Hello Councilmembers,
Item #15 proposes an increase in Edco trash collection rates in Poway.
If! remember correctly, Edco's exclusive contract (originally Mashburn's exclusive contract) with Poway required that Edco pick up city trash at certain locations for free. Has that contract been changed so that the city is billed and pays for all of its own trash collection?
It would be a violation of Prop 218 to charge individual ratepayers to pay for collecting the city's trash. Prop 218 mandates that ratepayer's can only be charged the costs necessary with collecting trash from their parcel.
The city also charges a 10% tax on all ratepayer's trash bills. Does the city throw that into the general fund, or is it used for a specific purpose?
