CITY COUNCIL
Stephen Jackson, Assistant Director of P~~ Works for Maintenance Operations (858) 668-470Yor [email protected] f --
Award of Agreement to Solana Center for Environmental Innovation for California Senate Bill 1383 Edible Food Recovery Programs Services Staff is requesting approval to enter into an Agreement with Solana Center for Environmental Innovation (Solana Center) for California Senate Bill (SB) 1383 Edible Food Recovery Program Services. The Agreement was procured through the City of Poway's (City) Sole Source process. Solana Center is the only locally known source capable of providing the required SB 1383 Edible Food Recovery Program Services to meet the City's specific needs. The proposed Agreement will be for a two-year term, beginning November 1, 2026, and ending October 31, 2028. The Agreement may be extended through a total of three (3) separate one-year terms.

Recommended Action:

It is recommended the City Council award the Agreement for SB 1383 Edible Food Recovery Programs Services to Solana Center for Environmental Innovation and authorize the City Manager to execute the necessary documents.

Discussion:

The City is required to comply with SB 1383, which establishes statewide requirements to reduce the disposal of organic waste in landfills and increase the recovery of edible food that would otherwise be discarded. As part of these requirements, the City must implement and maintain an Edible Food Recovery Program to recover surplus edible food from regulated food generators and redistribute it through food recovery organizations to individuals in need.

To meet these requirements, the City requires specialized technical expertise and program support, including outreach and education, coordination with food recovery organizations, compliance assistance, site assessments, data collection, and reporting. Solana Center has extensive experience providing SB 1383 services to local jurisdictions and possesses specialized knowledge, established relationships, and program experience necessary to effectively administer the City's Edible Food 1 of 22
