The TransNet Extension Ordinance requires local agencies to adopt a five-year list of projects every two years to be included in the RTIP and funded with TransNet revenues. In developing the list of projects, local agencies shall give a high priority to the use of these funds for improving·regional arterials and related facilities contributing to congestion relief. Attachment A is the amended 2025 RTIP five-year list of projects for the City of Poway. An amendment to the 2025 RTIP is required to carry over and reprogram unspent funds from the previous budget year as shown in Attachment B.
Attachment C is the proposed 2027 RTIP five-year list of projects for the City of Poway for FY 2026-27 through 2030-31.
Several projects identified in the City's 2025 RTIP have been completed, including the FY 2024-25 and FY 2025-26 Annual Street Maintenance projects, the Neighborhood Sidewalk project, the Midland Road Safety Improvement project and the Poway Road Safety Improvement project.
Staff is proposing the following modifications to the 2025 RTIP:
1. The Total Annual Revenue for each year of the RTIP has been modified to match the new projections released by SANDAG.
2. The "Carry Over" funds from the completed Neighborhood Sidewalk Project will be reprogrammed to the Annual Street Overlay Project.
3. The "Carry Over'' funds from the completed Midland Road Safety Improvement project will be reprogrammed to the Annual Street Overlay project.
4. The "Carry Over'' funds from the Annual Street Maintenance Project will be reprogrammed to the Annual Street Overlay project.
5. The "Carry Over" funds from the completed Poway Road Safety Improvement project will be reprogrammed to the Annual Street Overlay project.
6. The "Carry Over'' funds from the Traffic Signal Improvement project will be reprogrammed in FY 2026.
7. A previously approved 2025 RTIP Amendment included the "Carry Over'' funds from the Annual Street Overlay Project reprogrammed in FY 2026 and a portion of the budgeted funds for the postponed Espola Road Median Project reprogrammed into the Annual Street Overlay Project.
A total of $8,420 is proposed for the FY 2026-27 Transparity Server Maintenance Agreement which provides for the ongoing service and maintenance of the City's traffic signal software program Transparity. A total of $648,880 is proposed for the FY 2026-27 Annual Street Maintenance project, which will slurry streets in pavement management Zone 1. A total of $1,533,700 is proposed for the FY 2026-27 Annual Street Overlay project which will address the repairs needed in Pavement Management Zone 2.
The City of Poway's total share of the TransNet revenues for local street and road program improvements is estimated at $11,540,000 over the five-year period covered in the proposed 2027 RTIP (Attachment C). The TransNet Ordinance requires no more than 30 percent of revenues to be spent on local street and road maintenance related projects. Funds not used during each fiscal year are carried over to the next year as part of the total revenues available to the City.
