CITY COUNCIL
Award of Agreement to Knorr Systems International, LLC, for Pool Maintenance and Repair, Bid 26-006
A request for bids for Pool Maintenance and Repair was posted on October 1, 2025. One bid was received on October 21, 2025. Staff reviewed the bid and is recommending award of the Agreement to Knorr Systems International, LLC. As the bid amount is greater than the existing budget, an appropriation of $10,000 is requested for the current fiscal year, with additional amounts added to the budget requests for future years.
Recommended Action:
It is recommended the City Council:
1) Award the Agreement for Pool Maintenance and Repair, Bid 26-006, to Knorr Systems International, LLC, in the amount of $52,815;
2) Appropriate $10,000 from the General Fund unappropriated fund balance (F1000) to the Community Services Department, Aquatics Division account (203020-41200); and 3) Authorize the City Manager to execute all necessary documents associated with the Contract.
Discussion:
Proactive maintenance of the pool equipment includes monthly, semiannual, and annual inspections and maintenance of pumps, filters, heaters, chemical feed systems, and an ultraviolet disinfection system. Regular maintenance and inspection of this equipment provides uninterrupted operation of the swim center and also prolongs the life of the equipment.
The Request for Bids was published on Bid Net, a comprehensive database for public projects that is used by many local agencies. It was also advertised in the Poway News Chieftain on October 9 and October 16,
2025. Twenty
potential proposers registered, four companies attended the mandatory walk-through, and one bid was received on October 21, 2025. The bid was from Knorr Systems 1 of 19
November 18, 2025, Item #2
International, LLC, in the amount of $52,815 for the first year. The Agreement allows up to four 1-year extensions by mutual agreement, with cost adjustments based on the annual change in the previous calendar year's Consumer Price Index for the San Diego-Carlsbad area (All Urban Consumers CPI-U) or 5%, whichever is less.
Because of the specialized work required to maintain a large swim center such as the City's, residential pool contractors are generally not qualified for this task. The sole bidder, Knorr Systems International, LLC, provides swim center maintenance services to a variety of public agencies including cities and school districts, and has all the qualifications necessary to complete the maintenance successfully.
Knorr was the holder of the previous maintenance Contract.
The total proposal amount of $52,815 for the first year would be paid partially during Fiscal Year (FY) 2025-26 and partially during FY 2026-27. Based on the previous Agreement, the City budgeted $37,292 in FY 2025-26, of which $19,605 remains unspent. An appropriation of $10,000 from the General Fund unappropriated fund balance is required to ensure that the FY 2025-26 portion of this Agreement can be covered. Additional funds will be requested in the FY 2026-27 budget and future year budgets to cover the additional years of the Agreement.
Environmental Review:
This item is not subject to CEQA review.
Fiscal Impact:
This action will appropriate $10,000 from the General Fund unappropriated fund balance (F1000) to the Community Services Department, Aquatics Division account (203020-41200), which will add to the existing $19,605 in the account to cover the cost for FY 2025-26. The cost of future years will be included in each year's budget proposal. The City proactively plans for pool maintenance and repair services as part of the budget development process.
Public Notification:
None.
