Pursuant to California Assembly Bill 361 amending the Ralph M. Brown Act (Govt. Code 54950-54963), the City has declared a state of emergency relating to COVID-19 and imposed measures to promote social distancing.

1. REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Terry called the Regular meeting to order at 05:32 p.m.
Council Members Present: Linda Budge, Garrett Gatewood, Siri Pulipati, David Sander, and Mayor Donald Terry
Council Members Absent: None
Staff Members Present: Cyrus Abhar, Adam Lindgren, Stacy Leitner and Persephonie Riley

9. CONSENT CALENDAR ITEMS - ROLL CALL VOTE
Mayor Terry opened the public comment period. Seeing no speakers. Mayor Terry closed the public comment period.
ACTION: Motion to approve item 9.1 through 9.4 by Sander second by Budge; Motion passed with a 5:0 vote.
9.1. - Subject: Meeting Minutes from the Regular City Council Meeting of January 3, 2022.
Recommendation: Adopt the Minutes.
9.2. Subject: A Resolution Declaring the Results of the Mail Ballot Election for the Imposition of the Annual Stormwater Fee on a Portion of The Ranch Project.
Recommendation: Adopt the Resolution declaring the results of the mail ballot election relating to the imposition of the annual Stormwater Utility Fee on a portion of The Ranch project.
9.3. Subject: A Resolution Authorizing the City Manager to Execute Construction Contract No. 2022-01 in an Amount not to Exceed $839,995.00 with FBD Vanguard Construction, Inc. to Construct Safety Improvements at Six Elementary Schools in the Cordova School Zones Project that will Improve Safety and Promote the Positive Image of Rancho Cordova.
Recommendation: Adopt the Resolution.
9.4. Subject: A Resolution of the City Council of the City of Rancho Cordova and on Behalf of Commissions and Committees Created by the City Council Pursuant to Government 2022 to February 16, 2022.
Recommendation: Adopt the Resolution.

Establishing a Temporary Moratorium on the Establishment and Operation of Electronic Cigarette Retailers and Electronic Cigarette Lounges and Vapor Bars.
Recommendation: Introduce and adopt the Urgency Ordinance.
Mayor Terry opened the public comment period. Seeing no speakers. Mayor Terry closed the public comment period.
ACTION: Motion to approve item 12.1. by Budge second by Sander; Motion passed with a 5:0 vote.
12.2. Subject: Discussion and Approval of Council Member Appointments to Regional Boards, Commissions, and Committees.
Recommendation: That Council confirms commitments to serve on other agency boards, commissions, and committees.
Mayor Terry opened the public comment period. Seeing no speakers. Mayor Terry closed the public comment period.
ACTION: Motion to keep the current commitments to serve on other agency boards, commissions and committees and to continue item 12.2 to a later date to discuss any potential changes by Gatewood second by Pulipati; Motion passed with a 5:0 vote.

City Attorney Adam Lindgren reported that staff was given direction and no reportable action was taken during closed session.
