Dear Development Services/ Andrea Palacios, PE Associate Engineer, I'm writing on behalf of Ahwahnee Way residents regarding a letter sent out to residents concerning a Boundary Adjustment. I live at 13650 Ahwahnee way. As per my email sent the evening of 12/25/25, I did not receive the letter. Each resident has their own personal I
concerns, however as I mentioned in my email, the delivery of the letter is at a very limiting time.
We, the undersigned residents of Ahwahnee Way, in the Lower Windmill Community, respectfully express our concerns regarding the proposed plan in the notice for parcels; 314- 440-38-00 & 317-611-01-00, and our understanding to convert a quiet cut-de-sac into a through street and to add substantially larger homes that are out of scale to the existing modest homes.
Our neighborhood was intentionally designed as a low-traffic residential area. Introducing a through street would significantly increase vehicle traffic, including non-local and cut-through traffic, on streets not designed for higher volumes. This change raises serious concerns for children, Ahwahnee Way residents and local neighborhood residents and would permanently alter the character of the neighborhood.
The proposed parcel change, construction of oversized homes is incompatible with the scale, density, and character of the existing 1970's -era residences. Such development risks undermine neighborhood cohesion, places strain on existing infrastructure, and negatively affects surrounding property values.
Additionally, the proposal appears inconsistent with the original zoning intent and planning principles that established this area as a low-density, residential neighborhood with limited traffic flow.
While we support responsible development, it should enhance-not disrupt- established communities. We urge that resident concerns be carefully considered before any approvals or construction move forward.
Signed,
Residents of Ahwahnee Way of Lower Windmill Community
We respectfully request:
1. The proposed through street be eliminated and the cul-de-sac preserved.
2. A professional traffic and safety study be conducted and shared with the community.
3. Any new development be consistent in scale, density, and design with existing homes.
4. Meaningful community engagement occur prior to any approvals or zoning changes.
5. Extension of personal concerns date to mid January for residents that are out of town or otherwise engaged during the Holiday.
Sincerely,
Elissa Dorame

Hi Sarah,
I was just stopped by and Mary explained to me that the request is just for a boundary adjustment, and not rezoning which some people had told me was happening.
Just FYI I am
ok with the boundary adjustment.
Thank you,

Good morning Martha,
Thank you for the notice. It’s not a City-required petition but it is helpful for us to know that you object to boundary adjustment currently in process.
Thank you and have a nice day,

Hi Sara,
I am reaching out about Boundary adjustment No 25-0002.
I live on Catawba Drive. Jonathan Volfson came by my house and asked me to sign a sheet that would allow him to adjust the size of the house he is building in the canyon below me.
After talking to him, I signed the
paper.
When I went back and looked at previous information I got from the City, and talked to neighbors, I see that he actually wants the boundary changed which I am not agreeable to.
I would like to have my
name removed from the petition he has entered.
I'm not sure if you are
the correct person to reach out to - please let me know if I should contact someone else.
Thank you,
Martha Fiske

Hi Gerald,
The appeal is only to appeal staff’s decision to deny the boundary adjustment. The proposal does not include a zoning change, only a boundary adjustment between the two existing parcels. The existing configuration is shown below. I’ve attached an exhibit from their original submittal that shows the existing and proposed configuration on one page. Let me know if you have any additional questions.
Thank you,

Hello Sara,
If the Volfson appeal is approved, does this mean that the zoning for the property behind my house (at 13632 Catawba Dr.) is going to be changed to something else?
Mr. Volfson did not indicate to
me that a zoning change was going to occur, only a boundary change of 5 feet.
If this true, what
would the new zoning be or allow?
Is this automatic, or something requested by the new owners?
My wife and I will be attending the hearing tomorrow evening, and I would to be better informed before the hearing commences.
This is a follow up to the voicemail that I just left.
I don’t know if you prefer written questions or if
voicemail is acceptable.
And, timing is tight on this.
Thank you for your time in responding to my question.

I do not see their small request affecting
my home or daily life, and the hiking trail is of real importance to the community.
I hope that you
will consider approving it.
