CITY COUNCIL
Award of Agreement to CAPO Projects Group, LLC for Construction Management and Inspection Services for Emergency Interconnection No.1, RFP No. 26-005 A request for proposals (RFP) for Construction Management & Inspection (CM&I) Services for Emergency Interconnection No.1, RFP No. 26-005, was duly advertised on August 14 and August 21, 2025. Six (6) proposals were received on September 16, 2025. Staff reviewed the proposals submitted and recommend CAPO Projects Group, LLC (CAPO) as the consulting firm to provide the CM&I Services for the City of Poway (City). Staff determined CAPO best meets the evaluation criteria and addresses the needs of the City. The length of this agreement shall begin August 19, 2026, and go through the end of the project.
With the goal of increasing the reliability of drinking water for water customers now and for generations to come, the City of Poway (City) is undertaking its largest capital improvement program in the City's history referred to as the Water Infrastructure Improvement Program (Program). The Program was presented to the City Council as an informational item, to provide updates and to request approval of the various components on March 18, 2020; June 16, 2020; October 20, 2020; November 17, 2020; March 16, 2021; April 20, 2021; June 1, 2021; July 20, 2021; August 17, 2021; April 5, 2022; October 18, 2022; February 7, 2023; May 16, 2023; August 15, 2023; September 19, 2023; November 19, 2024; April 15, 2025; September 16, 2025, and February 3, 2026. A comprehensive summary of the project background and status including photos and time lapse construction video can be found on the project webpage: https://poway.org/water-projects.
In accordance with the City's April 13, 2020, mutual agreement with the California State Water Resources Control Board, Division of Drinking Water (DOW), the City will construct two emergency treated water interconnections with the City of San Diego's (San Diego) water system. Emergency Interconnection No.1 (Interconnection No.1) is located on Avenida La Valencia near the Bridle Trail and Pomerado Road, and Emergency Interconnection No.2 is located along Poway Road, extending from Springhurst Drive in the City of San Diego to Francine Terrace in the City of Poway. Together with the Treated Water Facilities Project, these improvements will provide a reliable source of treated water 1 of 29

unplanned outage affecting the LesterJ. Berglund Water Treatment Plant.
The Interconnection No.1 project includes the construction of a new emergency interconnection facility between the City and San Diego. The work generally consists of installing piping to connect the two water systems; constructing a buried flow meter vault within Avenida La Valencia; installing an above-ground packaged pump station on the north side of Avenida La Valencia; providing associated appurtenances, electrical service, instrumentation, pavement replacement, and site restoration; coordinating valve closures and system shutdowns with both agencies; and completing all incidental work necessary to deliver a fully operational facility in accordance with the approved plans and specifications.
Recommended Action:
It is recommended the City Council award the Agreement for Construction Management and Inspection Services for Emergency Interconnection No.1, RFP No. 26-005, to CAPO, and authorize the City Manager to execute the necessary documents.
Discussion:
City staff prepared a detailed RFP to select and retain a qualified consultant to provide CM&I Services for construction of Interconnection No.1. The RFP was advertised on August 14 and August 21, 2025.
The City received six (6) proposals on September 16, 2025. An evaluation committee consisting of staff from the Department of Public Works reviewed the proposals based on criteria set forth in the RFP, which included thoroughness of the RFP, firm and project team qualifications, project understanding and approach, and project experience. Although the proposed fees were reviewed to confirm proposers understood the scope of the project, the City is not required to select the lowest fee proposal for professional services contracts. The table below alphabetically lists the proposed not-to-exceed fee amounts from the responsive proposers:
Table 1: RFP 26-005, CM&I Services for Interconnection No. 1 Responsive Proposers
Proposer City Total Fee
CAPO Projects Group, LLC San Diego, CA $199,641
Innovative Compliance, Inc. Poway, CA $171,210
New City Consultants Bonsall, CA $258,320
PdMC Consulting, Inc. Oceanside, CA $159,620
TKE Engineering, Inc. San Diego, CA $532,896
Willdan Engineering San Diego, CA $271,828
As a result of the proposal evaluation, the evaluation committee determined CAPO provided the most comprehensive and best value proposal, had a clear understanding of project requirements, exhibited unique knowledge of the City, and precisely defined the approach and methodology to accomplish the City's goals. CAPO's proposal demonstrated extensive knowledge and experience of CM&I principals for water pumping systems and presented several relevant project experience examples. 2 of 29

D. STATEMENT OF SERVICES:
Our team has reviewed the Contract
Drawing included in Addenda No. 1 and
looks forward to partnering with the City on
this important project. Our initial review of
the Contract Drawing indicates potential
risks, which we will proactively address.
Upon award, CAPO will complete a full
constructability review and prepare a
detailed risk register.
Key anticipated risks include:
• Coordination with SDGE for
transformer and meter installation
• Construction within a small residential
site
• Management of hazardous AC pipe
materials
• Trenching near existing utilities
• Rock excavation
Our experience across San Diego County
has prepared us to address these
challenges directly. We will employ
proactive strategies aligned with Section IV
Technical Specifications to mitigate risks
and ensure project success.
Task 1: Preconstruction Services
CAPO will conduct a comprehensive review
of project documents to identify potential
conflicts, inconsistencies, and missing
information. We will cross-check quantities
and review permit conditions to confirm
readiness prior to construction. Our team
will establish Procore as the project's
document control platform, creating a filing
system tailored to City preferences. CAPO
has successfully led preconstruction
meetings on projects such as the Johnstown
and Chet Harritt Pump Stations;
14 of 29
similar customized agendas, thorough
minutes, and structured follow-up will be
provided here. Additionally, a
preconstruction video and photographic
baseline with geotagged information will
document existing site conditions and
protect all parties prior to mobilization.
Task 2: Construction Phase
2.1 Coordination
CAPO views communication as the
backbone of project success. Issa will lead
bi-weekly progress meetings, tailoring
agendas with input from the City to ensure
all priorities are addressed. Meetings will
document current progress, issues, and
upcoming milestones, while action items will
be logged and tracked until closure. To
further enhance transparency, CAPO will
maintain a shared action item register,
enabling the City to monitor resolution in
real time. This ensures no task is overlooked
and creates accountability across all
parties.
2.2 Schedule Management
Our team brings decades of schedule
oversight experience on large pump station
and pipeline projects. We will review the
contractor's CPM baseline for logic,
sequencing, and constructability, focusing
on identifying risks such as weather delays,
long-lead equipment, or utility conflicts.
Using Primavera P6 for baseline/monthly
schedules and PlanGo for weekly
lookahead schedules, we maintain both
high-level and day-to-day visibility.
August 18, 2026,. Item #3
CAPO PROJECTS GROUP
• Weekly lookaheads will be tied
directly to CPM activities, bridging the
gap between field operations and
long-term milestones.
• Monthly schedule reports will include
narrative analysis of critical path
shifts, potential delays, and mitigation
recommendations.
• If the contractor submits a delay
claim, our documentation in PlanGo
will provide the City with accurate,
time-stamped data to validate or
dispute the claim.
This dual-layer approach creates schedule
accountability and empowers the City with
defensible documentation.
2.3 Progress Payment Management
CAPO recommends requiring a cost
loaded CPM schedule tied to bid items to
provide the City with accurate earned
value projections required in the
specifications. Issa will collaborate with the
City Project Manager to establish payment
procedures and templates. Each month, we
will:
• Review the contractor's
application line-by-line
supporting data.
pay
with
• Verify claimed quantities against field
measurements, inspector daily reports,
and material delivery tickets.
• Cross-reference claimed progress with
schedule activity completion.
• Provide the City with a reconciled pay
estimate, including a clear summary of
approved, withheld, or disputed
amounts.
• This process protects the City's
financial interests while ensuring the
contractor is paid fairly for verified
work.
15 of 29
2.4 Rfls and Submittals
Timely processing of submittals and RFls is
critical to maintaining schedule. CAPO will
~stablish a Master Submittal Log and RFI Log
1n Procore at project outset. Logs will include
priority flags for critical items such as long
lead equipment. We will:
• Distribute submittals and Rfls
immediately to the appropriate
reviewers.
• Track review timelines and send
reminders for outstanding responses.
• Provide the City with weekly
RFl/submittal status reports to maintain
visibility.
This proactive system ensures bottlenecks are
minimized and technical reviews are
completed in time to support construction.
2.5 Change Order Management
Change orders are often the greatest source
of conflict in public works. CAPO's system
emphasizes fairness, transparency, and
thorough documentation. Our process
includes:
• Early identification of potential changes
through field observation and
coordination meetings.
• Preparation of independent cost and
schedule analyses before contractor
negotiations.
• Use of Procore to store all

CAPO PROJECTS GROUP
Task 3: Materials & Specialty Testing
CAPO has partnered with Ninyo & Moore to
provide the full range of soils, concrete,
steel, and specialty inspections required for
this project. Ninyo & Moore is a trusted
partner with deep local experience and a
long working relationship with CAPO,
ensuring seamless coordination and clear
communication. Together, our teams will
deliver comprehensive testing and
reporting to safeguard quality.
Our Resident Engineer, Issa, will oversee
testing coordination, ensuring all
inspections are scheduled proactively to
avoid delays. Ninyo & Moore technicians
will provide daily field services including
compaction testing of soils, verification of
subgrade preparation, and monitoring of
paving operations. For concrete, field
technicians will test slump, temperature, air
content, and unit weight, while casting
cylinders for compressive strength tests. For
steel pipe welding inspection, the inspector
will witness all welding and perform
required non-destructive testing. All field
and laboratory data will be captured in
Daily Field Reports (DFRs) and compiled
into final laboratory reports. Reports will be
distributed promptly through Procore to the
City, the design engineer, and the project
team.
By combining CAPO's management
oversight with Ninyo & Moore's technical
expertise, the City will benefit from timely,
accurate, and defensible testing results that
ensure the project meets all quality and
safety standards.

Task 4: Post-Construction Services
CAPO understands that the post-construction
phase is critical for ensuring the City receives
a complete, fully documented, and
operational facility. Our services extend
beyond physical completion to include
documentation, dispute resolution, and
knowledge transfer.
4.1 Punch List & Substantial Completion
Prior to substantial completion, Issa will track
all outstanding work items through field
observation and inspection reports. We will
prepare a detailed 'work-to-be-completed'
list to identify . any open issues and
coordinate a site walk with the Contractor,
City, Design Engineer, and Operations staff.
Following the walk, CAPO will compile a
comprehensive punch list that categorizes
deficiencies, open items, and corrective
actions. Each punch list item will be tracked
in Procore and verified by inspection staff
upon completion. Once all items are
resolved, CAPO will prepare a formal
certificate of substantial completion for City
approval and issue it to the Contractor.
