Award of Agreement to Ardurra Group, Inc., for Construction Management Services for the Treated Water Facilities and Redundant Pipeline Project, RFP No. 26-009 With the goal of increasing the reliability of drinking water for water customers now and for generations to come, the City is undertaking its largest capital improvement program in the City's history referred to as the Water Infrastructure Improvement Program (Program). Phase Ill of the Program is the Treated Water Facilities and Redundant Pipeline Project (TWF).

A Request for Proposals (RFP) for Construction Management Services for the TWF, RFP No. 26-009, was duly advertised on February 5 and February 12, 2026. Eight (8) proposals were received and opened on March 19, 2026. Staff reviewed the proposals submitted and recommends Ardurra Group, Inc. Program Overview:

The City inherited its water distribution system when it was incorporated as a city in 1980. Drinking water health and safety standards have evolved over time and while the City conscientiously budgeted for water infrastructure improvements, this Program addresses key improvements identified in a mutual agreement with the State of California Water Resources Control Board Division of Drinking Water (DDW). It includes the following three projects:

Phase I -Clearwell Bypass Project
The Clearwell Bypass Project consists of temporary and permanent bypass pipelines, a temporary pump station, a pressure regulating station and two temporary bypass tanks. A project overview map is provided as Attachment B. Each tank has a storage capacity of 1 .4 million gallons (MG). The bypass pipelines, pump station and pressure regulating facility are located within City property at the Lester J. Berglund Water Treatment Plant (Berglund WTP) site, as well as the Public Works Operations Yard and parking lot. The two temporary bypass tanks are located on the softball field at Lake Poway Park.

Construction of the bypass system allowed the original Clearwell to be taken offline for replacement.

This project has been in operation since November 2022.

Phase II -Clearwell Replacement Project
The Clearwell Replacement Project consists of replacing the 1964-vintage lined and covered embankment style Clearwell with two new 4-million-gallon circular prestressed concrete tanks. A project overview map is provided as Attachment C. The old Clearwell had reached the end of its useful life and needed replacement to maintain reliable service to residents within the City's service area.

The overflow structure of the Clearwell will also be replaced with a new structure designed with industry standard air gaps. This project is nearing completion.

Phase Ill -Treated Water Facilities Project
The TWF Project provides the City with a treated water connection to the San Diego County Water Authority (SDCWA) system and is a cooperative project with both Ramona Municipal Water District (Ramona) and SDCWA. A project overview map is provided as Attachment D. The project will include a new treated water connection and Flow Control Facility (FCF) on Espola Road, a new bidirectional treated water pipeline, a pump station and forebay, and a transmission pipeline providing redundancy to the existing single transmission pipeline on Lake Poway Road. The TWF project is in the final stages of engineering design and the environmental process and is scheduled to go into construction in early 2027. Major elements of the project include:
• New FCF on Espola Road adjacent to RAM-3 and designated as the POW-6 FCF. • New 30-inch diameter bidirectional pipeline in Espola Road. • New forebay and pump station designated as Pump Station No. 16 located on Lake Poway Road.
• 36-inch redundant pipeline on Lake Poway Road.
• Abandonment of 24 and 27-inch diameter pipelines as well as the RAM-2 FCF.

The TWF project will provide the City with treated water during SDCWA's Crossover Pipeline rehabilitation project as well as serve as a permanent treated water connection for overall redundancy and to allow Berglund WTP to be taken offline for maintenance and repairs. The revised project also will allow the City to provide locally treated water to Ramona either on the SDCWA's behalf (when the Ramona pipeline is out of service) or by direct agreement between the City and Ramona. The three agencies have provisionally agreed on a cost share arrangement to fund the project. 2 of 39

change orders. Staff recommends award of Agreement to Ardurra for the Construction Management Services for the TWF Project and authorization for Phase 1 scope of work in the amount of $57,992.

Future phases of the project will be funded with proceeds of a planned 2026 Water Revenue Bond.

Environmental Review:

This action is not subject to review under the California Environmental Quality Act (CEQA).

Fiscal Impact:

Sufficient funds are available in the relevant Capital Improvement Project account WTR0028 to award Phase 1 of the Agreement for the recommended amount of $57,992. Subject to future City Council authorization, Phase 2 will not exceed $3,117,399, resulting in the total Agreement amount not to exceed $3,175,391. The City proactively planned for this project as part of the development process for the FY 2025-26 budget, with funds appropriated from the Water Enterprise Fund (5100). This project will be funded with proceeds of a planned 2026 Water Revenue Bond issuance that is scheduled to be brought before the City Council for authorization in early 2027. The noted bond issuance was forecasted in the 5-year Water Rate structure approved by City Council in January 2026, and will not result in additional water rate increases to customers.

STATEMENT OF SERVICES I

PROJECT UNDERSTANDING
Ardurra has reviewed the following documents to shape our understanding of the issues related to managing the construction of Phase 3 of the City's Treated Water Facilities Project:
■ 90% Design Plans and Specifications
• MOU titled, "Crossover Pipeline Rehabilitation -Treated Water Connection for the City of Poway" (November 2025) • Staff Report titled, "Approval of an Amendment to the Agreement between the City of Poway and Black & Veatch Corporation for Engineering Design Services for the Poway Treated Water Facilities and Redundant Pipeline Project" (December 2, 2025)
• City Council Agenda Report titled, "Water Infrastructure Improvement Program Update" (February 3, 2026) Phase 3 of the City's Treated Water Facilities Project has three distinct components:

TREATED WATER FACILITIES & REDUNDANT PIPELINE PROJECT COMPONENTS 24 CFS/BB-ft TDH booster
pump station (known as
Pump Station No. 16 (PS16)),
350,000 gal above grade
welded steel fore bay tank ,and
other ancillary facilities

@ SCOPE OF WORK UNDERSTANDING FOR TASK 2 -PRE-BIDDING DOCUMENT REVIEW

CONSTRUCTABILITY REVIEW/VALUE ENGINEERING PROCESS
This construction project has three distinct phases, and the construction management team will be tasked with performing constructability /biddability review of all three phases, provide comments, and ensure compatibility. One of the keys to performing a comprehensive constructability review is to review ALL of the Contract Documents at once and develop the Risk Register at the same time. Since the project has three distinct phases, as identified above, our team will evaluate the documents that pertain to each of the phases and make sure they integrate together for the phasing portion of the project.

As part of our preparation of this Statement of Services, we have performed a review of the 90% design plans and specifications provided. Based on that review we have noted items that we would like to bring to the City's attention.

While multiple Contract Documents references outline Approved Materials and related requirements, tighter contractual language is recommended to clearly communicate differing requirements for each element of work. This can be accomplished by incorporating clarifying language into the Special Technical Provisions that defines the three distinct work areas described above and identifies the specific Contract Documents applicable to each. A tabular format is recommended to enhance clarity and ease of reference for the Contractor.

There needs to be an understanding of the Contractor's submittals and the performance specification submittals and if the assumptions for these submittals are clearly stated. Specifically for shoring, the Contract Documents should state the class of soil for the shoring, so the assumptions are clear. Section 10.3 of the geotechnical report states OSHA Class C soil but we would suggest the following statement be added to the Contract Documents: "For the purposes of bidding the Contractor shall assume the soils are Cal/OSHA Class C. All shoring must be engineered specifically for each area and signed and stamped by a licensed civil engineer". This language would ensure that tabular shoring cannot be used and that all shoring must be designed and stamped by a professional engineer.

ARDURRA
16 June 16, 2026, Item #5

STATEMENT OF SERVICES I
• Stormwater and Construction General Permit Compliance - A technical specification should be included to supplement Front End Section 10 -CONSTRUCTION DETAILS AND MATERIALS to clearly define compliance requirements associated with the Construction General Permit (CGP) and the City of Poway Storm Water Quality Management Plan (SWQMP).

This project will require the Contractor to submit both a Linear Underground Project (LUP) and as well as a traditional Risk Level Project for the pump station and RMWD disinfection systems upgrades. The criteria we will emphasize in our constructability comments is the Notice of Termination and meeting the requirements to achieve "final stabilization" and close their Waste Discharge Identification Number (WDID) number. The complete requirement for all elements would be specified as the Contractor's responsibility.
• Traffic Control -Espola Road -Traffic control requirements will require careful coordination along Espola Road, which currently experiences average daily traffic volumes exceeding 15,000 vehicles. Construction activities must also account for access to the Bridlewood Estates gated community, located near County Day Road and Morning Air Road.

Traffic control plans should therefore incorporate phased construction sequencing to maintain safe and efficient traffic operations throughout construction.
• Public Access -We would encourage the City to include language in the specifications to ensure the Contractor takes into account public access to the Espola and Lake Poway Trails. This could be language to phase these areas of work to minimize disruption of high usage periods such as summer months. • Cathodic Protection Specification Section 13110 -Galvanic Anode Type Cathodic (Corrosion) Protection for Pipelines -This Specification was not included in Appendix C -Draft 90% Design Specification Plans and therefore Technical Specification Section 15062 -Steel Pipe, Paragraph 3.15 PROVISIONS FOR CATHODIC PROTECTION which states, "Cathodic protection shall be provided for buried piping as specified in the Cathodic Protection System Specification." will be a special focus to analyze for completeness. 11 Arc Flash Studies -Amendment No. l O states that the Short Circuit Coordination and Arc Flash studies will be the responsibility of the Contractor during construction and requirements will be noted in the specifications. The CM Team will require strict requirements for the Power Coordination Studies and discuss with the City if there is an existing format the study should be put in, as the specifications currently state using the latest version of ETAP or SKM electrical power system analysis software. Ardurra has had issues with this approach, as the latest version may not match what the City desires to use for the study.
• Operator Training Requirements - A Division 1 specification should be added to ensure all of the trainings are uniform and provide redundancy. In addition, the specification should require training be captured on video and a library of recording be provided for reference by Operations Staff in the future and for training new staff. This will also be valuable for specialized repair contracts such as typical for maintenance of HVAC systems. • Labor Compliance Monitoring -The Contract Documents should require the Contractor to utilize the LCPtracker System for certified payroll compliance monitoring. This system effectively integrates with the Labor Compliance Team's quality assurance/ quality control processes, allowing verification of labor classifications, compliance with prevailing wage requirements, and alignment with inspection records. • Miscellaneous Items -We have also noted a few miscellaneous constructability items that were noticed as part of our document review.
-The Contractor must coordinate with SDG&E to ensure the existing pump station is completely deenergized prior lo demolition and ensuring these requirements and notifications are included to be shown in the CPM Schedule Deferred Submittals are listed on Sheet S-01 for structural submittals which must be prepared by the Contractor and approved by the Building Official.

Sheet A-01 lists that fire sprinklers and alarms are not required per the Building Code but a Risk Analysis should show that this could be a deferred submittal prepared by the Contractor and designed by a Fire Protection Engineer (FPE).

Utility Coordination such as for the construction of the potable waterline where SDG&E electrical pole support/ holding in place for area within 5 feet of the trench limits. SDG&E has specialized vertical separation requirements for gas lines 4" inches and smaller and larger than 4" inches in diameter.

ARDURRA
I
18 June 16, 2026, Item #5

STATEMENT OF SERVICES I
Adherence to these management disciplines is essential to the successful delivery of complex, multi-phase infrastructure projects.

On the following pages, we have included brief descriptions of the key items in each category.

Third Party Contract Management
Scope, Schedule, and Cost Integration
Risk Management
Stakeholder Communication
Change Management
Budget Development
~ PROJECT MANAGEMENT ~
The City of Poway will have a separate contract with South Coast Automation Systems for programming and other modifications to the City's SCADA system. Ardurra will coordinate closely with this third-party contractor to ensure integration with the overall project schedule and system commissioning requirements.

Ardurra will be continuously updating the scope, schedule and budget depending on the Contractor's schedule. This will be described in narrative form in our Monthly Construction Progress Report so City staff maintains a clear understanding of project status.

Risk management will encompass the items discussed in the constructability review comments and as identified in Ardurra's Risk Register. Through this process potential risks will be identified early, evaluated for likelihood and impact, and tracked through appropriate mitigation strategies.

Ardurra will implement a tailored stakeholder communication strategy as part of the project-specific Construction Management Plan. This plan will be developed to align with City requirements and ensure consistent communication.

This is described in more detail below in Time and Cost Management. As a standard practice, Ardurra keeps a log of all potential and agreed upon change orders as shown in the attached spreadsheet.

a COST MANAGEMENT a
Ardurra understands the importance of staying on top of our contract budget throughout the lifespan of a long project such as this one. We utilize a proven spreadsheet format which tracks our invoicing, along with our subconsultants, on a monthly basis and graphically shows the actual burn rate against the original projected burn rate. In addition, our actual personnel hours are tracked against the anticipated hours on a monthly basis. By utilizing these tools, Ardurra can identify unusual burn rates that may cause a budget shortfall toward the end of the project.

requires
P6

no

works
closely
with
our

Partners
to
provide
input
to
the
logic

etc.

This
specification

is complete
however,
our
team
will
suggest
a couple
additive
items
to
manage
the
construction
more
effectively
such
as
detailed
work
schedules
for
the
SDCWA
pipeline
bridge

commissioning
activities,
etc.

Ardurra's
CM

understands
most
activities
utilize
Finish-to-Start

. Less

to
include
the

Our
CM

will
manage
these
elements
as
described
in

The
Technical

is
detailed,
requiring
minimal
additional

. We
would,
however,
suggest
adding
a
requirement
for
a Work

so
the

is
easy
to
manage
and
it shows
the

One
differentiating
factor
that
Ardurra
performs
for
each

is to
attach
various
standard

includes
ALWAYS
adding
language
affirming
the

An
example
of
a response
would
be,
"This

If any

have
been
made,
but
not
called

of

."
We
also
include
statements
affirming
that
the

remains
responsible
for
dimensional

compatibility
between
materials
and

.

STATEMENT OF SERVICES I
m QUALITY MANAGEMENT m
■ Requiring serial numbers for specific equipment to ensure that equipment is in the "pipeline" and schedules do not slip. This was added to a large HVAC project for a Groundwater Treatment Plant for Long Beach Utilities.

To keep procurement on track CM Team required the Contractor to identify a dote ofter the approval of the submittal that a serial number could be obtained, which helped ensured the equipment was not delayed.

Ardurra will utilize Procore document control system to manage the project documentation, ensuring consistent tracking of submittols, RFls, inspections, change orders, and project correspondence. Our team of construction management professionals is well versed in utilizing this system for project management.

One major focus of our CM Team is the preparation of Monthly Construction Progress Reports. Components of our report include a Summary of Construction Metrics, cash flow projections, summary of construction activities for the month, anticipated construction activities for the next month, schedule analysis, and other metrics. A sample Monthly Construction Progress Report has been included as an attachment to our Construction Management Manual.

Our team con provide drone progress videos, however, due to America's Water Infrastructure Act (AWIA) confidentiality provisions this will need to be discussed with the City. (0NSTII.UCTION MANAGEMENT SUPPORT ANO INSPECTION

EXAMPLE CONTRACT SUMMARY TABLE FROM EASTERN MUNICIPAL WATER DISTRICT'S MORENO VALLEY REGIONAL WATER RECLAMATION FACILITY PLANT 2B EQUIPPING PROJECT JUNE 2025 MONTHLY REPORT. THIS PROJECT IS HIGHLIGHTED ON PAGE 30. ~ CONTRACT ADMINISTRATION ~
During the construction phase of the project, our Construction Manager will maintain our firm but fair policy in dealing with the Contractor. Our approach is to be diligent in observing the work and documenting good workmanship. We will stay ahead of the Contractor by alerting him to special project requirements such as the standards and testing requirements, public notifications, and coordination with outside agencies.

Our Construction Manager will be responsible for coordinating and leading weekly progress meetings with the City, Design Engineer, Contractor, and outside agencies representatives. Meeting items will include, at a minimum, a three-week look ahead review of the Contractor's schedule, current submittals and RFls, outstanding change order or field order issues, review of safety and storm water issues on the site, and discussion of public outreach efforts that may need to be made.

Ardurra's Construction Manager will review the Contractor's monthly pay requests. Ardurra will require detailed descriptions and locations for quantities requested and review these against our own field records to document that only items installed are being invoiced. Additional administrative items to be tracked with each progress payment include:
• Tracking Insurance requirements and other specific requirements ■ Ensuring all elements of the Contract are adhered to

~
Safety
is
a

Ardurra
does
not
adhere
to
the
idea
that
safety
is
the
"Contractor's

.

Safety

When

In
the
