Mr. Hazeltine and Mayor Vaus,
We have been informed that the developer will be concluding work within the next month, and that subcontractors will be permanently demobilizing from the site.
Before that occurs, we find it necessary to again formally and firmly document our ongoing concerns regarding the handling of issues that have directly affected our residence during the course of the Farm Development. From the outset, there has been a persistent lack of transparency, accountability, and meaningful communication from the City of Poway. Our repeated concerns-focused specifically on the safety, security, and privacy of our property- have been routinely ignored, deferred, or dismissed without resolution.
Every attempt we have made to engage with the City's development office has resulted in vague assurances, extended delays, or no follow-through. In several documented instances, we were led to believe that specific issues would be addressed in a timely and cooperative manner.
Those assurances have not been fulfilled.
As of today, several matters remain unresolved, including-but not limited to-the following:
• Unfinished site landscaping;
• Safety hazards adjacent to our property;
• Security hazards, repeated misuse, unauthorized access, and trespassing on the SDCWA service road adjacent to our home by parties without proper authorization. 3 of4 August 5, 2025, Public Comment
These issues have been reported on multiple occasions, including directly to your office, yet no substantive corrective action has been taken.
We are prepared to provide documentation and photographic evidence to support these concerns. However, it is the City's responsibility-not that of affected residents-to enforce municipal codes, public safety standards, and developer obligations to protect the safety, security, and integrity of neighboring properties. We have exercised significant patience, but further inaction is unacceptable.
To avoid any ambiguity, please be advised that nothing in this letter-or in any prior communication-shall be construed as a waiver, concession, or authorization to depart from the legal obligations or commitments of the City or the Developer. We expressly reserve all rights under local, state, and federal law to pursue all available remedies, and we will formally contest any attempt to mischaracterize our position in any legal, administrative, or public forum.
We expect a direct and timely written response, and more importantly, meaningful corrective action, prior to any final demobilization from the site.
Sincerely,
/2./2.~'
Ray Jalisi
