CITY COUNCIL
Rejection of Received Bid for the 2026-2027 Street Maintenance Project, Bid No. 27- 003, and Direction to Staff to Revise and Re-Advertise the Project A Notice Inviting Bids was duly advertised on June 3, 2026, for the Fiscal Year (FY) 2026-2027 Street Maintenance project. Four bids were received and publicly opened on June 18, 2026. Following staff's evaluation of the bids and the project requirements, it was determined revising the contractor qualification requirements to strengthen quality control measures and help ensure a high-quality completed product would be in the City's best interest. Pursuant to Municipal Code Section
3.28.070(E), at its sole discretion, the City Council may reject all bids presented and re-advertise for bids in accordance with California Public Contract Code Section 20166.
Recommended Action:
It is recommended the City Council reject all bids received and authorize staff to revise and re advertise the project.
Discussion:
This project is a part of the City's annual street maintenance program which repairs, rehabilitates and reconstructs the arterial and residential streets throughout the City. The City is divided into eight maintenance zones. Annually, the City completes maintenance within a zone for an eight year rotational street maintenance program. This program maintains the condition of the City's public street system at a high level and extends the useful life of the publ ic streets.
The scope of the FY 2026-2027 project includes street maintenance treatments on public streets within Street Maintenance Zone 1, consisting of placement of Type II emulsion aggregate slurry on streets along with raising water, sewer and monument lids flush to grade. Street Maintenance Zone 1 includes Espola Road from west city limits to just north of Country Day Road.
On June 18, 2026, the City received four bids for the project. Following staffs evaluation of the bids 1 of 2

and the project requirements, staff determined it would be in the City's best interest to revise the bid documents to incorporate additional contractor qualification requirements intended to strengthen quality control measures and help ensure a high-quality completed product. Accordingly, staff recommends the City Council reject all bids received and authorize staff to revise and re-advertise the project in July with updated contractor qualification requirements.
Environmental Review:
This action is not a "project" as defined under Section 15378(b)(5) of the California Environmental Quality Act (CEQA) State Guidelines; therefore, no environmental review is required.
