COUNCIL COMMITTEE REPORTS and ANNOUNCEMENTS: Pursuant to AB1234 -(G.C. 53232(d))
Councilmember De Hoff discussed concerns regarding an eight-unit accessory dwelling unit development on Carriage Road, noting the project was permitted under State law through a ministerial process that limits public notice and consideration of parking impacts. He highlighted the City's Poway Road Specific Plan as an example of a locally developed framework that preserves local control and allows the City to work with developers and property owners. He expressed concern regarding the continuing impact of state housing laws on local land use authority.

Councilmember Pikus reported participating in the 4th Annual Frosted Faces Golf Classic, hosted by the Frosted Faces Foundation, which supports senior dogs and cats. He encouraged residents to use September 11 to review their emergency preparedness plans and supplies. He noted the upcoming 61st Annual Poway Rotary Parade scheduled for Saturday, September 12. He recognized Labor Day and encouraged residents to reflect on the contributions of workers to the community and society.

Deputy Mayor Maeda reported that the San Dieguito River Park Joint Powers Authority Board unanimously approved the installation of an osprey nesting site, noting that the project would be of interest to bird watchers.

Mayor Vaus discussed receiving a letter from an engineering firm regarding the ability under Senate Bill 9 (SB 9) to subdivide a single-family residential property into two separately sellable lots and develop up to four homes. He expressed concerns that the creation of these development opportunities by the state has reduced local control over land use decisions in established neighborhoods.
