CITY COUNCIL
SUBJECT: Acceptance of the Poway Center for the Performing Arts Sound System Replacement Project with Clair Global Integration LLC as Complete
Summary:

On December 3, 2024, the City Council awarded the contract for the Poway Center for the Performing Arts Sound System Replacement Project to Clair Global Integration LLC, Bid No. 25-004, in the amount of $765,100. This action will accept the project as complete.

Recommended Action:

It is recommended the City Council:
1) Accept the Poway Center for the Performing Arts Sound System Replacement Project as complete;
2) Authorize the City Clerk to file and record the Notice of Completion; and 3) Authorize the release of the retention in the amount of $39,280.63, if unencumbered, 45 days after City Council acceptance.

Discussion:

The PCPA is a 809-seat theater that serves as the venue for professional performances as well as school events and rentals by community groups. Because the sound system, last updated in 2009, was beginning to fail, a new system was designed and the construction contract was awarded to Clair Global Integration LLC. Clair Global Integration LLC has completed all work in accordance with the contract plans and specifications. There were two change orders totaling $20,512.65. The final contract amount is $785,612.65.

Environmental Review:

This action is not subject to review under the California Environmental Quality Act (CEQA). 1 of 2

Fiscal Impact:

There are sufficient funds available in the project account (Fund 1060, Project MN067) for the release of retention. Funds remaining in the project at year end will be returned to the Capital Improvement Fund for use on other projects. Based on the agreement between the City and the Poway Unified School District (PUSD), PUSD will reimburse the City 35% of the final cost of the project, which will be returned to the Capital Improvement Plan project budget and the Capital Improvement Fund's Unassigned Fund Balance (1060) on a proportional basis.
