CITY COUNCIL
Resolution Approving All-Way Stop Control at the Intersection of Bowdoin Road and Los Olivos Avenue
The City's Traffic Safety Committee (TSC) supported staffs recommendation for all-way stop control at the intersection of Bowdoin Road and Los Olivos Avenue, which was analyzed after receiving a resident request to evaluate the intersection. The proposed all-way stop is recommended pursuant to the California Manual on Uniform Traffic Control Devices (CA MUTCD) based on corner sight distance.

Recommended Action:

It is recommended the City Council adopt the attached Resolution (Attachment A) approving all-way stop control at the intersection of Bowdoin Road and Los Olivos Avenue.

Discussion:

On February 8, 2025 the City received a request, along with a petition, from a resident of the Garden Road North neighborhood to evaluate the Bowdoin Road and Los Olivos Avenue intersection for all way stop control. This intersection is a T-intersection where Los Olivos Avenue dead ends into Bowdoin Road. Attachment B shows an aerial of the intersection. Both streets are classified as residential streets. Currently, there are no traffic control devices installed at the intersection and drivers are required to follow the right-of-way rules for an intersection where right-of-way is determined by order of arrival at the intersection. The petition received was signed by 15 property owners or residents within 500 feet of the intersection. The petition stated near miss collisions and vehicles traveling at unsafe speeds were the primary concern. The same request was considered by the TSC in 2021. The 2021 TSC report did not recommend an all-way stop at this intersection.

In response to the recent request to consider an all-way stop at this intersection, staff re-evaluated the intersection. On Tuesday, April 22, 2025, staff collected new traffic data (Attachment C).

Additionally, staff assessed field conditions on April 30, 2025, to review sight distance and geometric conditions of the roadway. The intersection was analyzed based on the stop sign warrant procedures 1 of 13

other concerns in a nearby area. Of the five supporting the installation, several were in favor of adding more than just stop signs. The TSC voted to recommend installation of the all-way stop control and to evaluate the effectiveness of this measure six months after installation.

Environmental Review:

The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) of the CEQA Guidelines (Class 1 -Existing Facilities), which applies to the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.

The installation of all-way stop control on existing City streets is considered a minor alteration of an existing public facility (roadway) and involves no expansion of capacity or new use. None of the exceptions to the use of a categorical exemption under Section 15300.2 apply.

Fiscal Impact:

There are sufficient funds available in the Fiscal Year 2026-26 Adopted Budget, Street Maintenance Division (411040) Street Striping Account (43300) to install new stop legends and limit lines estimated at $1,000, and in the Sign Maintenance Materials Account (45300) to install new stop signs at under $500. The City proactively plans for street maintenance services as part of the budget development process.

Public Notification:

Letters were mailed to interested parties November 6, 2025 and signage was placed at the intersection twelve days prior to the hearing.
