CITY COUNCIL
Approval of City of Poway's 2025-2026 Annual Water Supply and Demand Assessment As required by state legislation, urban water suppliers are required to complete an Annual Water Supply and Demand Assessment (Annual Assessment) including information regarding any anticipated water shortage, planned water shortage response actions, and communication, compliance and enforcement actions. Staff completed Poway's 2025-2026 Annual Assessment which concluded the City of Poway (City) will have sufficient water supplies to meet all anticipated demands for the next 12 months starting July 1, 2025.

Recommended Action:

It is recommended City Council approve the 2025-2026 Annual Assessment and authorize the submittal of the Annual Water Shortage Assessment Report (Annual Shortage Report) to the State of California with any modifications requested by the Department of Water Resources (DWR) or the State Water Resources Control Board to be corrected administratively by staff.

Discussion:

Beginning in 2022, California Water Code § 10632.1 requires water suppliers to prepare an annual water supply and demand assessment and submit an assessment report to DWR covering the 12- month period starting July 1. Annual Assessments are used to evaluate short-term water supply reliability for the upcoming year and the corresponding Annual Shortage Report must be submitted to DWR on or before July 1. The purpose of this report is primarily for water agencies to identify if a water shortage is anticipated, and to report this determination to the State DWR.

On May 18, 2021, City Council adopted Poway's Water Shortage Contingency Plan (WSCP) which includes prescribed actions to prepare an Annual Assessment, including conducting an analysis of projected water supply and demands, presenting the results to City Council and submitting the results, and any necessary shortage response actions, to DWR before July 1. If the Annual Assessment projects a supply deficit, City Council will vote to determine the appropriate water shortage response level and associated actions necessary to reduce demand and ensure adequate supply. Conservation Plan (WCP), Chapter 8.94 of the Poway Municipal Code identifies four levels of action in response to a water supply shortage. The WCP encourages efficient water use, discourages wasteful water use practices, and establishes water use efficiency measures. Level 1 water conservation measures are voluntary and will be promoted through local and regional public education and awareness measures. During water conservation Levels 2 through 4, conservation measures and water-use restrictions are mandatory and become progressively restrictive in order to attain escalating conservation goals. Level 4 includes the City's strictest mandatory use restrictions to achieve a conservation target above 40 percent. Poway obtains its potable water from the San Diego County Water Authority (SDCWA). Therefore, the City's WSCP and its subsequent response actions are directly linked to the SDCWA's water supply reliability.

DWR provided a guidebook and required template for each urban water supplier to complete and submit as their Annual Shortage Report. Water suppliers are permitted to report on either a monthly or annual basis. Though the tables within the template do not include a column for annual totals, DWR's published guidebook instructs water suppliers to put the annual number in the June column.

Following DWR guidelines and Poway's WSCP prescribed actions, staff reviewed anticipated local water demands and consulted with the SDCWA on regional supplies and constraints. Poway staff determined that using the projected water demands developed for Poway's proposed Fiscal Year 2025-26 budget is a reasonable estimate for this annual assessment. Due to continued regional supply diversification and reliability efforts by regional wholesalers, SDCWA and Metropolitan Water District of Southern California (MWD), sufficient water supplies are available to meet Poway's expected demands.

Based on these findings, Poway's 2025-2026 Annual Assessment (Attachment A) concludes that adequate water supplies are available to meet expected customer demands. Water supplies will not be curtailed by known infrastructure constraints, dry and hot weather conditions, or other restrictions, and no additional actions should be required.

Environmental Review:

This action is not subject to review under the California Environmental Act (CEQA).

Fiscal Impact:

There is no fiscal impact as a result of this action.

Public Notification:

None.

TOTAL BY MONTH (NON-POTABLE) 0 0 0 0 0 0 0 0 ol 0 0 682 682 0 Poway primarily relies on imported purchased water from SDCWA (Raw Water; 9,351 AF projected) that Poway rreats (Potable Water; 9,107 AF projected) or delivers raw (244 AF projected) to certain customers, and from City of San Diego (Recycled Water; 438 AF projected). Tre supply reliability of Poway is NOTES therefore directly related to the supply of SDCWA which relies on MWD and Colorado River water among various other sour:es . Poway's imported water sources are highly resilient and can increase volume to match unforeseen but plausible spikes in annual demand. Lake Pow3y stores roughly 3,500 Ar when near capacity for use during short out3ges :roughly 1 u weeks during l1igh-use montr ,s) to bolster supply continuity. 1 Projections are based on best available data at time of submitting the report and actual demand volumes could be different due to many factors. 2Units of measure (AF, CCF, MG) must remain consistent.
