Authorization to Purchase One (1) 2026 Ford F550 Medium-Duty Tree Truck and Bucket Lift Utilizing Sourcewell Cooperative Purchasing Program Contract #110421 - AL T
The adopted Fiscal Year (FY) 2026-27 operating budget includes funding to purchase one (1) medium duty tree truck with bucket lift. The City of Poway (City) participates in and is a member of several cooperative purchasing organizations, including Sourcewell, formerly known as National Joint Powers Alliance (NJPA), which establish and provide nationwide competitively solicited purchasing contracts to be utilized by member agencies.
Sourcewell presented optimal pricing for one (1) medium-duty truck and bucket lift from Altec Industries, Inc. (Contract #110421 -ALT). The equipment meets the City's service requirements and specifications. The fabrication time for the truck with bucket lift is approximately twelve months.
The total purchase price for the vehicle and equipment is $195,764.50.
Recommended Action:
It is recommended the City Council authorize the purchase of one (1) medium-duty tree truck with bucket lift for a total estimated cost of $195,764.50 from Altec Industries, Inc., utilizing Sourcewell Cooperative Purchasing Contract #110421-ALT and authorize the City Manager to execute the necessary documents.
Discussion:
The City operates and maintains over 125 street-legal vehicles and other heavy equipment for the purpose of inspecting, maintaining, and operating City facilities and infrastructure. Annually, several of these vehicles and pieces of equipment must be replaced as they exceed their useful life or have excessive mileage. The adopted FY 2026-27 budget contains funding to replace one (1) medium-duty tree truck with bucket lift.

September 15, 2026, Item #6
The City has one (1) 22-year-old tree truck that has exceeded its useful life and is scheduled for replacement. The tree truck is utilized by the Streets Division for hauling debris, transporting tools and equipment to work sites, mounting holiday decorations, and as-needed tree work. It is recommended the cab and chassis be replaced through the Sourcewell Cooperative Purchasing Program utilizing Altec Industries, Inc. The quote for the new truck with the bucket lift is within the budgeted amount.
All agreements offered through the Sourcewell Cooperative Purchasing Program have been awarded via a thorough competitive Request for Proposals (RFP) solicitation program by a public agency/government entity. The program provides a streamlined and effective procurement option by establishing agreements with manufacturers and suppliers currently on an existing multiple award schedule with a competitive procurement procedure. Section 3.28.110 of the Poway Municipal Code permits the use of cooperative purchasing programs for procurement of supplies, services, and equipment when the administering agency has made the purchase in a competitive manner.
The total quoted price for the medium-duty tree truck with bucket lift is $195,764.50. A copy of the quote is on file with the Public Works Department.
Environmental Review:
This action is not subject to review under the California Environmental Act (CEQA).
Fiscal Impact:
The City proactively plans for the replacement of its vehicles and equipment by annually setting aside a portion of the anticipated replacement costs, along with inflationary adjustments to account for increases in equipment costs. The purchase will be split-funded between the Capital Replacement Fund (115010-61040) and the Streets Division's operating budget (411040-61040) for one (1) medium duty tree truck with bucket lift from Altec Industries, Inc.
The total cost of the vehicle and equipment to be purchased as a result of this action is $195,764.50.
Up to $166,640.00 is available from the FY 2026-27 Capital Replacement Fund account (115010-61040), and up to $33,360.00 is available from the Streets Division's operating budget account (411040-61040).
The combined available funding of $200,000.00 exceeds the purchase cost by $4,235.50. Only the actual purchase cost of $195,764.50 will be expended, with $33,360.00 from 411040-61040 and $162,404.50 from 115010-61040. Funds are budgeted and available for the purchase.
