Appointments to the Budget Review Committee and Parks and Recreation Advisory Committee
At the November 19, 2024 Regular City Council meeting, Council approved the Local Appointments List of City Council Appointed Committees for 2025, which included three (3) regularly scheduled vacancies on the Budget Review Committee and five (5) regularly scheduled vacancies on the Parks and Recreation Advisory Committee for calendar year 2025. The City Clerk's Office placed a notice of vacancy on the bulletin board outside City Hall and on the City website. The application period was opened on Monday, January 13, 2025 and closed on Thursday, February 13, 2025. Thirteen (13) applications were received from residents wishing to serve on the BRC, and thirteen (13) applications were received from residents wishing to serve on the PRAC. In early February, BRC member Cynthia Elizondo (Mayor Vaus' appointment) notified the City she would be moving out of the City limits and would therefore be ineligible to serve on the BRC. As a result there is an unscheduled vacancy on the BRC noted below.
Recommended Action:
It is recommended the City Council approve to appoint: four (4) members to the Budget Review Committee, as nominated by Council, to include three (3) two-year terms expiring December 31 , 2026 and one (1) one-year term expiring December 31, 2025; and five (5) members to the Parks and Recreation Advisory Committee, as nominated by Council, to include five (5) two-year terms expiring December 31, 2026.
Discussion:
Government Code Sections 54970-54974, also known as the Maddy Act, is a means of increasing the public's awareness of opportunities to be appointed to their commissions or committees. The City currently has two committees that fall under these provisions of the government code -the Budget Review Committee (BRC) and the Parks and Recreation Advisory Committee (PRAC). 1 of 3 March 18, 2025, Item #7
At the November 19, 2024 Regular City Council meeting, Council approved the Local Appointments List of City Council Appointed Committees for 2025, which included vacancies on the Budget Review Committee and the Parks and Recreation Advisory Committee for calendar year 2025.
Each of the committees consists offive members appointed by the Mayor with the concurrence of the City Council. Each Councilmember can offer one nomination for appointment to each of the committees for Council consideration if a vacancy exists within their Council seat.
Due to three (3) expiring terms and the recent resignation of Cynthia Elizondo from the BRC, the City has (4) vacancies on the BRC. Three (3) appointees for the expired vacancies will serve two-year terms ending December 2026, while the one (1) appointee for the vacancy created by a recent resignation will serve out the remaining term expiring in December 2025. The City has five (5) vacancies on the PRAC.
Application materials were made available on the City's website and in the City Clerk's Office between the period of Monday, January 13, 2025 through 5:00 p.m. on Thursday, February 13, 2025. Thirteen (13) applications were received from residents wishing to serve on the BRC, and thirteen (13) applications were received from residents wishing to serve on the PRAC.
