EXTERNAL EMAIL
Good afternoon, Carlos and Eric,
I read with interest your Council letter recommending the selection of AARC Consultants, LLC to complete and file a required 2025 Risk and Resilience Assessment and I certainly support the completion of this task and the selection of a consultant to do so. I'm not familiar wit AARC Consultants but I trust your vetting process and appreciate that you were able to negotiate the cost of their services down by $1 Ok through the elimination of unnecessary tasks -good job!
I do have a few questions, however, that would be helpful for me to better understand the effort and the right-sizing of associated resources. My questions are as follows:

1. Is the assessment for water, wastewater and recycled water systems? Or just drinking water systems?

2. While the regulatory requirement is to assess the reliability of Poway's proprietary system(s), Poway's interconnectedness with other water providers and treatment agencies via the San Diego County Water Authority does suggest a need to extend the analysis to include an assessment of the resilience of regional water supplies and systems that, together, have the responsibility of delivering virtually 100% of Poway's water supplies. Will the Water Authority be included as a stakeholder? If the Water Authority is conducting similar analysis for their own systems, will that assessment be included into Poway's report? I would hope that, similar to the completion of Urban Water Management Plans, that the completion of these risk and resilience plans is being done in consultation with our regional water partners and that sufficient resources are scoped into the SOP to promote good upfront coordination.

3. Also, on the wastewater/recycled water side (assuming this analysis is included), an assessment of the resilience of Poway's wastewater system would be incomplete without an assessment of Metro JP A's system resilience. Is such analysis being included? If not, should it be?

4. Will Wildfire Risk be included as a discreet risk for Poway? Specifically, what unique 2 of3 June 3, 2025, Item #3

risks to water supply reliability and fire-fighting capabilities are identified and what strategies are in place to minimize these risks?

5. Finally, does the analysis include an assessment of how Poway plugs into the countywide Emergency Incident Command System led by the County of San Diego and City of San Diego?
Many thanks for all you do to keep Poway compliant with its regulatory requirements.

Best regards, Cathy
