Conditional Use Permit 26-0003, Development Review 26-0004 and Environmental Assessment 26-0003, a Request to Construct a Pump Station for the Poway Water Infrastructure Improvement Program Treated Water Facilities and Redundant Pipeline Project Located at 14409 and 14415 Lake Poway Road and Approve the Initial Study/Mitigated Negative Declaration for the Project
A Conditional Use Permit (CUP) and Development Review (DR) for a pump station is required for Phase Ill of the City's Water Infrastructure Improvement Program (Program), the Treated Water Facilities (TWF) and Redundant Pipeline. The pump station site (the Site) is within the Bridlewood Planned Residential Development (PRD-1) (formerly Hirsch Ranch) with a land use designation of residential single family. The Poway Municipal Code specifies that utilities can be located on residentially zoned parcels with a CUP.
Recommended Actions:
It is recommended the City Council take public input, close the public hearing, adopt the Resolution approving the Initial Study/Mitigated Negative Declaration, Environmental Assessment (EA) 26-0003, and adopt the Resolution approving CUP 26-0003 and DR 26-0003.
Discussion:
The TWF Project is a cooperative effort with the Ramona Municipal Water District (Ramona) and the San Diego County Water Authority (SDCWA) to further improve system reliability and facilitate maintenance. The project provides the City with its first treated water connection to the SDCWA system, and will include a flow control facility on Espola Road, a new bidirectional treated water pipeline, a pump station and forebay, and a transmission pipeline providing redundancy to the existing single transmission pipeline on Lake Poway Road.
Design for the TWF is nearing completion with construction scheduled to begin in 2027. Major elements of the project include:
1 of36
September 15, 2026, Item #10
• New Flow Control Facility (FCF) on Espola Road.
• New 30-inch diameter bidirectional pipeline on Espola Road. • New forebay and pump station on Lake Poway Road designated as Pump Station No. 16. • 36-inch redundant pipeline on Lake Poway Road.
• Abandonment of existing 24 and 27-inch diameter pipelines.
The TWF project will provide the City with treated water during SDCWA's Crossover Pipeline rehabilitation project as well as serve as a permanent treated water connection for overall redundancy and to allow Berglund Water Treatment Plant to be taken offline for maintenance and repairs. The revised project also will allow the City to provide locally treated water to Ramona either on the SDCWA's behalf (when the Ramona pipeline is out of service) or by direct agreement between the City and Ramona. The three agencies have provisionally agreed on a cost share arrangement to fund the project.
Project Analysis:
The project site is located along Espola Road and Lake Poway Road, and within the two sites currently used for utilities operations, addressed as 14409 Lake Poway Road and 14415 Lake Poway Road. Land uses to the north of the Project are designated and zoned for open space (Blue Sky Reserve) and include preserved land. To the south are larger parcel single-family residential homes, to the east is the Lake Poway Recreation Area and an archery range, and to the west are single-family residences (See Attachment C for location and zoning maps).
The site of the new booster pump station is at 14409 Lake Poway Road, currently used as a parking lot. The parking lot will be partially demolished and a 1,950 SF (54' X 36') pump station building will be constructed. The building will house the booster pump station equipment. A backup generator a_djacent to this building will be housed in a sound attenuated enclosure. The pump station will be surrounded by 8' tall concrete masonry unit (CMU) walls on the north, east and west sides, of a natural color split face block with 24" square split face CMU pilasters spaced 25' apart.
Architecture:
The architectural design of the pump station is intended to blend in with the surrounding community.
The design complies with Poway's community design themes. The structure is constructed of CMU with metal roofing, providing wildfire resilience as the site is located within the Very High Fire Hazard Severity Zone. The single-story building will have a rectangular form with a pitched metal roof. The roofing will be low glare/low reflection metal. Exterior walls will use natural stone colors by using CMU with integral colors. No exterior glazing is proposed. See Attachment D for site and pump station details.
Access:
Sufficient access will be provided to the pump station for major and routine maintenance. The existing driveway on the north side of the site will be retained, and the existing vehicular gate will be replaced with a rolling metal gate. A secondary driveway will be constructed at the west end with a manual gate.

September 15, 2026, Item #10
Operations:
Once constructed and commissioned, the booster pump station will operate as needed to keep the Clearwells sufficiently full to meet demand in the distribution system. Operational daytime (7:00 am to 7:00 pm) noise will be limited to 52.5 dBA LEQ, evening (7:00 pm -10:00 pm) noise will be limited to 45 dBA LEQ, and nighttime (10:00 pm-7:00 am) noise levels will be limited to 42.5 dBA LEQ at the shared property lines in accordance with Poway Municipal Code (PMC) Section 8.08.040. These levels are below the allowed 55 dBA during daytime and equal to the allowed 45 dBA during nighttime.
Noise control features shall be implemented with the operational components of the pump station such that the hourly noise levels do not exceed 45.5 dBA at residential property lines surrounding the Project site. The noise-attenuating features may include (but not be limited to), interior acoustical panels, generator silencers, acoustic louvers, higher sound Transmission Class-rated doors or enclosures, or exterior noise barriers. The features for the noise attenuation will be included in final construction plans prior to the City's issuance of construction permits for the pump station.
Construction Noise and Traffic:
Precautions will be taken to minimize any noise from the pump station to nearby sensitive receptors (such as residences). Best management practices to reduce noise impacts during construction include, but are not limited to, exhaust/intake mufflers for all equipment, hydraulically or electrically powered impact tools (e.g. jackhammers, pavement breakers), to avoid noise associated with compressed air exhaust from pneumatically powered tools, and exhaust jackets on tools where feasible. Stationary noise sources will be located as far from adjacent receptors as possible.
Temporary construction noise is to be expected. The schedule for construction will be standard construction hours, 7:00 AM -7:00 PM, Monday-Friday. While construction on weekends is possible, it will be limited and subject to approval by the City Engineer on a case-by-case basis, and subject to compliance with noise standards. Construction for longer than 8 hours daily will also require approval by the City Engineer, on a case-by-case basis.
Since construction and operational activities have the potential to generate noise adjacent to residences and other sensitive receptors in excess of the limits provided in the PMC, noise mitigation measures NOl-1 through NOl-5 will be implemented and will reduce noise levels due to construction and operation to less than significant levels.
The Project proposes work within and adjacent to roadway right-of-ways, which has the potential to impact circulation. Adherence to the required traffic control plan, including limitations of peak hour lane closures, will reduce the potential for adverse impacts related to circulation and ensure consistency with local traffic and safety policies. After construction is completed, roadway surfaces will be returned to their pre-Project conditions and circulation elements will resume functioning as outlined in the General Plan Circulation Element.
Environmental Review:
In conformance with the California Environmental Quality Act (CEQA), an Initial Study (IS) and Mitigated Negative Declaration (MND) were prepared, with a public review period from May 11-June 10, 2026.
Two comments were received and have been incorporated into the final draft MND along with responses.

September 15, 2026, Item #10
The City sent letters on August 21, 2023, formally inviting Native American tribes to consult under AB-
52. The Barona Group of the Capitan Grande responded on September 15, 2023, indicating concurrence with the management recommendations provided in the Cultural Resources Technical Report. The Rincon Band of Luisef\o Indians responded on September 18, 2023 deferring consultation to the Kumeyaay Nation, given the Project site is located outside of Rincon's traditional use area. No other tribes responded to the City's consultation invitation. AB-52 consultation has therefore concluded. A Native American monitoring program was recommended by the Project's Cultural Resources Technical Report and the proposed Native American monitoring program is detailed in mitigation measure CUL-1. Implementation of mitigation measure CUL-1 would reduce potential impacts to tribal cultural resources to a less than significant level.
Pursuant to CEQA (Public Resources Code, Section 21000 et seq.) and based on information presented in the Final Draft IS/MND, Staff recommends the City Council approve the MND, determining that the Project will not have any significant effects on the environment after implementation of the recommended mitigation measures. Mitigation measures are identified in the MND to reduce potential impacts on biological resources, cultural resources, paleontological resources, hazardous materials, noise, and tribal cultural resources below a level of significance. The Project site is not listed as a hazardous materials site on the list compiled pursuant to Government Code Section 65962.5.
Fiscal Impact:
The three phases of the PWIIP have been provided with sufficient funds for the relevant Capital Improvement Project account by the City's proactive planning for this Project within the development process for the FY 2026-2027 budget, with funds appropriated from the Water Enterprise Fund (5100).
A planned 2027 Water Revenue Bond issuance is proposed for City Council authorization in early 2027 to finish construction for all phases. The bond issuance was forecasted in the 5-Year Water Rate structure approved by the City Council in January 2026 and will not result in additional water rate increases to customers.
Public Notification:
The Program has been presented on a number of occasions to the City Council as an informational item, to provide updates and to request various component approval on these dates: March 18, 2020; June 16, 2020; October 20, 2020; November 17, 2020; March 16, 2021; April 20, 2021 ;June 1, 2021; July 20, 2021; August 17, 2021; April 5, 2022; October 18, 2022; February 7, 2023; May 16, 2023; August 15, 2023; September 19, 2023; November 19, 2024; April 15, 2025; September 16, 2025; and February 3, 2026. A comprehensive summary of the project background and status including photos and time lapse construction video can be found on the project webpage: https://poway.org/water-projects.
A 500' boundary for the entire project area (including properties fronting both Espola Road and Lake Poway Road) for both property owners and occupants was utilized for the IS/MND 30-day public review and notification for the public hearing. The public hearing notice was published in the Poway News Chieftain on September 3, 2026.

PARCEL NUMBERS: 278-437-74 AND 278-431-36
WHEREAS, a request for a Conditional Use Permit (CUP) 26-0003, Environmental Assessment (EA) 26-0003 and Development Review (DR) 26-0004 to construct a Pump Station for the Poway Water Infrastructure Improvement Program (PWIIP), Treated Water Facilities and Redundant Pipeline Project (TWF), located at 14409 and 14415 Lake Poway Road, was submitted June 29, 2026, by the City of Poway Public Works Department; and WHEREAS, on September 15, 2026, the City Council held a duly advertised public hearing to receive testimony from the public, both for and against, relative to this matter. -NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows:
SECTION 1: In accordance with the requirements of the California Environmental Quality Act (CEQA) an Environmental Initial Study and a proposed Mitigated Negative Declaration (IS/MND) have been prepared for the project and is located on the City of Poway webpage at this link: https://poway.org/329/Environmental-Review-Documents-Current-P. The City Council has considered the IS/MND and its associated Mitigation Monitoring Program, and public comments received on the IS/MND. The subject IS/MND documentation are fully incorporated herein by this reference. The City Council finds, on the basis of the whole record before it, that there is no substantial evidence supporting a fair argument that the project will have a significant impact on the environment, that the mitigation measures contained in the IS/MND and the Mitigation Monitoring and Reporting Program (MMRP) will mitigate potentially significant impacts to a less than significant level, and the IS/MND reflects the independent judgment and analysis of the City.
The City Council hereby approves and adopts the IS/MND and the associated MMRP (Exhibit 1 ), with no further environmental review to be required for this project.
SECTION 2: A Biological Report dated May 2026, was prepared for the project by Helix Environmental. The report indicates that no special status plants were observed in the project area during the 2023 and 2025 biological surveys. One special-status animal species detected in the study area during the 2025 biological survey. Since the Project occurs primarily within existing roadways and other developed and disturbed areas, only small portions of the project footprint extend into adjacent native habitat where special-status plant and animal species have the potential to occur. The Project will result in direct impacts to 3.2 acres of habitat/land cover types, comprised of 0.7 acres of permanent impacts and 2.5 acres of temporary impacts as stated in Table 3 of the IS/MND. Of the 3.2 acres of direct impacts, 3.1 acres (97%) will occur to non sensitive vegetation communities comprised of non-native vegetation, eucalyptus woodland, disturbed habitat and developed lands. Impacts to non-sensitive vegetation communities are not considered significant and, therefore, do not require mitigation. Temporary impacts to Diegan Coastal Sage Scrub (DCSS) and disturbed habitat, will occur along Espola Road north of County Day Road, as well as in the area south of Lake Poway Road, as shown on Figures 9a-9d in the IS/MND. Temporary impacts to this sensitive vegetation community are not considered significant.
Permanent impacts to less than 0.1 acre (440 square feet) of DCSS would be considered 6 of 36 ATTACHMENT A

Resolution No. 26-
significant and requires mitigation. Mitigation Measures 810-1 -810-6 apply to the construction activities undertaken by the City and its construction contractors. In addition, the Water Authority, which shares jurisdiction for portions of the Project, will implement standard minimization measures in accordance with the Water Authority Natural Communities Conservation Plan I Habitat Conservation Plan (NCCPIHCP) as applicable.
SECTION 3: According to the Prehistoric and Historic Resources Element of the Poway General Plan, the project site is located in an area with a moderate probability for the presence of archeological resources (Poway 2002). A Cultural Resources Technical Report (Report) was conducted for the project by Helix Environmental, dated May 2026. No cultural resources were identified within the project area from either the records search or from the pedestrian survey of the entire Area of Potential Effect (APE). The pedestrian surveys revealed the Project area is highly disturbed with minimal to no intact original topsoil. The City sent letters on August 21, 2023 formally inviting tribes to consult under AB-52. The Barona Group of the Capitan Grande responded on September 15, 2023 indicating concurrence with the management recommendation provided in the Report. The Rincon Band of Luiserio Indians deferred consultation to the Kumeyaay Nation given the project site is located outside of Rincon's traditional use area. No other tribes responded to the City's formal consultation invitation. Since there is potential for unknown tribal cultural resources to occur within the Project alignment.
Disturbance of these resources would result in potentially significant impacts. A Native American monitoring program was recommended by the Project's Cultural Resources Technical Report and the proposed Native American monitoring program is detailed in mitigation measure CUL-1.
Consultation in accordance with AB 52 and implementation of mitigation measure CUL-1 would reduce potential impacts to tribal cultural resources to a less than significant level. Mitigation measure CUL-1 is contained in Exhibit 1.
SECTION 4: All CEQA topical areas were analyzed in the ISIMND, and all impacts, outlined in each section, have mitigation measures shown in the MMRP in Exhibit 1.
SECTION 5: Notice of the availability of the ISIMND for public review and comment was provided pursuant to the requirements of CEQA from May 11, 2026 -June 10, 2026. Two comment letters were received from neighbors raising concerns regarding construction and permanent noise impacts. The comments and the responses to the comment letters are included in the Final ISIMND as Appendix I.

Resolution No. 26-
Mitigation Monitoring and Reporting Program for the
City of Poway Treated Water Facilities & Redundant Pipeline Project The California Environmental Quality Act (CEQA) requires the adoption of feasible mitigation measures to reduce the severity and magnitude of potentially significant environmental impacts associated with project development. To ensure that the mitigation measures identified in a Mitigated Negative Declaration (MND) are implemented, the public agency adopts a program for monitoring and reporting the measures it has imposed to mitigate or avoid significant effects (CEQA Guidelines Section 15097[a]).
The CEQA Guidelines require that a mitigation monitoring and reporting program (MMRP) be adopted at the same time that the MND is adopted (CEQA Guidelines Section 15074[d]).
According to Section 15097(c) of the CEQA Guidelines, reporting generally consists of a written compliance review that is presented to the decision-making body or authorized staff person. A report may be required at various stages during project implementation or upon completion of the mitigation measure. Monitoring is generally an ongoing or periodic process of project oversight.
The City of Poway (City) is responsible for the implementation and monitoring of the identified measures during design and construction of the City components of the City of Poway Treated Water Facilities & Redundant Pipeline Project (Project). As outlined below, certain measures would additionally be the responsibility of the San Diego County Water Authority (Water Authority) during design and construction of the Water Authority component of the Project, the POW-6 Flow Control Facility (FCF).
Construction best management practices (BMPs) were incorporated into the Project to avoid potential environmental effects. These construction BMPs are provided in Table 1, Construction Best Management Practices, which identifies the following: (1) best management practice; (2) implementation timing; (3) implementation action; (4) responsible agency/party; and (5) verification date.
The MMRP is provided in Table 2, Mitigation Monitoring and Reporting Program, and identifies the party responsible for implementing the action, the timing for the implementation of each measure, a summary of the required actions, and the agencies or parties responsibility for implementing the mitigation efforts. The organization of the MMRP follows the subsection formatting style presented within the MND and Initial Study Environmental Checklist. Only those subsections of the environmental issues presented in the Initial Study Environmental Checklist that have mitigation measures are provided below in the MMRP (Table 2). All other subsections do not contain mitigation measures. For each mitigation measure, Table 2 identifies the following: (1) mitigation measure; (2) implementation timing; (3) implementation action; (4) responsible agency/party; and (5) verification date. The City or Water Authority may impose requirements for implementation of the measures on other parties responsible for constructing Project components, such as construction contractors, that require approval and/or oversight from the City or Water Authority. The City may also modify how it will implement a mitigation measure, as long as the alternative means of implementing the mitigation still achieves the same or greater attenuation of the impact.

Mitigation Measures
Noise attenuation measures {e.g., noise walls, sound blankets, etc.) shall be implemented, as determined neces sary by a Qualified Noise Specialist and/or Biologist, to ensure that noise levels do not exceed the restricted threshold.
B1O-3: Nesting Bird Avoidance. Grubbing or clearing of vegetation during the general bird nesting season (January 15 through July 31 for raptors; February 15 through August 15 for upland species, and March 15 through September 15 for riparian species), will be avoided to the extent feasible . If grubbing, clearing, or grading is to occur during the bird nesting season, a pre- construction survey shall be conducted by a Qualified Biologist no more than five days prior to the commencement of the activities in areas supporting suitable habitat, to determine the presence or absence of nesting birds or raptors within the proposed area of disturbance. If it is determined at the completion of the pre-construction survey(s) that active nests are absent from the proposed area of disturbance, activities shall be allowed to proceed . If an active bird or raptor nest is confirmed to be present during the pre-construction survey, a nest avoidance buffer shall be established by the Qualified Biologist. Nest avoidance buffers shall be implemented as determined by conditions in the City of Poway Subarea Habitat Conservation Plan/Natural Communities Conservation Plan, as applicable, or by the Qualified Biologist/Environmental Surveyor if no defined buffer is specified . Construction activities shall avoid any active nests until a Qualified Biologist has verified that the young have fledged, or the nest has otherw ise become inactive.
810-4: Habitat-Based Mitigation . Direct permanent impacts to 0.01 acre (440 SF) of Diegan coastal sage scrub (including disturbed) habitat outside of the Poway Mitigation Area shall be mitigated at a minimum 2:1 ratio In accordance with ratios provided in Section 7.4.3 of the Poway Subarea Habitat Conservation Plan/Natural Communities Conservation Plan for anticipated mitigation obligation of 0.02 acre . Cultural Resources
CUL-1: Archaeological and Native American Construction Monitoring Program. An archaeological resources monitoring program shall be implemented during Project construction and include the following:
1. Prior to issuance of a Right-of-Way Permit, encroachment permit, or grading permit, a qualified archaeologist (Project archaeologist} shall be retained by the City to Implement the monitoring program .
2. The Project archaeologist shall attend a pre-construction meeting with the contractors to explain and coordinate the requirements of the monitoring program.
3. The Project archaeologist shall direct the archaeologlcal field monitor during all initial ground-disturbing activities, including brushing/grubbing, grading, excavation, trenching, etc .
4. Native American monitoring shall be required during initial ground-disturbing activities, unless the Project archaeologist and Native American monitor determine that the potential for cultural resources has been exhausted. The Native American monitor(s) will be directed by the Project archaeologist.
5. During initial ground-disturbing activities that disturb native soils, the archaeological monitor and Native American repre sentatlve(s) shall be on site, as determined by the Project archaeologist , to perform inspections of the excavations . Full-or part-time inspections may be needed depending upon the rate of excavation, the materials excavated , and the presence and abundance of artifacts and features. Because the majority of the Project is in previously disturbed soil, the Project archaeologist, in conjunction with the Native American monitor(s), may determine that monitoring is no longer warranted due to the presence of modern fill or formational soils with no potential for cultural resources . The City shall be inform!!d about such a determination and shall make the final determination on the necessity for additional monitoring.
6. Isolates and clearly non-significant deposits shall be minimally documented in the field and reburied on-site in an agreed upon location by the traditionally and culturally affiliated (TCA) Tribe, the Project archaeologist , and the archaeological and Native American monitors. After documentation and collection, the monitored ground-disturbing activities can proceed.
7. In the event that previously unidentified cultural resources are discovered , the archaeological and Native American monitors shall have the authority to divert or temporarily halt ground-disturbance activities in the area of discovery to allow for the evaluation of potentially significant cultural resources . The archaeological field monitor or Project archaeologist shall contact the City at the time of discovery. The Project archaeologist, in consultation with the City, shall determine the significance of the discovered resources. The City must concur with the evaluation and all treatment and mitigation activities must be completed before construction activities are allowed to resume in the affected area . If avoidance and preservation of significant cultural resources ls Infeasible, a Research Design and Data Recovery Program to mitigate impacts shall be prepared by the Project archaeologist and approved by the City before being carried out using professional archaeologlcal methods.
8. If any human remains are discovered , all ground-disturbing activities at that location shall stop and the County of San Diego Coroner's office and City shall be contacted . In the event that the remains are determined to be of Native American origin, the Most likely Mitigation Monitoring and Reporting Program

The City Council has approved and adopted the MND in Resolution 26-_, approved concurrently with this Resolution.
SECTION 2: The findings, in accordance with Section 17.48.070 of the PMC, to approve CUP 26-0003, are as follows:
A. The location, size, design, and operating characteristics of the proposed use are in accord with the title and purpose of Chapter 17.48 PMC (Conditional Use Permit Regulations), the General Plan, and the development policies and standards of the City, in that public utilities, including water utilities, are allowed within the PRD-1 Bridlewood Planned Residential Development land use designation, which aligns with the single family residential zoning designation. The approval of the CUP, EA and DR, will comply with all of the relevant codes and standards of the City.
B. The location, size, design, and operating characteristics of the proposed use will be compatible with and will not adversely affect or be materially detrimental to adjacent uses, people, buildings, structures, or natural resources.
C. The proposed use is in harmony with the scale, bulk, coverage, and density allowed by the zone land use designation and is consistent with adjacent uses in that this previously developed parcel will be redeveloped for the specified uses of the booster pump station.
D. There are adequate public facilities, services, and utilities available at the subject site to serve the proposed use.
E. There will not be a harmful effect upon desirable characteristics in that the project has been designed to be consistent with the guidelines contained in the General Plan, the PMC, and the Bridlewood Planned Residential Community to assist in creating a quality public environment.
F. The new booster pump station will not be detrimental to the public health, safety, or welfare of persons residing or working in or adjacent to the neighborhood and will not be detrimental to properties or improvements in the vicinity or to the general welfare of the City as noise attenuation measures will be incorporated to comply with the PMC.
G. The site is suitable for the type and intensity of use and development in that the proposed use is adjacent to other, existing public water facilities for the City and will not operate independently. The granting of the CUP would not be materially detrimental to public health, safety, or welfare within the community since the proposed project will complete improvements necessary for water service throughout Poway and serve the San Diego County Regional Water Authority and the Ramona Water District. The proposed pump station parcels are a suitable location and redevelops an existing, underutilized parking lot.
H. The establishment of the PWIIP TWF and Redundant Pipeline will not adversely impact the capacity and physical character of the surrounding streets or the Transportation Element of the General Plan in that the project has been designed to handle parking and traffic and will not adversely impact traffic flow on Lake Poway Drive or Espola Road. 18 of 36
