Dear Poway City Council Members and Mayor Steve Vaus,
After reading the concerns and regulations being voted on on the front page of the Poway Chieftain, I felt the need to reach out with my thought to you.
I see no reason the City of Poway needs to step in and put further regulations on E-Bikes for our middle schoolers. California's 2025 e-bike laws introduce stricter regulations already. You seem to be wanting things more restricted rather than teaching parents and students the laws. The Bike Safety Events by the Sheriff have been a great step towards this goal. Assemblies and printed (electronic) information on school and government sites in multiple langes would also help).
My husband and I walk our dog 2-3 miles every morning and are shown repect and give respect to the E-Bike commuters as well as others on the sidewalks and streets of our "fair" city. It seems wrong to punish a group of students and parents following the law/regulations due to those who are not. The fine system seems legit if there are violators and repeat offenders.
But again, I stress educating as the first step (every year, or twice a school year. We use to have to register our bikes with the fire department and get a metal "license" on the bikes once we demonstrated our knowledge of the rules/laws and our equipment/bike passed inspection--! haven't seen this done in Poway for years ... A safer place to ride like places in Sabre Springs would be ideal on all our major street. Yes, my husband and I have E-Bikes and love to ride in outher cities that are safe for us to ride in.
Many of the students just got these bikes before the August start of school. It is a rite of passage for independence and responsibility to get themselves to school and back home or to an after-school class, practice, etc. So many of our children in this community need the exercise, fresh air, and mental well-being a bike (Electric or manual) allows them. You are hindering this generation by invoking additional constraints to their young lives.
I would attend tomorrow's meeting if I could but I am taking care of a friend tomorrow night that has completed her round of 12 Chemo treatments and is prepping for her mastectomy.
