Station 1 and Fire Station 3. Currently, the frontline paramedic ambulance at Fire Station 1 has 75,626 miles, and the frontline paramedic ambulance at Fire Station 3 has 64,697 miles. The Fire Department currently has one (1) operational reserve paramedic ambulance with 148,022 miles, and an additional reserve unit with 178,870 miles which has been decommissioned due to the high cost of necessary repairs. Both reserve paramedic ambulances will be removed from the fleet. City staff obtained a quote through the HGAC Cooperative Purchasing Program (Contract #AM-10-23) for the purchase of two (2) new paramedic ambulances. The total purchase price of the two ambulances is $770,039.72, which is within the budgeted amount and meets the City's service requirements and specifications.
The new paramedic ambulances will be placed in frontline service at Fire Station 1 and Fire Station 3, while the current 2020 Ford frontline ambulances will move to reserve status at those same stations.
All agreements offered through the HGAC Cooperative Purchasing Program have been awarded via a thorough Request for Proposals (RFP) competitive solicitation program by a public agency/government entity. The program provides a streamlined and effective procurement option by establishing agreements with manufacturers and suppliers currently on an existing multiple award schedule with a competitive procurement procedure. Section 3.28.110 of the Poway Municipal Code permits the use of cooperative purchasing programs for procurement of supplies, services, and equipment when the administering agency has made their purchase in a competitive manner.
The total quote for the two (2) paramedic ambulances is $770,039.72. Copies of the quote are on file with the Public Works Department.

Fiscal Impact:
The City proactively plans for the replacement of its vehicles and equipment by annually setting aside a portion of the anticipated replacement costs along with inflationary cost adjustments to account for increases in equipment costs. The purchase will be made with funds from the Fire Protection Impact Fund (50102585-61040), Capital Replacement Fund (115010-61040) and the division's operating budget (503050-61040) split-funded for the purchase of two (2) 2026 North Star 174-1 Braun Northwest Inc. Paramedic Ambulances.
The total purchase price of the two (2) paramedic ambulances is $770,039.72. A total of $407,272 has been included in the FY 2025-26 Budget Capital Replacement Fund (115010-61040), $260,000 from the Fire Protection Impact Fund (50102585-61040) and $102,768 from the operating budget (503050- 61040) are budgeted and available for the purchase of these items.
