An Ordinance Adopting the 2026 Engineering and Traffic Survey

CITY COUNCIL
Speed limits are set by adopting an Engineering and Traffic Survey (Survey) in accordance with the California Vehicle Code (CVC) and the California Manual on Uniform Traffic Control Devices (CA MUTCD). An approved survey is valid for five years and can be extended to seven years or fourteen years if specific conditions are met. The current Survey was completed in 2019 and adopted in 2020.

An updated Engineering and Traffic Survey has been prepared considering recent speed data and updates to State law and is recommended for adoption.

Recommended Action:

It is recommended the City Council take public input, close the public hearing and introduce the Ordinance for first
reading by title only, waive further reading, and schedule the adoption of the Ordinance for the
October 6, 2026 Regular City Council meeting.

Discussion:

On
April 21, 2020, the City Council approved Ordinance 841 adopting the 2019 Engineering and Traffic Survey and setting current speed limits. The City's current (2019) Survey was prepared pursuant to the guidelines of the CA MUTCD and measures actual vehicle speeds, considers collision data and roadway conditions. The CA MUTCD calls for speed limits to be established based on the 85th percentile speed, which is the speed considered safe and reasonable. The CA MUTCD requires speed limits be rounded to the nearest 5 miles per hour (mph) increment and, in some cases, allows a reduction by 5 mph if the speed limit was initially rounded up.

A revision to the California MUTCD was adopted in 2026 that modified allowable reductions in speed limits. Additionally, the California Governor's office approved Assembly Bill (AB) 43 in 2021 and AB 1938 in 2022, providing local jurisdictions with the ability to lower speed limits on locally controlled roads and includes additional provisions affecting Survey procedures. Effective January 1, 2023, in concurrence with a Survey, municipalities can retain currently adopted speed limits or restore prior adopted speed limit.
