Program Overview
Poway inherited its water distribution system when it incorporated in 1980. Safety standards have evolved overtime and while the City conscientiously budgeted for Water Infrastructure Improvements, this Program addresses key improvements identified in a mutual agreement with the State of California Water Resources Control Board Division of Drinking Water (DOW). It includes the following three projects:
Phase I -Clearwell Bypass Project
The Clearwell Bypass Project consists of temporary and permanent bypass pipelines, a temporary pump station, a pressure regulating station and two temporary bypass tanks. Each tank has a storage capacity of 1.4 million gallons (MG). The bypass pipelines, pump station and pressure control facility are located within City property at the Lester J. Berglund Water Treatment Plant (Berglund WTP) site, as well as the Public Works Operations Yard and parking lot. The two temporary tanks are located on the softball field at Lake Poway Park. This bypass system allows the Clearwell to be taken offline for replacement.
Phase II -Clearwell Replacement Project
The Clearwell Replacement Project consists of replacing the existing lined and covered embankment style Clearwell with two new 4-million-gallon prestressed concrete tanks. The existing Clearwell had reached the end of its useful life and needed replacement to maintain reliable service to Poway residents. The overflow structure of the Clearwell will also be replaced with new DOW compliant overflow pipes with air gaps.
Phase Ill -Treated Water Facilities Project
The Treated Water Facilities (TWF) Project provides Poway with its first treated water connection and is a cooperative project with the Ramona Municipal Water District (Ramona). The project includes flow bifurcation control valves, a pump station, forebay and a transmission pipeline providing redundancy to the existing single transmission pipeline on Lake Poway Road.
Water Master Plan
The Water Master Plan compliments the Water Infrastructure Improvement Program by focusing on the distribution system. The last update to the City's Water Master Plan was performed in 2008. The 2025 Water Master Plan Update will update the water hydraulic model, update demand projections, assess the current condition and operability of the water distribution system including fire flow, and recommend a new 10-year water capital improvement program (CIP). The revised CIP list based on the Master Plan update will contain prioritized recommendations for the City to pursue in upcoming fiscal years and will not impact the upcoming water rates in the current rate study. In addition to serving as a data source for capital planning, the Water Master Plan update, may also be relied on to inform future City water development impact fees.
Discussion:
City staff prepared a detailed RFP to select and retain a qualified consultant to prepare the Water Master Plan Update. The RFP was advertised on July 10 and July 17, 2025. The City received four (4) proposals on August 12, 2025. An evaluation committee consisting of staff from the Department of Public Works and Development Services Department reviewed the proposals based on criteria set forth in the RFP, which included thorough_ness of the RFP, firm and project team qualifications, project understanding and approach, and project experience. Although the proposed fees were reviewed to confirm proposers understood the scope of the project, the City is not required to select the lowest 2 of32

As a result of the proposal evaluation, the evaluation committee determined KJ provided the most comprehensive and best value proposal, had a clear understanding of project requirements, exhibited unique knowledge of the City, and precisely defined the approach and methodology to accomplish the City's goals. Kj's proposal demonstrated extensive knowledge of the City's water distribution system and proposed creative ideas for maximizing system storage and optimizing the City's pressure zones. In addition to outlining a thorough methodology and approach, KJ applied system-specific knowledge acquired from working on previous and ongoing City projects. KJ proposed potential optional scope tasks for the City's consideration to include evaluation of system performance under various outage scenarios as well as energy efficiency and holistic power failure analysis.
Consultant costs for the Water Master Plan Update are eligible for reimbursement through a $1 million US EPA federal grant (No. 97T33801) which the City received through the Fiscal Year 2023 Consolidated Appropriations Act (P.L. 117-328) for Community Projects. Funds were secured with the assistance of Congressmember Scott Peters in 2022 to reimburse City costs associated with planning, design, and construction of drinking water, wastewater, and stormwater infrastructure and for water quality protection.
Environmental Review:
This action is not subject to review under the California Environmental Quality Act (CEQA).
Fiscal Impact:
Sufficient funds are available in the relevant Capital Improvement Program project account WT047 to award the Agreement for Water Master Plan Update for the recommended amount of $370,884. The City proactively planned for this project as part of the development process for the Fiscal Year 2025-26 budget, with funds appropriated from the Water Capital Improvement Fund (5110).
Consultant costs for the Water Master Plan update are eligible for full reimbursement from the City's USEPA Federal Grant No. 97T33801 (Fund 2530; $400,000 grant).
Utilizing grant funding for this project will have a rate suppression effect compared to utilizing water rate revenue from water customers. Poway combines grant funding opportunities with other functions which have a rate suppression effect, including; procuring multiple bids for projects to ensure preferential pricing, utilization of water connection fees from new development to offset rate revenue for Capital Improvement Program projects, advanced discussions with the Ramona Municipal Water District for a water sales agreement from Poway, and others. 3 of32

,· Removing the Celestial Reservoir
reduces maintenar1ce cost and
the risk of an unused facility.
•· The high water level for the
Pomerndo & Welton Reservoirs
would match the 820 PZ
which enables the full use of
each tank"s storage volume,
providing additional operating
and emergency storage and
improving the operation of the
pressure reducing facilities for
the 715 PZ.
✓ Restoring the operational
capacity of the Espola Reservoir
wlil provide additional operating
and emergency storage and will
improve the consistency of the
water level in the 865 PZ.
., Adjusting the pressure
zone boundaries, based on
topography and existing tank
levels, improves the customer's
range of water pressure.

Customized Master Plan that Addresses Your Needs
We will leverage our team's recent experience working with the City to provide customized solutions that meet your specific needs. An example of this is provided in Figure 1, which shows a potential system modification that allows the Celestial Tank to be taken out of service permanently. This will save money for the City by avoiding capital and O&M expenditures for the Celestial Tank and will increase the usability of the Espola, Pomerado and Welton Tanks.
In addition, the proposed scope of work includes optional system analyses that will provide valuable insight to the City for outage scenarios and system re configurations. These analyses will help the City reduce service risk and save money. The following scenarios are proposed:
• Outage Scenario -SDCWA/Ramona lnteragency Connection Only • Outage Scenario -Emergency Connections Only
• Outage Scenario -Combined lnteragency and Emergency Connections • 865/715 PZ Boundary Modification (New 820 PZ)
• Energy Cost Efficiency Analysis, Existing Demands -optimize pump station run times to minimize costs to the City based on time-of-use rate schedules • Holistic Power Failure Analysis -evaluate the City's needs for emergency storage, portable generators, and staffing in a programmatic and coordinated analysis to address an emergency power outage condition • Pipeline Criticality Analysis -identify pipelines that have high consequences of failure that may warrant redundancy
Benefit to the City: Customized solutions will address the City's specific system needs and provide opportunities to save money.

Focus on Collaboration with O&M Staff
One of the key objectives of our approach is to foster a collaborative process that engages City staff, especially O&M staff, to provide critical insights on the state of the water distribution system and what's really needed for the CIP. The work plan includes collaborative workshops that will identify key system issues.review the system analyses, and confirm the CIP. As an optional service, KJ will facilitate a workshop with O&M staff early on in the project to understand their pain points with the water system, gain a better understanding of system operations, and identify potential CIP projects.
Benefit to the City: Master Plan will reflect the City's goals, priorities, and important issues, which will foster buy-in from City staff on the recommendations of the Master Plan and support future implementation.

✓ City of Thousand Oaks, Water Storage Optimization Study ✓ City of Thousand Oaks, Wastewater Collection System Master Plan Update ✓ Crescenta Valley Water District, Wastewater Master Plan Risk-Based Project Prioritization Provides the City with the Most Value With the calibrated water hydraulic model in hand, KJ will work to identify both existing system constraints and future system constraints based on the City's level of service goals, as well as the water demand projections.
In addition to modeled capacity constraints, KJ will incorporate any identified projects that emerge from the feedback collected during the utility-focused workshops that are not directly related/relevant to hydraulic modeling, such as issues with access to assets, redundancy, or other operational issues/concerns.
The results of the modeling effort will identify where capacity may or may not be an issue. Still, a calibrated model cannot accurately account for an asset's condition or likelihood of failure. KJ will conduct a Proposed Recommendations workshop to review recommended projects with Poway staff and identify any projects requiring additional field data collection/validation. This risk-based CIP approach prioritizes projects that impact you and your customers the most and provides the most value for your CIP budget. 25 20

a public employer. A retiree shall certify in writing to the employer upon accepting an offer of employment that he or she is in compliance with this requirement. (2) A retired person who accepts an appointment after receiving unemployment insurance compensation as described in this subdivision shall terminate that employment on the last day of the current pay period and shall not be eligible for reappointment subject to this section for a period of 12 months following the last day of employment.
(f) A retired person shall not be eligible to be employed pursuant to this section for a period of 180 days following the date of retirement unless he or she meets one of the following conditions:
30 of 32
(1) The employer certifies the nature of the employment and that the appointment is necessary to fill a critically needed position before 180 days have passed and the appointment has been approved by the governing body of the employer in a public meeting. The appointment may not be placed on a consent calendar. (2)
(A) Except as otherwise provided in this paragraph, for state employees, the state employer certifies the nature of the employment and that the appointment is necessary to fill a critically needed state employment position before 180 days have passed and the appointment has been approved by the Department of Human Resources. The department may establish a process to delegate appointing authority to individual state agencies, but shall audit the process to determine if abuses of the system occur. If necessary, the department may assume an agency's appointing authority for retired workers and may charge the department an appropriate amount for administering that authority.
(B) For legislative employees, the Senate Committee on Rules or the Assembly Rules Committee certifies the nature of the employment and that the appointment is necessary to fill a critically needed position before 180 days have passed and approves the appointment in a public meeting. The appointment may not be placed on a consent calendar.
