CITY COUNCIL
September 16, 2025
Honorable Mayor and Members of the City Council
Jodene Dunphy, Director of Human Resources and Risk Management 4(}-A II"'" Brian Mitchell, Fire Chief ✓P Brian Mitchell, Fire Chief
(858)668-4462 or [email protected]
Jodene Dunphy, Director of Human Resources and Risk Management (858)668-4413 or [email protected]
Addition of Emergency Preparedness Program Manager Classification to the City of Poway Position Classification Plan and Management/Confidential Salary Schedule The role of the current Senior Management Analyst in the Fire Department, which includes disaster preparedness duties, has expanded and become more complex in the level of responsibilities. Staff requests to add a new classification title of Emergency Preparedness Program Manager to the City's Position Classification Plan and Management/Confidential Salary schedule so the Senior Management Analyst may be reclassified to an appropriate level reflecting actual duties being performed. No new Full Time Equivalent (FTE) positions are being requested.
Recommended Action:
It is recommended the City Council adopt the attached Resolution adding the new classification of Emergency Preparedness Program Manager to both the City of Poway Position Classification Plan and Management/Confidential Salary Schedule.
Discussion:
The responsibilities, scope, and complexities of the Senior Management Analyst in the Fire Department have expanded significantly beyond the current job description. The position performs traditional Senior Management Analyst duties, such as budget preparation and monitoring, writing staff reports, and assisting and researching grants, in addition to performing duties as the Disaster Preparedness Coordinator. Over the last several years, responsibilities in the area of disaster preparedness have grown to a level beyond the current job description as the position is currently the City's lead for developing, implementing and coordinating a comprehensive emergency management and disaster preparedness program, which includes fire mitigation. The position has also taken on 1 of6 September 16, 2025, Item #4
September 16, 2025, Item #4the responsibilities of: 1) difficult and complex planning for emergency response support and recovery; 2) coordinating disaster response and recovery operations; 3) developing and delivering public education programs for the community on a variety of disaster preparedness topics; 4) developing and delivering training and exercise programs for the Poway organization, public, and volunteers; and 5) preparing high-level technical records, plans, reports and information for management. The current Senior Management Analyst has also established relationships and working partnerships with local, state, and federal agencies, as well as community groups and other organizations, in an effort to ensure effective emergency management while representing the City at regional meetings. The position has moved from a disaster preparedness support role to a lead role in the fire department on emergency preparedness, education, response, mitigation and recovery. Reclassifying this position and creating a new job description to Emergency Preparedness Program Manager will better reflect the current duties performed, align compensation and responsibilities with market standards, create a level of accountability and consequence of error appropriate for the duties and exposure being performed by the position, and help retain staff in this critical position. The Emergency Preparedness Program Manager position will retain all responsibilities and duties of the Department's Senior Management Analyst as well as duties performed at the Program Manager level. Environmental Review: This action is not subject to review under the California Environmental Act (CEQA). Fiscal Impact: The estimated cost increase for salary and benefits in Fiscal Year 2025-26 of establishing the new classification of Emergency Preparedness Program Manager and reclassifying the Senior Management Analyst to the new classification is estimated at $18,300. Sufficient funds are available in the Fire Department budget in the current fiscal year. Public Notification: None. Attachments: A.
