The Action Agenda of the City Council Meeting is a document provided immediately following the Council Meeting in order for staff and the public to be aware of the business transacted and actions taken by Council. This is a preliminary draft and not a legal record. The meeting’s legal record is the Minutes approved by the City Council
Thank you for participating in your local government and the City of Poway Council meetings.
Meetings | Regular City Council meetings are held on the first and third Tuesday of the month at 7:00 p.m. in the Council Chambers located at 13325 Civic Center Drive, Poway, CA 92064. The Council Chamber will be open to the public.
Public Meeting Access | Members of the public may attend the City Council meeting in person, or watch the City Council meeting live online. Regular City Council meetings are broadcast live on Cox Communication Channel 24 and Spectrum Channel 19. Council meeting videos are archived and available for viewing on the City’s website.
Speakers | Persons wishing to address the Council on matters not on the agenda may do so under Public Comment. Those wishing to speak on items on the agenda may do so when the item is being considered. Please submit a Speaker's Slip to the City Clerk prior to the meeting or the announcement of the item. All comments will be limited to three (3) minutes. Per the Poway Municipal Code, the speaking time may be reduced.

4. Public Hearing for Proposed Five-Year Water, Recycled Water, and Wastewater Rates
3 of 4 Regular City Council Meeting January 20, 2026 City Manager’s Recommendation: It is recommended the City Council take public input, close the public hearing, consider any protests, objections and responses, and adopt the resolutions enclosed herewith as Attachments A and B, if a majority protest does not exist.

5. General Plan Amendment 25-0001 and Zone Change 25-0001: a Request to Change the General Plan Land Use Designation and Zoning Classification of Parcels, or Portions Thereof, to the Open Space-Resource Management or Natural Open Space Zoning Designation at Various Locations Citywide and Determine the Project is Categorically Exempt from CEQA
City Manager’s Recommendation: It is recommended the City Council take public input, close the public hearing, approve the Resolution, and make the determination the project is categorically exempt from California Environmental Quality Act (CEQA) as a Class 8 Categorical Exemption, pursuant to Section 15308 of the CEQA Guidelines. This project also qualifies under the “common sense” exemption set forth in CEQA Guidelines 15061(b)(3), because it can be seen with certainty that it has no possibility of resulting in a significant impact on the environment. It is further recommended the Ordinance be introduced for first reading by title only, waive further reading and schedule the adoption of the Ordinance for the February 3, 2026 Regular City Council meeting.
