CITY COUNCIL
Acceptance of the Lester J. Berglund Water Treatment Plant Filter Upgrades Phase A Project with Gateway Pacific Contractors, Inc., as Complete On October 21, 2025, the City Council awarded the Lester J. Berglund Water Treatment Plant (WTP) Filter Upgrades Phase A Project contract to Gateway Pacific Contractors, Inc., Bid No. 26-002, in the amount of $683,600. This action will accept the project as complete.

Recommended Action:

It is recommended the City Council:
1) Accept the Lester J. Berglund Water Treatment Plant Filter Upgrades Phase A Project as complete;
2) Authorize the City Clerk to file and record the Notice of Completion; 3) Authorize the release of the retention in the amount of $39,988.57 if unencumbered, 45 days after the City Council acceptance;
4) Release the Travelers Casualty and Surety Company of America Bond for Material and Labor in the amount of $683,600.00 after the release of retention; and 5) Retain the Travelers Casualty and Surety Company of America Bond for Faithful Performance for a period of one year.

Discussion:

The WTP Filter Upgrades Phase A Project (Project) included both structural and mechanical upgrades focused on filter deck structures, filters five through eight, and the filter backwash vault. This overall project scope included the cleaning of interior surfaces of the filter vaults and inlet channel, the complete media replacement for existing filters five through eight, resurfacing and condition assessment of the existing stainless steel surface wash water (SWW) headers, and the installation of necessary pipe supports. In addition, the Project included the replacement of the ductile iron (DI) 90- degree elbow on the SWW header, application of protective coating to the DI SWW piping and fittings, 1 of 2

removal and disposal of the existing polyvinyl chloride spray system, repair of concrete cracks within the interior filter structures and top slab edge of the filters, rehabilitation of the wash water supply valve, and various other related tasks.

This action accepts the Project as complete. Gateway Pacific Contractors, Inc., has completed all work in accordance with the contract plans and specifications. There was one change order for this Project, in the amount of $116,171.36. The change order addressed the condition of the existing wash water system. Five existing butterfly valves were not sealing properly, allowing water and/or air to pass through the valves during the backwash process. The condition required replacement of the affected valves and associated components to restore proper system operation and reliability. The additional scope of work included replacement of four (4) 10-inch butterfly valves and one (1) 24-inch butterfly valve, installation and reattachment of the associated Beck actuators, replacement of the existing Limitorque actuator with a new Beck actuator, and installation of the required dismantling coupling gaskets. The final contract amount is $799,771.36. Staff recommends accepting the work as complete in accordance with the standards and specifications of the contract.

Environmental Review:

The action of acceptance of public improvements is not subject to review under the California Environmental Quality Act (CEQA). Prior to construction, the Project was the subject of an environmental determination resulting in categorical exemption and a Notice of Exemption (NOE).

Fiscal Impact:

Sufficient funds are available in the Lester J. Berglund Water Treatment Plant Filter Upgrades Phase A Project (WT037) for the release of retention. Funds remaining in the project account at year end will remain to be combined with the next phase of this project. Funding for this project came from the Water Enterprise Fund 5100.
