent sales tax dedicated to improving transportation infrastructure in San Diego County. These funds, which support projects such as road repairs, public transit enhancements, and traffic congestion relief, were used as the required local match for the grant. Sufficient funds are available in the project account (ST018) for the release of retention.
