In the summer of 2024 I spoke at a City Council meeting to show the abysmal shade conditions at the newly rebuilt Adobe Ridge Park structures. Later I was told by Chris Hazeltine that they're going forward with new tops above the picnic tables as I h_ad asked for. Three weeks ago the new laser etched tops were put on and they make a very big difference in the shade.

This will be great for summer when families use the picnic tables for birthday parties and are already being used .

Thank you!!!

I'm he1·e this evening to let you know we have withdrawn om· efforts to remove fire hazards in the OS adjacent to us. Instead, Wt} will explore other ways to improve the fire safety in the OS.
lVIany factors have led us to this decision: Thankfully, funding of the FEMA Grant promises to make our efforts redundant. Higher costs with questionable benefits and numerous uncertainties are some of the factors that led us to step aside. We are no longer responsible for this work.

That said, we will stay involved, cheering on the work done to mitigate those fire hazards threatening our home and the homes of our neighbors.

Our fears of OS wildfires have not changed. We are not alone. As you are aware, most of the many Poway residences we know are extremely worried about those fire risks. Recently, city council members met in small groups with representatives from lntracorp Homes. lntracorp Homes had a pre-development conference last Nov and they wanted to show council members some changes they made in anticipation of their project going before council for approval in a few months.

This kind of land use decision is considered a "quasi judicial" decision, which means the council acts as a jury, and in order to have a fair hearing, the council must not do anything that would show bias, or treat one side differently than the other. Meetings with just one side are called "ex-parte" meetings.

These ex~parte meetings with the developers can create bias and an unfair advantage.

Council members DeHoff and Edmondson met ex-parte with the Harmon Ranch developers. Both council members cited t-he' Lennar's unverified claim that someone else could build something even more dense as their reason for approving Lennar's new smaller lot zone with a 50% increase in density. I don't know anyone who would believe what a developer says, without verifying it, but that is exactly what the council members who attended ex-parti meetings did.

In Dec 2022, in a closed session that was later leaked, the Poway council met with a Poway traffic consultant who claimed that LifeTime's transportation study showed that the 1 Ox bigger Life Time Fitness proposal would produce less traffic than the original swim and tennis club that the voters had approved. The closed meeting was held to see if council members would go along with approving Life Time Fitness without a public vote, based on that traffic study. At that meeting, council member Barry Leonard said he could not look people in the eye and tell them there would be no increase in traffic, yet 3 mos later, after attending several ex-parte meetings with the developer, Barry Leonard was all in for Life Time Fitness project, and he spoke for 20 min about why Life Time Fitness should be approved at the March pre-development conference.

These ex-parte meetings create an unfair advantage because the developers have the council's ears, and the council/jury hear nothing else from a public that is kept uninformed and does not have an opportunity to refute what the developers are saying in a timely way. I am asking the city to quit hosting these ex-parte meetings. They violate the law as well as Poway's ethics ordinance, which requires openness and transparency.

It is questionable if lntracorp Homes approval can now have a fair hearing. I am asking that the city immediately release to the public all diagrams, information, slideshows, etc and summaries of conversations that took place at those meetings. Thank you.
