AGENDA RE PO RT City of Poway
CITY COUNCIL
December 2, 2025
Honorable Mayor and Members of the City Council
Eric Heidemann, Director of Public Works 4·
Robert Weber, Principal Civil Engineer, Public Works - Utilities\ J (858) 668-4717 or [email protected] '\..lJ
Approval of an Amendment to the Agreement between the City of Poway and Black & Veatch Corporation for Engineering Design Services for the Poway Treated Water Facilities and Redundant Pipeline Project.
With the goal of increasing the reliability of drinking water for water customers now and for generations to come, the City of Poway (City) is undertaking its largest capital improvement program in the City's history referred to as the Water Infrastructure Improvement Program (Program). The Program was presented to the City Council as an informational item, to provide updates and to request approval of the various components on March 18, 2020; June 16, 2020; October 20, 2020; November 17, 2020; March 16, 2021; April 20, 2021; June 1, 2021; July 20, 2021; August 17, 2021; April 5, 2022; October 18, 2022; February 7, 2023; May 16, 2023; August 15, 2023; September 19, 2023; November 19, 2024; April 15, 2025; and September 16, 2025. A comprehensive summary of the project background and status including photos and time lapse construction video can be found on the project webpage: https://poway.org/water-projects.
During the iterative design process for Phase 3 of the Program, various negotiations and considerations involving the San Diego County Water Authority (SDCWA) and the Ramona Municipal Water District (Ramona) have led to revisions of the original planning-level design and the engineering consultant's draft design submittals. Significant scope revisions during this design phase are now required to meet the revised project needs. This amendment adds the design funds needed to finalize the design plans in accordance with the revised project needs.
Recommended Action:
It is recommended the City Council approve the Tenth Amendment to the Agreement between the City of Poway and Black & Veatch Corporation for Engineering Design Services for the Poway Treated Water Facilities and Redundant Pipeline Project and authorize the City Manager to execute the necessary documents.

The

project
will
fulfill
two
important
reliability
and
redundancy
principles:
(1)
prov

a
secondary
source
of
drinking
water
to
the
City
in
the
event
of
either
an
interruption
to
the

and
(2)

work
. Future
maintenance
and
rehabilitation
work
at
Berglund
WTP
is
not
currently
within
the
scope
of
the
Program
and
the
TWF
project
is
an
important
enabling
project
toward
this
goal.
The
TWF
project
has
undergone
several
iterations
since
the
Program
began.
The
project
was
originally
conceptualized
as
a
new
Flow
Control
Facility
(FCF)
designated
POW-5
which
would
be
connected
to
the
SDCWA
Ramona
Pipeline,
which
terminates
on
Espola
Road
near
the
Blue
Sky
Ecological
Preserve,
a
new
treated
water
pipeline
on
Espola
and
Lake
Poway
Roads,
and
a
forebay
and
pump
station
on
Lake
Poway
Road
("original
project").
A
new
pump
station
is
needed
to
boost
pressure
from
the
available
pressure
in
the
Ramona
Pipeline
up
to
the
elevation
of
the
new
Clearwells.
During
the
original
design
which
was
performed
in
2022-2023
it was
determined
the
projected
cost
of
this
project
configuration,
which
was
to
be
entirely
paid
by
the
City,
was
prohibitively
high,
which
prompted
staff,
the
Program
Manager,
and
the
Design
Consultant
to
review
other
options
.
Staff,
the
Program
Manager,
and
Design
Consultant
developed
a
new
TWF
project
configuration
that
maximized
use
of
existing
facilities
by
constructing
a
connection
to
the
Ramona
system
immediately
downstream
of
the
existing
RAM-3
Flow
Control
Facility
and
using
existing
Ramona
and
City
pipelines
to
deliver
SDCWA
treated
water
to
the
new
Clearwells
("reconfigured
project'').
These
existing
pipelines
were
originally
constructed
so
the
City
could
provide
Ramona
with
an
emergency
source
of
treated
water
from
the
Berglund
WTP
during
short
term
outages
on
the
SDCWA
treated
water
system.
This
project
would
enable
flow
of
treated
water
from
the
SDCWA
Ramona
pipeline
to
the
City
during
times
when
the
City
needs
treated water
(i.e.,
when
the
Berglund
WTP
is
off-line
for
maintenance
or
in
an
emergency)
and
from
the
City
to
Ramona
(i.e
., when
the
SDCWA
system
is
down
for
maintenance
or
when
Ramona
desires
to
purchase
water
from
the
City).

Memorandum
of
Understanding
(MOU)

December 2, 2025, Item #5
with Ramona which sets forth the framework to cooperate during project design was approved by the Council on November 19, 2024.
During the completion of the reconfigured project design, SDCWA, Ramona and the City revisited discussions on a collaborative project like the originally contemplated project. These discussions were prompted by SDCWA's newly identified need to rehabilitate their Crossover Pipeline, which is currently the sole source of untreated water to the City. Rehabilitation of the Crossover Pipeline, which SDCWA proposes to conduct in phases, necessitates SDCWA to provide the City with an alternative source of water. Several options to supply Poway with water during multiple Crossover Pipeline shutdowns were discussed among Poway and SDCWA and the conclusion was to revisit the "original project'' with modifications. The new project, hereinafter referred to as the "revised project'' consists of the following:
• New FCF on Espola Road adjacent to RAM-3 and designated as the POW-6 FCF. • New 30-inch diameter bidirectional pipeline in Espola Road. • New forebay and pump station designated as Pump Station No. 16. • 36-inch redundant pipeline on Lake Poway Road.
• Abandonment of 24 and 27-inch diameter pipelines as well as the RAM-2 FCF.
The revised project will provide the City with treated water during SDCWA's Crossover Pipeline rehabilitation project as well as serve as the permanent treated water connection for overall redundancy and to allow Berglund WTP to be taken offline for maintenance and repairs. The revised project also will allow the City to provide locally treated water to Ramona either on the SDCWA's behalf (when the Ramona pipeline is out of service) or by direct agreement between the City and Ramona.
The three agencies have provisionally agreed on a cost share arrangement to fund the project, meaning the project is no longer cost prohibitive.
Environmental Review:
This action is not subject to review under the California Environmental Quality Act (CEQA).
Fiscal Impact:
Sufficient funds are available in the relevant Capital Improvement Project account WTR0028 to amend the Agreement for the recommended amount of $380,062. The City proactively planned for this project as part of the development process for the FY 2025-26 budget, with funds appropriated from the Water Enterprise Fund (5100).
Public Notification:
None.

SCOPE OF SERVICES
Design Services for the Treated Water Facilities Project (Project No. WTR0028)
AMENDMENT NO.10
The scope of services defined herein are for design components that have been revised after completion of the April 2025 version of the Updated Supplemental Preliminary Design Report (April 2025 UPDR) and partial completion of 90% design based on the previously defined Project scope per Amendment No. 8.
The scope herein includes the work for the revisions stated below, in addition to all remaining work to be completed per the original scope of services, executed on 5th day of April 2022 that was not impacted by the revisions. The major design revisions to the scope of services previously defined per Amendment No. 8, as conceptually shown in Figure 1, are as follows:
Modifications to the Existing 27-inch Ramona Pipeline downstream of RAM-3 for connection with new 30-inch Pipeline and for connection to future POW-6 Flow Control Facility (POW-6), which will be designed and constructed by the San Diego County Water Authority (SDCWA) • Treated water will be sent to Poway and Ramona from POW-6. It is assumed that POW-6 will provide necessary flow control to distribute flows to Poway and Ramona (i.e. flow control valves are not required downstream of POW-6). Isolation valves will be provided as part of this Project downstream of POW-6 (one or two each for Poway and Ramona), it is assumed that all valves will be electrically actuated (open/close, non-modulating) and located in a vault (or two separate vaults).
• A 27-inch butterfly valve will be installed to maintain RAM-3 water deliveries, while the new 30-inch Pipeline is in construction.
• Existing 27-inch RMWD Pipeline and 24-inch Poway Pipeline will be abandoned and slurry filled by SDCWA.
New 30-inch Pipeline (From RAM-6 towards Pump Station 16 on Espola Road and Lake Poway Road)
• New 30-inch Pipeline will convey flow from POW-6 to Pump Station 16 (PS16). The pipeline alignment will generally follow the alignment of the previously designed 36" Pipeline. The 30-inch Pipeline will transition to 36-inch just upstream of the SDCWA aqueduct crossings (approximately at STA 44+75).
• The 30-inch Pipeline will include an inter-tie with the existing 20" Pipeline per the previous 36" Pipeline design (at STA 22+38.56).
• City requested that an evaluation on pipeline material options (i.e. steel vs. PVC) be performed. A brief section summarizing the recommended material selection will be ~-BLACK&VEATCH

Phased Construction of Improvements
• Due to the anticipated timing of the POW-6 project, it is assumed that the improvements will be constructed in two phases -Phase 1 for the pipeline portion of the Project (up to approximately Station 47+50} and Phase 2 for the eastern portion of the pipeline towards PS16 and all the work at PS16, its discharge pipeline, and the improvements at Lester J.
Berglund Water Treatment Plant (WTP). However, it is assumed that a single bid package will be prepared to include all Project scope with schedule requirements for phased construction.
Radio Communication between PS 16 and new POW-6
• Design provisions to allow for communication between PS16 and new POW-6 will be provided. It is assumed that flow signals from the new POW-6 will be communicated to plant SCADA by means of radio/telemetry to the PS16 PLC Panel, where it will be integrated into the existing SCADA system. It is assumed that design of a new radio tower at the PS16 site will be included in this Project, but the design and installation of a new radio tower at POW-6 will be provided by SDCWA.
• It is assumed that the recommendations from the Radio Survey Report prepared by Tesco Controls in 2023 are still valid for the radio tower design at PS16 (antenna at 35 ft above ground at PS16). The study was conducted for radio communication between the previously proposed POW-5 and PS16. The currently proposed POW-6 is located generally on the path between POW-5 and PS16 but closer to PS16. It is assumed that a new radio survey will not be required.
Removal Design Elements from Amendment No. 8 Superseded by this Amendment • Remove the following design components from the current 90% design documents:
o Ramona Flow Control Vault
o Modifications to RAM-2
o Lake Poway Road Pipeline Connection between the existing 24-inch Poway Pipeline to Poway's existing 36-inch pipeline as well as the new 36-inch Transmission Pipeline. o Inter-tie between the 24-inch Pipeline to Poway's 20-inch Pipeline near the SDCWA easement and Espola Road

December 2, 2025, Item #5
2.3 Updated Hydraulic and Surge Analysis -Consultant shall update the hydraulic and surge analysis previously performed in March 2025 to reflect the revised Project scope.
In Section 5.1.5.1 (Scenario E/B) of the Hydraulic & Surge Analysis TM (March 2025 Hydraulic & Surge Analysis TM), future operation of the reverse flow scenario from the Poway Clearwells to the Ramona Tank, utilizing a 30-inch Pipeline on Espola Road, was assessed. At the time of the study, it was assumed that the gravity flow operation will be regulated by a control valve located near RAM-3, inside the Ramona Flow Control Valve Vault. Per the revised Project scope, this flow control valve vault is to be located within the PS 16 site (Poway Flow Control Vault).
In Section 5.3.2 of the March 2025 Hydraulic & Surge Analysis TM, transient simulations were also performed for operation of an 18-inch plug valve to mitigate surge conditions when sending flows from Poway to Ramona. Use of the existing 24-inch Poway Pipeline and 27-inch Ramona Pipeline (between RAM-2 and RAM-3) was assumed in the transient simulations.
Hydraulic and Surge Analysis -Consultant shall update the March 2025 Hydraulic & Surge Analysis to reflect the revised Project scope to utilize the 30-inch Pipeline on Espola and the Poway Flow Control Vault (for the flow scenario from the Poway Clearwell to the Ramona Tank) to be located at the PS16 site. Updated recommendations on valve type, size and the closing time will be provided in the updated PDR and will be incorporated into the updated 90% design.
It is assumed that:
• The transient model to be updated by the Consultant will be for the flow scenario from Poway to Ramona and not extend beyond the connection with POW-6. • It is assumed that SDCWA will perform the hydraulic and surge analysis for flow distribution from POW-6 to Poway and Ramona as part of their design of POW-6 and that information of the range of available HGL downstream of POW-6 will be provided to Poway (for incorporation into the hydraulic profile drawing). • It is assumed that the flows to be conveyed from POW-6 to PS16 range from 3 cfs to 24 cfs (previously assumed to be 6 cfs to 20 cfs).
• It is assumed that the flows to be conveyed from Poway to Ramona range from 6 cfs to
17.25 cfs (no change from the previous assumptions.
• Vacuum valves are included in this effort. If a mechanical surge system (i.e. tank) is required upstream of the Poway Forebay, design of that type of system would be done as an additional service upon approval by the City.
Task 2 Deliverables:
• Updated PDR reflective of the revised Project scope per this Amendment. A draft and final Updated PDR are assumed. Findings from the Updated Hydraulic & Surge Analysis will be included in the Updated PDR (no separate updated TMs will be prepared).
3. FIELD INVESTIGATIONS
