STAFF REPORTS:

4. Water Infrastructure Improvement Program Update
Robert Weber presented the item along with a PowerPoint presentation. He explained Poway's water supply is provided by the San Diego County Water Authority (SDCWA) as untreated water, which is treated at the Lester J. Berglund Water Treatment Plant prior to distribution throughout the City.

Mr. Weber provided an overview of the City's water-related facilities and the Water Infrastructure Improvement Program (Program), noting it to be the largest series of capital projects undertaken by the City since incorporation. He stated the Program improves the resiliency and redundancy of Poway's water infrastructure system and ensures safe and reliable water service for current and future residents.

With the use of a Power Point presentation, the three-phase Program, including the Clearwell Bypass Project, the Clearwell Replacement Project, and the Treated Water Facilities Projects were outlined. Mr. Weber noted the Clearwell Bypass Project remains operational and was completed under budget in November 2022, including temporary bypass facilities and a permanent 36-inch below-ground pipeline connecting the treatment plant to the distribution system.

Mr. Weber noted the Clearwell Replacement Project is currently under construction. He explained the project includes replacement of the existing Clearwell with two (2) new 4-million gallon concrete tanks, associated piping improvements, and relocation of storm drains, with removal of the temporary bypass facilities and restoration of the Lake Poway softball field to follow. He added, construction is approximately 95 percent complete, with commissioning anticipated in late Spring 2026, and shared slides highlighting construction progress.

The presentation also included updates on the Treated Water Facilities Projects, which will provide a redundant treated water supply, improve operational flexibility, and support future maintenance of the water treatment plant. Mr. Weber discussed the status of agreements, CEQA processing, design efforts, funding sources, and emergency interconnections with the City of San Diego, and concluded with a twelve-month look ahead of anticipated project milestones.

Public Comment:

None.

End of Public Comment.

Council discussion ensued. Council discussed the Water Infrastructure Improvement Program, noting it is the largest public works project in the City's history, totaling approximately $87 million, and emphasized the Program remains on schedule and under budget. Council highlighted staff's successful replacement of aging water facilities while maintaining uninterrupted service, meeting state requirements, and improving system resiliency during a highly inflationary construction period.

April 21, 2026, Item #25 of 6
City of Poway -Minutes -February 3, 2026
Council acknowledged the effective financial and construction management of the project, noting Phases One and Two were delivered several million dollars under budget despite complex construction conditions. Council discussed the Treated Water Facilities Project and coordination with the Ramona Municipal Water District, including future treated water sales, system capacity, bidirectional pipeline design, and proper abandonment of unused facilities.

Council also recognized federal funding support and prior City Councils for their foresight in initiating the program, emphasizing the long-term value of investing in critical infrastructure to ensure a reliable water system for future generations.
