RESOLUTION NO. 25-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, APPROVING THE SIX-YEAR UPDATE
TO THE SEWER SYSTEM MANAGEMENT PLAN
WHEREAS, State Water Resources Control Board (SWRCB) Order No. 2022-0103-DWQ, effective as of June 5, 2023, mandates all federal and state agencies, municipalities, counties, districts and other public entities that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey untreated or partially treated sewage to a Publicly Owned Treatment Works (POTW) facility in the State of California to develop, implement and maintain a current system-specific Sewer System Management Plan (SSMP); WHEREAS, the City of Poway owns and operates a sanitary sewer system greater than one mile in length that collects and/or conveys untreated sewage to a POTW facility in the City of San Diego;
WHEREAS, SWRCB Order No. 2022-0103-DWQ superseded all previous sanitary sewer system orders, including Order No. 2006-0003-DWQ, which required self-audits every two years and SSMP updates every five years;
WHEREAS, SWRCB Order No. 2022-0103-DWQ also requires self-audits every three years and SSMP updates every six years, including any significant program changes; WHEREAS, the City of Poway submitted its SSMP in 2009, submitted the five-year update in 2014, and performed a self-audit every two years as required in Order No. 2006-0003-DWQ; WHEREAS, City staff completed the required five-year update of its SSMP in 2019 and performed self-audits as required; and
WHEREAS, City staff has completed the required six-year update of its SSMP in 2025.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows:
SECTION 1: That the Six-Year Update to the City of Poway's Sewer System Management Plan is hereby approved.
