CITY COUNCIL
Award of Contract to Savant Solutions for Managed Detection and Response (MDR) Security Services Provider
The City has implemented a cybersecurity program to reduce the possibility of unauthorized access to the City's secured electronically stored information by external entities. The City contracted for Managed Security Services in 2020 and that agreement expires on October 14, 2025. The current solution used by the City has proven effective in monitoring, alerting and remediating cyber threats and staff is recommending to continue to utilize the same provider. The City is recommending selection of Savant Solutions to provide Arctic Wolf Managed Detection and Response (MDR) and Managed Risk security services purchased under National Association of State Procurement Officials (NASPO) cooperative purchasing agreement (NASPO Contract# 7017070-40-05). The services include real-time monitoring of the City's network, servers, computers and Microsoft 365 environment, incident response and risk management capabilities. The initial contract will be for a period of three years with the ability to extend the agreement by two additional one-year agreements.
Recommended Action:
It is recommended the City Council award the cybersecurity monitoring contract to Savant Solutions and authorize the City Manager to execute the necessary documents.
Discussion:
Cybersecurity is a broad term that includes everything from intrusion detection to staff training and has become increasingly important for every business that houses data and/or controls or maintains critical infrastructure. Cybersecurity standards enable organizations to practice safe security techniques to stop cybersecurity attacks.
The City first utilized an outside vendor for cybersecurity monitoring in 2017. At that time, security services were focused more on monitoring, logging, scanning and reporting and providing information to the City to remediate any issues found. The current solution utilized by the City and recommended for this agreement, follows an MDR model. MDR not only provides the same services 1 of 17 September 16, 2025, Item #5
September 16, 2025, Item #5
as before but takes it a step further allowlng the service provider to block suspicious behavior and quarantine effected devices. This technology provides for much faster response as it is performed by the service provider as soon as a threat is detected.
The Savant Solutions proposal includes the continued use of the Arctic Wolf MDR and Managed Risk services. Arctic Wolf is a leading cyber security service provider and is recognized by industry analysts such as Gartner and Forrester as one of the top vendors for providing next generation cybersecurity services. One of the biggest benefits to the Savant/Arctic Wolf solution is their ability to manage both servers and end user devices with their on-premise sensors and client software. Arctic Wolf also provides a hlghly certified concierge security team that acts as an extension of the IT staff who work together with the City on threat and vulnerability management.
The Savant Solutions/Arctic Wolf offering will provide the following services:
• Managed detection and response services on City network and devices • Managed Risk and Vulnerability scanning
• Cloud monitoring of Microsoft 365 environment
• Virtual Private Network (VPN) monitoring
• Log Collection, Monitoring and Analysis
• Incident Response Retainer
• Security Operations Warranty of $1,000,000
• Concierge Security Team
The services listed above will provide the City with a security services solution to ensure the City's cyber defense layers are monitored for attacks or malicious activity to protect the City's critical IT assets and data from such activities. Acquiring these services also helps the City align its security processes and procedures With the National Institute of Standards and Technology (NIST) best practices for managing risk outlined in the NIST Cybersecurity Framework.
The first year's annual cost based on current hardware and user licensing is $61,318.30 and the agreement provides for a 3% annual increase. With no changes to licensing, year cwo cost will be $63,157.85 and year three cost will be $65,052.59. It is expected that wlth the planned migration of several applications to the cloud, the server licensing count will decrease over the next couple of years.
The agreement provides for adjustments to server licensing counts during the annual renewal which Will reduce the year two and three costs as only the licenses needed will be procured. The agreement will be purchased under the National Association of State Procurement Officials (NASPO) cooperative purchasing agreement (NASPO Contract # 7017070-40-05). All agreements offered through NASPO Cooperative Purchasing Program have been awarded via a Request for Bid (RFB) competitive solicitation program by a public agency/government entity (e.g., state, city, county, public university, or school district). Section 3.28.11 O of the Poway Municipal Code permits the use of cooperative purchasing programs for procurement of supplies, services, and equipment when the administering agency has made their purchase in a competitive manner. The total three-year contract cost Is not to exceed $189,529.74 and is budgeted annually in the Information Technology Division operations and maintenance budget.
Environmental Review:
This action is not subject to review under the California Environmental Quality Act (CEQA). 2 of 17
