In accordance with Article XIIID, Section 6 of the California Constitution, notice of the proposed rate structures and five-year water, recycled water, and wastewater rate changes was mailed to affected property owners of record on November 21, 2025. The City Council will conduct a Public Hearing on the proposed rate structures and five-year rate increases, and at that hearing will receive a final tabulation of all written protests received by the City Clerk. Protests must be submitted in writing to the City Clerk's Office by 12:00 p.m. on January 20, 2026 and will also be accepted in the Council Chambers at the Public Hearing prior to closing. Following the Public Hearing, and if a majority written protest is not received for either proposed increase, the Council will then consider, and may adopt the proposed rate structure changes and water, recycled water, and wastewater rates. If the City receives written protests against the proposed rates by a majority of affected property owners, the City will not impose the proposed rate structure changes and water, recycled water, and wastewater rate increases. Written protests must contain a description of the property, such as the address or assessor's parcel number, and the name and signature of the property owner submitting the protest. If you challenge the matter in court, you may be limited to raising only those issues raised through a valid Objection pursuant to Government Code section 53759 received by 5:00 p.m. on January 5, 2026. NOTICE OF CITY COUNCIL PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing to consider the following item: General Plan Amendment (GPA) 25-0001, Specific Plan Amendment (SPA) 25-0002 and Zone Change (ZC) 25-0001; a request to change the General Plan, Specific Plan and Zoning land use designation of 32 parcels, or portions thereof, that have already been dedicated with an easement by a property owner/developer as biological mitigation land or purchased by the City for the preservation of open space land.
