Authorization to Purchase Desktop Computers and Four-Year Warranty from Connection, RFP No. 25-012
The replacement of personal computers at all City locations will provide up-to-date technology, improve reliability, and enhance user productivity, support, and system security.
Recommended Action:
It is recommended the City Council authorize the purchase of business class Lenovo desktop computers and four-year warranty at a total cost of $246,372.78 from Connection and authorize the City Manager to execute the necessary documents.
Discussion:
The practice of standardizing personal computer (PC) hardware and software platforms has been in place in the City since 2007. Under this initiative, the City replaces all PCs with new models in several optimized, standard configurations. The replacement program was established to ensure technology standards are maintained by funding the replacement of PCs throughout the organization every four years, consistent with industry best practices. The PCs were last replaced in 2021 and are now ready to be replaced again. This process saves the City time and money on maintaining and troubleshooting computers, and improves productivity and system security. It also ensures consistency in developing staff readiness through standardized training and skill development, and provides cost efficiencies in procurement and budgeting.
In March 2025, the City issued a Request for Proposals (RFP) for desktop PCs. The purpose of this request is to select a qualified hardware vendor to supply and configure replacement PCs in accordance with the City's standards.
The RFP was a9vertised locally, posted to the City website, and e-mailed to desktop PC manufacturers 1 of 27

and resellers. Five vendors responded to the City's RFP. Two of the proposals were deemed unresponsive as one was in response to a scanning project and the other was for PC warranty service only. The three remaining proposals were evaluated based on responsiveness to the RFP requirements, which included detailed hardware specifications, accessories, imaging services, and total cost including delivery.
Through this evaluation, staff established the following vendor list of three resellers who meet the requirements of the RFP.

AztekC Lenovo $376,919.00
New Tech Solutions, Inc. Hewlett Packard $437,699.05

As specified in the RFP, the vendor selection is based on several factors including total cost, specifications of products proposed, experience, and personnel. Information Technology (IT) staff reviewed the proposals and tested the hardware supplied by the vendor who best met the RFP evaluation criteria. Staff selected Connection, with a proposal to supply Lenovo personal desktop computers, as the most qualified competitive bid. The selection of Lenovo computers allows the City to reuse some of the proposed associated accessories as Lenovo is the current manufacturer of our existing equipment. This results in a lower cost than originally quoted by Connection to the RFP. The adjusted quote from Connection is $246,372.78.
The replacement of the computers was originally planned for July 2025 as part of next year's budget.
However, Microsoft announced Windows 10 support will end in October 2025 and purchasing the computers in July would not give the IT staff enough time to deploy the new Windows 11 systems.
Purchasing the computers in the current fiscal year will provide the time needed to receive them from the manufacturer and to deploy them to City staff.
The City proactively plans for the replacement of its information technology assets by annually setting aside a portion of the anticipated replacement costs. Since the project was not scheduled for this fiscal year, this request is to appropriate funds for this purchase from the funds available in the Capital Replacement Equipment Fund and appropriate the additional amount from the General Fund unassigned fund balance to cover the higher than anticipated cost. To date, the City has collected and has available $239,582 for desktop replacements and an appropriation of those funds is requested for this purchase. The remaining $6,790.78 is being requested to cover the total cost of the hardware and four-year warranty.

The City proactively plans for the replacement of its information technology assets by annually setting aside a portion of the anticipated replacement costs. As such, partial funding of $239,582 is available in the Capital Replacement Equipment Fund for the purchase of desktop computers. Appropriations are requested from the Capital Replacement Equipment fund (Fund 6110) in the amount of $239,582 to account number 115010-61212 and from the General Fund unassigned fund balance (Fund 1000) in the amount of $6,790.78 to account 113010-61212 to complete this purchase. The total cost of this purchase is $246,372.78.
