4 the Championships held in late April. Mandarins anticipates participating in at least three (3) competitions during the 2022/23 inaugural season. The competitive schedule will be released in January of each year by the event coordinators. A typical performance starts with the crew (typically the parents) rolling out a large printed or painted viny l tarp across the gym floor to serve as the stage for the show. Props are also utilized depending on the theme of the show. Possible additional exhibition performances may occur between February and April.
In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
The Imperial Winds will follow the rules and guidelines set out by the Winter Guard International (WGI) Sport of the Arts. WGI is the nation’s premier organization producing indoor color guard, percussion, and winds competitions. A non‐profit youth organization, WGI serves as the governing body for the indoor color guard, percussion, and winds ac tivities. Similar to sports schedules, WGI follows a set season lasting from November to April each year. The season culminates in April, when winter ensembles meet in a championship competition. In 2022/23 Mandarins will follow the WGI schedule beginning the first experience camp in November 2022 and completing the prog ram in April of 2023.
Please note, if selected for funding, you will be required to submit a narrative Outcomes Report and a financial Use of Funds Report at least two times during the grant period.
Will you be able to adjust your project if California Public Health and/or Sacramento County Health Orders change? For example, the program could operate virtually or with other modifications made. Please describe.
Mandarins mantra since the emergence of Covid19 has been “Safety is our highest priority”. Mandarins also recognizes a lack of social interaction may have a profound effect of the mental health of the young people we serve, our alumni, volunteers and patrons. Mandarins can and will adjust the Imperial Winds ensemble if California Public Health and/or Sacramento C ounty Health Orders change as follows: • If pandemic restrictions preclude in‐person gatherings, Mandarins will pivot to a virtual classroom, offering virtual workshops for performers. Students may be treated to guest instruction by renowned and talented artists and will create and participate in “Zoom performanc es”. • If indoor gatherings are prevented, then Imperial Winds will move out‐of‐doors and rehearse in the parking lot of Mandarins Music Center. • Even without further restrictions, Mandarins has purchased and will use a commercial portable Surface Sanitation System at the event center to slow or stop the spread of Covid19; • Social distancing and han
d sanitation practices will continue to be required at all rehearsals and competitions. • Instruments will be assigned and sanitized after use. Mandarins Health and Safety Team will work with the Director and staff of the Imperial Winds, providing an open line of communication and sh aring up‐to‐date information and protocols from the World Health Organization, the State of California, and the Centers for Disease Control and Prevention.

Project Information
Project Name
Sacramento Theatre Company After‐School Musical Production and In‐Class Theatre Arts Integration Program (STC‐SPP) Project Synopsis
STC teaching artists work alongside classroom teachers, they will introduce theatre arts integration concepts and techniques that will also enhance the teachers' ability to teach their students. This program also engages parent and community participation with set building days, creating props and costumes, and helping with publicity. The format of this program provides a multitude of positive student, educator, and community benefits. Decades of research demonstrates participation in theatre arts offers students a toolbox of fundamental skills that will enhance their ability to succeed in school and beyond. The benefits of theatre arts education for low‐income children are especially profound. Specifically, studies have shown that theatre arts instruction and the creative process associated with theatre helps students to better succeed at school as they garner new ways of learning, creating, and focusing.
Project Description
This is a semester long, after‐school theatre arts program that is organized and taught by professional STC teaching artists as well as an increased number of Theatre Arts Integration Classes during the school day in every classroom (5 sessions in each classroom whereas least year we provided 3 in each classroom.) The project proposal includes professional development for the teachers in Theatre Arts Integration strategies for the classroom. In the 2021‐2022 School year STC was funded at White Rock Elementary School through the City of Rancho Cordova Enhancement Fund and funding would ensure our presence for another year. The program begin s with theatre classes in every classroom for the purpose of engaging student interest in theatre arts prior to the start of the after‐school program as well as to provide alternative arts integration methods to teach math, English and science through the arts to reach multiple learning styles. They also gain life skills such as enhance d empathy, greater sense of confidence, a deeper understanding of their identity which for many, has the impact of alleviating mental health issues. Since theatre instruction nurtures creative thinking, it encourages students to unlock possibilities and to foster innovations toward solutions in all areas of their life.
Stud
ents also become more proficient at many skills that will help them later in the job market, including; Public Speaking, Time Management, Project Management Skills, Communication and Collaboration Skills. By getting children involved in theatre at a young age, they better understand their world and the value of theatre in devel oping common values within the context of their Application #8

Project Team
Miranda D. Lawson is a Florida native who has worked and traveled across the country working in the arts field. She studied a BFA in music with a concentration in musical theatre and began her career in the film and tv industry. After moving to Sacramento she began working at the Sacramento Theatre Company and moved her way up in the ranks as a performer, teaching artist, director/choreographer, Associate Artist, and YPC Program and Adult Education Manager. STC is her home and her passion, and being able to impact the community by bringing the arts to them and nurturing the next generations of artists is her life’s work and she is so pleased to have th
e opportunity to do so. Lyn Alessandra graduated from UC Davis in 2016 with a B.A. in Dramatic Arts and minors in Managerial Economics and French. She has worked as a stage manager in various cities, including in Dallas, Los Angeles, and here in Sacramento at Broadway at Music Circus in the summers. She has also toured as a union stage hand on Dr. Seuss’s How the Grinch Stole Christmas. Lyn has a passion for theatre, and loves to share it with students of all ages. She enjoys teaching an d inspiring students to delve into every topic theater can offer them. She is a proud member of Actor’s Equity Association. When she isn’t in rehearsals, she is playing with her two dogs or baking. Lisa Dillon has been dancing, in some form or another, since she was 4.
She trained in Sacrame
nto, Lake Tahoe and Santa Barbara. She performed locally for many years in Best of Broadway and periodically in Music Circus, Garbeau’s Dinner Theater, Davis Musical Theater Company and others. She taught tap and jazz at Broadway Academy of Performing Arts and currently teaches dance/fitness fusion. Her passion is in Children’s Musical Theater where she
has worked as Director, Choreographer, Technical Director and Producer. Lisa started working for STC in January 2017 with Schools Partnership and is overjoyed to continue to teach and grow with STC.
Project Goals
In addition to professional productions, STC School of the Arts offers a host of theatre arts training and engagement opportunities that reach over 5000 students annually. With STC’s School Partnership Program currently in 12 schools, it is one of the most notable programs in California. In 2016, STC’s School Partnership Program was selected as one of the top arts hu manities based programs in the country and in recognition, received a National Arts and Humanities youth Program Finalist Award. To maintain our high standards, we are committed to continually assessing and evaluating the services we provide to the students and educators in our community
. STC’s SPP goals for White Rock Elementary are to train and offer professional development to teachers on theatre arts intelligences and teach core subjects: Social Studies, Science, ELA through theatre arts strategies. STC’s School Partnership Program has a goal to provide students with a comprehensive after‐school theatre program to help them be come more proficient at many job skills. Student involvement in the program provides students with fundamental building blocks for success in school and beyond.
STC teaching artists measure impact through the observation and documentation at the beginning and end of the residency. School site and classroom teachers are also involved in the evaluation pro cess through a written survey. The impact of STC‐SPP’s previous evaluations indicate that students are increasing their writing, listening and oral expression skills. These evaluations indicate that students are increasing their ability to concentrate and make helpful learning connections between their theatre lessons and other academi
c areas. Consequently, students are building key academic and social emotional skills that have led to a positive impact on their oral and written development, especially for English Language learners and students with special needs and learning disabilities.

RANCHO CORDOVA RISE‐UP THEATRE COMPANY’S DEVELOPMENT AND CONSTRUCTION PROJECT Project Synopsis
This project will provide funds to Rancho Cordova Rise Up Theatre Company (RCRUT) for the continuing development of a high‐ quality, thriving theatre company and the construction of a 99‐seat theatre complex in the arts section of Rancho Cordova for the benefit of RCRUT and other Rancho Cordova non‐profit performing arts organizatio ns.
Project Description
This grant will provide funds to RCRUT to implement Phase III & IV of RCRUT’s 18‐month Development and Construction Plan (“Plan”). For details of the extensive 18‐Month Development and Construction Plan see Attachment A. Please note that Attachment A is the proprietary property of RCRUT, prepared by its counsel and Executive Producer and is not for dissemination or publication.
Phase
I & II of the Plan have already been, or will be, accomplished through private donations, volunteerism and fundraising events/productions that have taken place. Briefly, RCRUT has already finalized its non‐profit status, drafted and approved a full development and construction pla n, organized its board and committees, launched its website, partnered with already existing Rancho Cordova non‐profits, performing arts groups, businesses and fraternal organizations and produced eight productions and events at the MACC. The goal of Phase III & IV of RCRUT’s Plan is to: (1) Continue the development of an on‐goin g, high quality, Rancho Cordova theatre company; (2) Construct a permanent 99‐seat performance complex for that RCRUT company to be used for performances and rehearsals; (3) Share that complex with other already existing and thriving Rancho Cordova performing arts entities (Orchestras, Choirs, Dance Companies and other Theatre Comp anies); and (4) Continue to bring together, for mutual support, Rancho Cordova performing arts groups and thereby help Rancho Cordova in its continuing goal of becoming a community where theatre, music and all performing arts are prominent. Project Goals
Goal #1 Increase community appreciation for and participation in the arts. Rise Up Theatre Company is striving to not only provide quality theatrical performances for citizens to participate in and enjoy, but by constructing a complex for other non‐profit organizations to use as performance and rehearsal space inside the city limits, RCRUT is increasing the communities access to music, choral, dance and film. The access to all these performing arts forms to citizens, who may not be able to access such events outside Rancho Cordova, will now make them available within our community. Goal #2 Enhance community pride and the image of Rancho Cordova as a c
ommunity where theatre, music, dance and film are prominent. Rancho Cordova Rise Up Theatre Company’s constructing a complex in Rancho Cordova where citizens can see, on an ongoing and permanent basis, high quality performing arts will instill community pride and encourage residents to call Rancho Cordova their home. Goal #3 Promote the quality of life and civic enga

Theatre and the arts provide audiences and participants with not only emotional feelings of enjoyment and well‐being; they expand their world view and mutual understanding. In addition, the construction of a permanent performing arts comp lex to be used by Rancho Cordova non‐profit performing arts companies, orchestras, bands and choirs will bring a continuing stream of audiences and participants into a single location in the city of Rancho Cordova. This steady stream of arts patrons will attract and support businesses such as dining an d transportation.
Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.
Total Project Cost
$500,000
Estimated Breakdown of Project Expenditures
Phase III and IV of the Plan Cost: $300,000.00 Phase III and IV coincide with the Community Enhancement & Investment 12 Month Funding Period (July 1, 2022 – June 30, 2023) 50% of the costs of Phase III & IV ($150.000) will be funded by private donations, funding events, theatrical productions and in‐kind volunteerism. The other 50% of Phase II & IV, ($150.000) is the funding requested from the Community Enhancement and Investment fund.
Matching Funds
Rancho Cordova Rise Up Theatre Company was founded by three high‐power professionals who each are providing Professional In‐ Kind Services and $10,000.00 seed money each. Moreover, even though they are acting as the Company’s Administration, the Equity Board is not seeking, and has pledged not to take, any payment or remittance of any kind for th e hundreds of hours of work provided until the theatre company and theatre complex are completely self‐sustaining. They have made this pledge and investment of time and personal funds because of their ultimate goal: creating a professional theatre company and theatre facility that helps build and maintain Ranc ho Cordova, their home’s, position and reputation as a center for the arts. Total Community Enhancement & Investment Funds Requested $150,000
Is this a multi‐year request?
No
How many years have you received funding for this project? 0 When will your request for funding sunset for ongoing programs? Rancho Cordova Rise Up Theatre Company has never sought or received any previous funding from the Community Enhancement & Investment Fund. All previous funding has been provided by the Executive Board, has come from profits from performances or has been raised through fundraising events. Going forward RCRUT will continue to raise funds through dir ect donations, ticket sales, fundraising events and corporate and municipal grants. This specific request to help fund RCRUT’s Development and Construction Plan is a single year request and all funds will be used in fiscal year 2022/2023, unless, as outlined above, construction is halted and then funds will be kept in a trust fund until completion. However, historically live theatre and the arts receive only about 50‐60% of their operational funds through ticket sales, fundraising events and private donations: grants have always been a vital piece of funding. Once RCRUT’s Development and Construction plan is fully realized and the needs of th e company and complex are defined, RCRUT will seek additional Community Enhancement & Investment grant funds to maintain a high quality theatre company and a thriving performance complex in Rancho Cordova.
Do you plan to ask annually for funding?
No
What other funding will you seek to support your project? Phase I and II of the Plan Cost: $200,000.00 Phase I and II will be completed by July 1, 2022, prior to the receipt of any Community Enhancement & Investment Funds The costs of Phase I & II have been or will be accomplished from fundraising events, theatrical productions, private donations and monetary pledges fro m the Executive Board. Phase III and IV of the Plan Cost: $300,000.00 Phase III and IV coincide with the Community Enhancement & Investment 12 Month Funding Period (July 1, 2022 – June 30, 2023) 50% of the costs of Phase III & IV ($150.000) will be funded by private do nations, funding events, theatrical productions and in‐kind volunteerism. The other 50% of Phase II & IV, ($150.000) is the funding requested from the Community Enhancement and Investment fund.
Project Schedule, Timeliness and Adaptability
Project Schedule
Theatrical Productions and Fundraising Events, which will be funded in part by Community Enhancement & Investment Fund Grant, will take place from July 1, 2022 through June 30, 2023. All such productions and events are in Phase II and IV of Rancho Cordova Rise Up Theatre Company’s Development and Construction Plan. Please note that productions and events in Phase I & II will have been completed prior to grant funding. The design and construction of the 99‐seat theatrical complex in the Rancho Cordova Arts District will be begun and completed between July 1, 2022 and June 30, 2023.
In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
This project begins with a major advantage that ensures timeliness: Phase I & II of the Development and Construction Plan will have been funded independently through outside sources and completed by a board and management team already in place prior to the Application #10

4 2022/2023 fiscal year. This team will already function successfully. They will have developed a method of theatrical and fundraising events utilizing Rancho Cordova facilities, community and support. They will have established partnerships with Rancho Cordova non‐profits and have begun to build an audience. They will also be well on the way to finalizing the sur vey for an already existing building to renovate and adapt into a 99‐seat theatre complex.
Rancho Cordova Rise Up Theatre Company Plan is prepared to adapt. A large portion of theatrical productions and fundraising events can be filmed and streamed. In fact Rancho Cordova Rise Up Theatre Company has already provided for such adjustments.
Board Member Josh Pierson is the owner/operator of a successful film company and has, and will pro vide streaming services if necessary. Contract negotiation with contractors and architects for the theatre complex construction can go forward via zoom and email even in a shut down as can the design and permit process. It is highly unlikely that construction will be halted due to health restriction: even in th
e height of the 2020 pandemic shutdown construction projects went forward. However, it there is a complete work stoppage, all funding from this grant as well as funds raised independently for the complex construction can be carried over into the next fiscal year in an attorney trust fund.

The design and construction of the 99-seat theatrical complex in the Rancho Cordova Arts District will be begun and completed between July 1, 2022 and June 30, 2023.
PROJECT TIMELINESS
This project begins with a major advantage that ensures timeliness: Phase I & II of the Development and Construction Plan will have been funded independently through outside sources and completed by a board and management team already in place prior to the 2022/2023 fiscal year. This team will already function successfully. They will have developed a method of theatrical and fundraising events utilizing Rancho Cordova facilities, community and support. They will have established partnerships with Rancho Cordova non-profits and have begun to build an audience. They will also be well on the way to finalizing the survey for an already existing building to renovate and adapt into a 99-seat theatre complex.
PROJECT ADAPTABILITY
Rancho Cordova Rise Up Theatre Company Plan is prepared to adapt. A large portion of theatrical productions and fundraising events can be filmed and streamed. In fact Rancho Cordova Rise Up Theatre Company has already provided for such adjustments. Board Member Josh Pierson is the owner/operator of a successful film company and has, and will provide streaming services if necessary.
Contract negotiation with contractors and architects for the theatre complex construction can go forward via zoom and email even in a shut down as can the design and permit process. It is highly unlikely that construction will be halted due to health restriction: even in the height of the 2020 pandemic shutdown construction projects went forward. However, it there is a complete work stoppage, all funding from this grant as well as funds raised independently for the complex construction can be carried over into the next fiscal year in an attorney trust fund.
PROJECT PREVIOUS/ONGOING FUNDING
Rancho Cordova Rise Up Theatre Company has never sought or received any previous funding from the Community Enhancement & Investment Fund. All previous funding has been provided by the Application #10

Executive Board, has come from profits from performances or has been raised through fundraising events.
Going forward RCRUT will continue to raise funds through direct donations, ticket sales, fundraising events and corporate and municipal grants.
This specific request to help fund RCRUT’s Development and Construction Plan is a single year request and all funds will be used in fiscal year 2022/2023, unless, as outlined above, construction is halted and then funds will be kept in a trust fund until completion.
However, historically live theatre and the arts receive only about 50-60% of their operational funds through ticket sales, fundraising events and private donations: grants have always been a vital piece of funding. Once RCRUT’s Development and Construction plan is fully realized and the needs of the company and complex are defined, RCRUT will seek additional Community Enhancement & Investment grant funds to maintain a high quality theatre company and a thriving performance complex in Rancho Cordova.
PROJECT LOCATION/FACILITY USE
Rancho Cordova Rise Up Theatre Company’s office and mailing address is: Rancho Cordova Rise Up Theatre Company, 10468 Neiretto Court, Rancho Cordova, CA 95670. The legal office and agent for service of process is: The Law Offices of Mary J. Gorak, 4801 Dover Lane #507, Sacramento, CA 95842.
Currently no Rancho Cordova Rise Up Theatre Company Theatrical Productions or Fundraising Events are scheduled to take place at any school sites or parks in Rancho Cordova. However, if at any time appropriate sites become available, letters of approval and support will be submitted.
Rancho Cordova Rise Up Theatre Company has partnered and made arrangements with two non-profit organizations who have agreed to allow the Theatre Company to use their facilities free of charge for rehearsal and performances. Letters of Support memorializing these agreements are included with this application. These are:
● Mills Station Arts & Culture Center in Rancho Cordova (MACC): In the last three months RCRUT has produced at the MACC the comedy, “The Do-gooder Debacle”, a reader’s theatre fundraising event “A Radio Play” and is currently scheduled for another fundraiser “Photos with the Easter Bunny” and a full scale Broadway musical in the next three months. Both RCRUT and MACC look forward to a long partnership.
● Summerset Senior Living Facility, Rancho Cordova/Gold River (Summerset Facility):
Summerset Facility Residents were provided free tickets to performances at the MACC. After a group of resident seniors attended plays, Summerset Staff felt a mutually beneficial relationship was possible. RCRUT has and will continue to use a portion of Summerset Facility for auditions and rehearsal, and residents will be able to enjoy those rehearsals and be provided free tickets to performances.

CLOSING REMARKS
The creation of the Company is the result of an alliance of the business, civic, education and artistic communities, which feeds back to the community by making a financial, educational and artistic contribution.
BUSINESS
● Attract tourism by being marketed broadly to draw an audience. ● Cooperates with the city and the chamber of commerce in promoting the city as a destination. ● Ties in with other events, points of interest in the area, and local products and services. ● Is a “quality of life” asset to encourage businesses to locate in the city. ● Brings significant business to local hotels and inns, restaurants, retail stores, and historical sites.
CIVIC
● Helps to maintain the city position and reputation as the center of the arts. ● Becomes a city institution synonymous with the town.
● The standard of excellence is a source of civic pride. ● Fosters community team spirit. Similar to the city parade: half the people in town participate and the other half watches and cheers.
● Symbolically mirrors the quality of life seen in the city. ● Ties in with other non-profit civic organizations such as the Museum and Orchestra.
EDUCATION
● Provides training and apprenticeship programs in all aspects of theater production. ● Assist performers and others in obtaining Union membership for career advancement. ● Affiliates with the school system in many ways: artist-in-residences, special performances and backstage tours for children, programs designed for at-risk youth and a fully equipped theater space for performances.
ARTISTIC
● Establishes professional opportunities for talented city performers and artists. ● Maintains the highest standards of professional excellence achieved by the use of seasoned professionals in the field as well as the training of local participants. ● Showcases a broad spectrum of performers in the most collaborative of art forms: actors, dancers, singers, and musicians.
● Has broad appeal to the local as well as the out of town audience, older and younger audiences, sophisticated as well as inexperienced theatre goers.
● Because of the high production values, it gives the audience excellent value for its entertainment dollar.
● Embodies an artistic vehicle –the traditional American musical enthusiasm, optimism and the best of our ideals.

Project Information
Project Name
Mills Middle School Drumline
Project Synopsis
Drumline intends to teach students how to become active members in a working and performing Percussion Ensemble. This course intends to attract those students who are less apt to sign‐up for traditional Band/Orchestra courses, while continuing to offer the same fundamental musical training that motivates and inspires positive creativity. This creativity will be used to instill school and community pride in local parades and our sporting events.
Project Description
Drumline students learn to become active members in a working and performing arts percussion ensemble. All students will learn to play and will be expected to demonstrate competency on battery percussion (snare/bass/tenor‐drums), and orchestral percussion (marimba/xylophone/bells/timpani etc.). Grades are based on participation, attendance, practice, and rehearsal technique.
Drumline performs at concerts, assemblies, school rallies and sporting events throughout the school year. Our sporting events attract members of the Rancho Cordova Community who will hear, see, and experience the community pride represented by our Mills Performance drumline. Drumline shows are cross‐curricular in that they incorporate dance and movement, theatrical performance, and artistic set‐design to create a narrative or explore a theme. Such productions are a reflection of the opportunities to celebrate and exchange ideas and interests unique to community culture, demonstrating Positive Personal and Cultural Awareness. Drumline will aid in creating repertoire for school and community building such as pep‐rallies and at hletic events, which promotes Social Responsibility.

FROM: Kevin Sims
RE: Mills Middle School Music Program Grant Application DATE: March 2, 2022
Th
e Mills Middle School administration have historically supported its music program.
Principal Carrigan's vision of a drumline class to me is a great idea! I know that the Mills and Cordova High School's band programs will benefit from FCUSD's only drumline class.
And they have the right person to pull it off!
Jimmie Adams has made quite an impression in his short time as the music teacher at Mills Middle School. His excitement and energy is infectious! When we worked together earlier this year and I was able to witness how well his students respond to his instruction. His personality has had a positive impact in his groups. I see how respectful they are of him. His expertise as a percussionist and educator is on full display in his development of the new 2022-23 middle school drumline curriculum.
Percussionist require separate instruction unique to the instrument. Those techniques are usually only taught when the music requires it. We have a separate percussion instructor that only works with our section during the fall and winter seasons. What gets me excited is that Mr. Adams will focus those teachings in one class, but he needs more than the support of his administration. That's where Measure H can come through for the kids.
At Cordova High, we have an award-winning music program that has suffered greatly during the COVID school years of 2019-21. Retention has been challenging due partly to the "new normal" of not having activities outside of the school day, so it looks less appealing to our students. Our drumline is a big part of our program, from: field shows and parades in the fall, to winter percussion ensemble. (Winter percussion is a group that performs a "field-show type" of choreographed routine in a gym.) The Mills drumline class could help us as we rebuild our band program, which will take years.
I ask that the City of Rancho Cordova to join me in supporting and investing in the Mills Middle School Music Program's grant request. Your approval will make a positive impact on our music program and the next generation of band members.
Respectfully,

vin Sims

“XOXO: An Exhibit About Love & Forgiveness" ‐ A New Interactive Exhibit About Emotions at Sacramento Children’s Museum Project Synopsis
Sacramento Children’s Museum requests $46,450 for a new exhibit called “XOXO: An Exhibit About Love & Forgiveness,” to debut in Fall 2022. This exhibit will help children explore their feelings and learn how we emotionally connect with others. Funding also will provide free admission to Rancho Cordova families on Sundays.
Project Description
Sacramento Children’s Museum (SCM) is requesting $46,450 in funding support to bring a new exhibit to our Museum called “XOXO:
An Exhibit About Love & Forgiveness” in Fall 2022. Originally developed by Children’s Museum of Pittsburgh, this exhibit encourages children to play, act silly, and consider what makes them sad, mad, and happy th rough interactive experiences. Families can also explore how we learn about love and forgiveness together through simple activities that get us to feel and talk about these emotions. For example, in this exhibit, visitors can hold hands with someone to illuminate a hidden message about love; build and explore a variety of facial expressions using Empat hy Blocks; and draw what makes them angry or sad and crank it through a paper shredder and turn it into art. This 1,500‐square‐foot exhibit will be located in our newly renovated expansion space and will be available to all Museum visitors from September 17 , 2022 to December 31, 2022. In addition, support from the Rancho Cordova Community Enhancement & Investment Fund will allow SCM to offer free Museum admission for Rancho Cordova residents on Sundays for the duration of the exhibit. This exhibit benefits the community in many ways. First, this exhibit helps fost er children’s healthy social and emotional development – a goal that aligns with the City’s dedication to supporting the growth and development of children and youth. The XOXO Exhibit provides a safe place for children to learn how to recognize and express the range of feelings they have and to share these feelings. Se cond, because this exhibit will only be at the Museum for a limited time, we expect it to attract more families and school groups – bringing more visitors to the Museum and to the City of Rancho Cordova. Lastly, about 1,500 children and adults from Rancho Cordova will be able to visit the Museum fo r free during this three‐month time frame.

We will measure the success of the exhibit in meeting these goals
through feedback from visiting families, questionnaires sent to teachers of school field trip groups, and attendance data.

Some things are impossible to do
alone. Hold hands and touch the
sensors to complete the circuit and
reveal the message. Holding hands
is a universal demonstration of
friendship, trust and compassion.
Response Walls
Writing is an important way to express your emotions. Answer questions about love and forgiveness, and then tie them to a wall for others to read. The result is a constantly changing collection of tags that form an emotional narrative of thoughts and feelings.

ITEM 3.2.
ATTACHMENT 3
Empathy Blocks
Create unique faces and build a variety of expressions by combining a variety of diverse eyes, noses and mouths in multiple configurations. The facial features are printed directly onto hand-made wooden blocks, adding to the personal
experience of looking carefully at another person’s face.
Story Puzzle
Words and symbols are used to tell stories, make connections and stimulate conversation. The two puzzle shapes fit together to form paths, shapes and patterns, while also expressing key themes of love and forgiveness. A large tabletop allows several groups to work at the same time, letting them create their own unique puzzles, or perhaps join with another to form one big shared story.
Balance
Sit on the teeter totter and work together to balance a ball encased in a long, clear tube. Balance is achieved when the ball is centralized. This unique interpretation of a classic playground experience requires teamwork, communication and cooperation as both participants much work in tandem to succeed.
Embrace
When embraced or hugged, each egg shaped sculpture
responds with its own positive sound – ahhh, mmmm,
chirping, cooing or laughing.

ATTACHMENT 3
Emotional
Faces
Create a 5 second video of yourself making a variety
of facial expressions. A sequence of words appears on
the screen, prompting happy, sad, angry, frightened,
or hurt expressions. The most recent video is added to
the constantly changing grid of faces and expressions
projected onto the gallery wall. By watching your
expressions and the expressions of others, you can
begin to recognize and identify how others are feeling.
Silhouettes
Trace a friend’s profile, also known as a silhouette, onto a sheet of paper. Or sit still as you have your silhouette drawn. Tracing requires concentration and careful attention to the person sitting for the portrait. Once drawn, silhouettes can be displayed and compared – allowing participants to note the similarities and differences in each other. A unique set up of light boxes make the process accessible to all ages and abilities.
Release the Negative
Write or draw something that makes them angry, sad or afraid on a piece of paper. Then, place it into a slot and turn the crank to manually shred the paper. Shredding the paper helps to release the negative thoughts or feelings and turns the negative into something positive – a colorful display wall of patterns, created using clear jars filled with the shredded paper.
Tokens
of Love
Write or draw a thought, idea or message
of love on a piece of paper. Then, roll it
up and put into a custom-made paper
compressor.Once the paper is compressed
into an accordion-like shape, it is placed
into the crusher. Use your strength to
pump a lever that crushes the paper into
a smooth, round token – embossed with a
heart. Give the token to someone you love,
or keep it as a secret reminder of a
loving memory.

Phones
What you say is important, but how
you say it is just as important. Speak
into the telephone handset and watch
as your voice changes the shapes on
projected on the screen. How is a
loud, angry tone different from a soft,
kind tone? Tone of voice conveys
emotions that impact how our words
are heard and understood.
Phone Booths
The sound of someone’s voice conveys feelings and emotions that a text message can’t. Talk to someone you know or meet a new friends using custom designed telephones housed in round tent-like booths, which provide a comfortable setting to have a private conversation.

across an internally lit sculpted landscape –
covering and uncovering the surface of the

soothing music is played. Once covered,
the music fades away and other areas and
sounds are discovered in the table.
Art Making Station
The act of making and giving is a way to express love, admiration, and caring. Die cut and personalize a special box or envelope, use your silhouette drawing to create a card or silkscreen print, make a necklace using their token, or write letters to loved ones. Rotating activities will allow for new experiences and programming throughout the course of the exhibit.

ENVIRONMENT
XOXO is a flexible space that uses color and
materials to create an inviting setting to
explore the themes of the exhibit. The
exhibit is organized around two sets of
tensile fabric pavilions, allowing for both
separation of activities and good visibility
throughout the space. Flexible seating can
be arranged to accommodate multiple
purposes, such as special programmed
performances, tot yoga and story time.
All furnishing are built of solid wood. A
portable floor is also provided to complete
the exhibit space. The graphics package
includes a set of double-sided, wood sign
holders, graphic files for entry and accent
scenic graphics, and a paint color guide.
The design team will assist with planning,
including gallery layout and art direction.
STORY TIME
Slow down and relax with songs, stretches, and stories
brought to life by educators and guest performers by
participating in Story Time. A special collection of books and music is provided to support and enhance the
content of XOXO. The reading area can be used for
additional programs provided by host venues.
Take A PICTURE
Use frames and words to record a memory of your
visit, start a conversation or follow up on ideas expe- rienced in the exhibit. Provided words and phrases,
include “I love you” and “I’m sorry”, can help people
express feelings that may be hard in other situa-
tions. This is an optional addition for host venues.
Use your own cameras and phones, or plan a formal
program around this interactive experience.
LOVE LETTERS
Where will you send a message of love, gratitude,
forgiveness, understanding, humor, curiosity, or joy?
Using traditional hand letter writing materials including postcards, stamps, and even a manual typewriter, craft
a message or image to someone or something you love.
This program was developed by artist Dalia Shevin to
explore the magic of snail mail, the wonders of writing by hand, and the delight of discovering how much love our
words can hold.
This experience is an optional addition for host venues.
Another organizing
element for the exhibit is
a set of mirrored easels.
Each easel has a carefully
selected inspirational
quote about either love
or forgiveness. This theme
of looking at oneself and
those we love closely is
carried throughout the
exhibit. Another set of
easels are matched with
specific components to
complement the narrative
of the experience.

PUBLIC
PROGRAMMING
Programming is a great way to energize and deepen exhibit experiences, cultivate new audiences, and build valuable partnerships. For the exhibit, each host museum will be able to modify public programming suggestions to fit their community.
Theatrical
Performance
THE GIFT tells the story of a heartwarming
couple, one dollar and eighty-seven cents,
and the very first wedding anniversary of
young performers. Based loosely on O.
Henry’s classic tale The Gift of the Magi,
THE GIFT uses physical theatre, masks,
participatory theatre, and circus to explore
the role of gift giving in expressing and
creating love. An original theatrical
performance conceived and crafted to bring
XOXO: An Exhibit About Love & Forgiveness
to life can be adapted or performed at
your museum.
Audio Cards
Museum partner, Saturday Light Brigade,
helps kids record an interview, greeting,
or song onto a CD that can be decorated
and affixed to a special card and given to
a loved one. This program has been done
for Mother’s Day and Father’s Day. Hosting
museums can reach out to their local radio
station and see if a similar program could be
offered to their visitors.
Musicians
& Performers
Children’s Museum of Pittsburgh works
with educational musicians and performers,
whose workshops and songs can be
customized to relate to themes related
to love and forgiveness. Various styles of
songwriting and personal experiences in an
educational and heartfelt program are easily
customizable for a wide range of audiences.
Yoga
This program encourages participants to
take a break and learn some yoga poses with
their toddler, including stretching, breathing
and meditating exercises. By introducing our
youngest visitors to the practice of Yoga, we
are imparting a method for managing stress
and achieving personal awareness that they
can carry with them into adulthood.
And More!
Children’s Museum of Pittsburgh continues
to develop more one-of-a-kind programs
that will be available for host museums to
adapt and execute with local professionals.

2 for Community Enhancement grants: • Civic Engagement: Bring classical musical arts to families within the city free of charge either online or in approachable locations within the city. Free concerts allow families with children to attend concerts without undue cost.
We plan to continue some online performance outreach each season as it serves those who are unable or unwilling to attend live events in person.
We expect that there may be some concerns in older or health challenged persons going forward and an online presence serves these citizens. • Community Pride: A symphony orchestra provides a focus for, and support of, community gatherin
gs and is a source of pride and accomplishment for Rancho Cordova. • Quality of Life: Provide family arts experiences not otherwise available to the families of Rancho Cordova, uplifting all. • Arts and Culture: This is an arts outreach project aimed at Rancho Cordova families and businesses, and social groups, and volunteer organizations. • Children and Youth: Educating and inspiring children with musical arts experiences within their community. • Education: The Symphony’s “down to earth” presentation style and variety of performances demystifies classical music and allows for enjoyment by everyone. Music speaks to everyone and doesn’t require formal training to be enjoyed. A dditional information including measuring metrics is included in the attachment to this application.

In‐kind contributions Orchestra members contribute a conservatively‐estimated 5,100 hours annually to bring music to the City of Rancho Cordova. They volunteer their time in private practice, rehearsals, performances (including setting up, taking down, and transporting equipment, often in their own vehicles), board meetings, and interfacing with venue owners, the press, and city government. They serve as a member of the Cordova Com
munity Council Board of Directors, and additionally on its Arts Advisory Board. In addition to full‐orchestra concerts, they perform in numerous small ensembles at Rancho Cordova Artist Receptions, Rancho Cordova Chamber of Commerce luncheons and they are looking forward to a return to the holiday offering at the MACC supporting the visual artists in Rancho Cordova. Despite the mandatory health restrictions imposed this year, our musicians showed up for rehearsal and recorded numerous pieces of music, including those with guest artists, for our YouTube concerts. Symphony Board Directors continued re gular (and special) meetings continuing to plan and implement a season of music and entertainment for the community. The Independent Sector of the “Do Good Institute” valued a volunteer service hour at $28.54 on April 20, 2021.
Based on that value, the volunteer contribution of the Symphony d’Oro Rancho Cordova is $145 ,554.00. Each Symphony musician contributes $100 in dues per year, with exceptions for full‐time students.

3 The Symphony's mission is to provide high quality, free concerts to the citizens of Rancho Cordova and its visitors. Since we do not charge for our concerts we anticipate applying for funding annually. The Symphony is committed to performing free concerts and providing high quality musical access to all members of the community, bu t particularly to our families. It is financially difficult for a family with three to four children to bring them to a musical event. The need for rehearsal and performance venue fees, transportation and technical recording expertise, as well as funding for guest artists and commissioned music is not something which the Symph
ony can afford to provide on its own without charging for attendance at events. Thus, we do expect to make an appropriate request in the following grant period.
Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? Funding sources are listed above and are anticipated in these amounts.
Project Schedule, Timeliness and Adaptability
Project Schedule
All acquisitions and performances covered under this application would take place between July 1, 2022 and June 30, 2023.
In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
The Symphony's annual seasons dovetails the grant funding period. We begin our season each year with a fall concert; a holiday concert in December; an early spring concert and a late frying concert. Thus, all funds for performance venues, artists and composers (which are the largest expenditures) and expended during the grant period. This season we antici pate the following concerts:Our programming for the 2022‐23 season is stellar and is projected to include: a performance to a silent comedy movie and cartoons in a concert called “Hurray for Hollywood”, a live concert featuring pianist Carlos McMillan‐Fuentes, and compositions by largely unrecognized female composers. We will offer a free holiday con cert at the Performing Arts Theater featuring vocalists performing parts of “Hansel and Gretel”.
Yes!T he 2021‐22 season has been highly successful despite the uncertainty of knowing when live performances could resume. We are truly looking forward to our first live performance in nearly two years on April 9, 2022, and then finishing off our season with a stellar offering “Beethoven and Beatles”, a concert devote d entirely to the two biggest rock stars in the music world. However prior to this we recorded two concerts which we broadcast on the Symphony's YouTube channel ‐ "Mozart Madness" and "Winter Rhapsody". Both featured our composer in residence Carlos McMillan‐Fuentes at the piano with the Symphony. Winter Rhapsody featured a fant
astic original composition by Mr. Fuentes which was orchestrated especially for the symphony and was a world premiere performance. Funds which we have requested in the categories of performance venue rental will be repurposed if needed to record and broadcast concerts to the public . The recorded concerts have been high ly successful and each has garnered nearly 1000 views won YouTube. They have also played to a world wide audience! Project Location

Sacramento Children’s Museum General Operations Support Project Synopsis
Sacramento Children’s Museum requests $150,000 per year for three years to support our rebuilding efforts so that we can create more engaging and innovative learning experiences for children. Funding will ensure our stability as we move forward in rehiring staff, increasing hours and capacity, and bringing back community events.
Project Description
For the past 10 years, Sacramento Children’s Museum (SCM) has been a cornerstone educational and community resource in Rancho Cordova, providing children ages birth‐8 with exciting, hands‐on learning opportunities. Children learn STEM, art and literacy concepts through play in our 15 exhibit areas; create meaningful family experiences at our community events ; and benefit from our social service programs. Unfortunately, the COVID‐19 pandemic has impacted the Museum’s operations in all areas, including finances, staffing, and programming. We are asking for your help to support our rebuilding efforts so that we can create more engaging and innovative educational experiences for children in our com munity. SCM is requesting general operations funding of $150,000 per year over the next three years to ensure the Museum’s stability as we move forward in rehiring staff, increasing hours and capacity, and bringing back events, educational programming, and community outreach. A grant from the Community Enhancement & Investment Fund will su pport the following: 1) Annual Family‐Friendly Events: The City of Rancho Cordova will be a title sponsor for our annual events for each year of funding. These events are: Summer Family Game Nights, Princesses and Pirates Ball, Trick or Treat at SCM, Holiday Party, Free Museum Day, Dogs with Jobs, Eart h Day, and Pride Festival. Many of these events are free for guests. 2) Staffing: We are currently open by reservation only for reduced capacity and at reduced hours, and most of our classes and school programs are on hold. Your support will help SCM return to pre‐COVID staffing level s so we can serve more children and open the Museum fully. 3) Increased Cleaning and Safety Measures: Ensuring the health and safety of our guests is one of our top priorities, especially since many of our guests are 5 and under and cannot be vaccinated. Grant funding will enable us to keep up with update
d COVID‐19 cleaning and sanitation standards.

Project Goals
With funding support, we aim to achieve the following goals: 1) Increase Education Staffing by 1 FTE (full‐time equivalent), and maintain in subsequent years; 2) Hire Marketing staff to 1 FTE, and maintain in subsequent years; 3) Implement a retention plan for current staff, and implement in subsequent years; and 4) Host 6 lar ge special events annually, with 50% of events to be provided at no cost to visitors. We will measure our success in meeting these goals by whether or not we fill each of these open positions; develop and implement a retention plan; and host a minimum of six community events per year.

Number of Years
3 If you answered yes above, describe your sustainability plan and whether the project is viable as a single year request.
Although this project is viable as a single‐year request, SCM is seeking multi‐year support to ensure we have the resources and staffing needed to recover from a devastating suspension due to the COVID‐19 pandemic. During the pandemic, SCM’s earned revenue dropped to zero, and philanthropy has not made up the difference. As the COVID‐19 pandemic enters its third year, the only certainty is that nothing is certain. SCM seeks multi‐year funding to ensure stability as we move forward in rehiring staff, increasing hours and capacity, and bringing back events, educational programming and community outreach. The viability of Museum operations will com
e from increased Museum admission and program support.
How many years have you received funding for this project? 2 When will your request for funding sunset for ongoing programs? Funds requested are for ongoing support of Museum operations. Therefore, there is not a specific start and end date.
Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? SCM generates income from admissions, group sales, sponsorships, and store sales. SCM regularly seeks grants and community support. Application #14

Project Schedule
We expect to fill the Marketing Position by September 1, 2022, and hire Education Staff by January 1, 2023. We plan to develop our Retention Plan by January 1, 2023, and implement it on an ongoing basis afterward. There is not a specific start and end date for the community events and cleaning meas ures, as these are ongoing.
In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
Funds requested are for ongoing support of Museum operations. Therefore, there is not a specific start and end date for the Museum’s regular hours. Specific dates will be available for the annual family‐friendly events.
During the last three years, our Museum has pivoted our programming so that we would be able to offer consistent programming.
We will continue to offer drive‐thru, outdoor, and online options as needed. In addition, we will create in‐home education kits if local health ordinances change. Further, if Sacramento County Healt h orders change, in‐person events will be postponed until in‐ person meetings are allowed.

Sacramento Philharmonic & Opera – Rancho Cordova Pop‐Up Concerts Project Synopsis
With funding from the Rancho Cordova Community Enhancement & Investment Fund, the Sacramento Philharmonic & Opera would be able to again produce and perform at least five (5) small pop‐up concerts for individuals in Rancho Cordova to enjoy for free, in an accessible manner, throughout the community.
Project Description
With funding from the Community Enhancement Fund, the Sacramento Philharmonic & Opera would be able to again present a free concert series (at least five concerts, depending on the number of musicians) in locations throughout Rancho Cordova to enrich community members’ lives and expand our music's impact in the city. As in 21‐22, these con certs would take place in different venues throughout Rancho Cordova and would feature small groups of musicians (4‐6) who could perform a variety of classical, pops, and other styles of music. Due to the flexible nature of these concerts, we could tailor each presentation to make it most engagin
g for the intended audience and for the location. For these performances, we would look to again collaborate and communicate with established partners to assess dates and times for performances, festivals (such as Kids Day in the Park, iFest International Festival, etc.) that we could perform in conjunction with, and pote ntial new opportunities for concerts that would be impactful for the community (and with these new opportunities, we would be more than willing to work with the City Council and staff on coordination). As with this previous year, Rancho Cordova community members would be able to attend the performances free of charge, and we woul
d be sure to thank the Community Enhancement Fund publicly at each concert for their support in making it possible. Fostering community is a core part of our mission and engaging our community members through music accessibly, in a manner that works for them, is incredibly important to our work. We would love the opport unity to again give back to Rancho Cordova via these performances and allow residents the chance to hear and interact with our music. Funding from the Community Enhancement Fund can help make this a possibility for our community.
Project Team
Sacramento Philharmonic & Opera staff would be responsible for producing these concerts. Specifically, Director of Operations and Community Engagement Charla Jeanne Lawson, Executive Director Giuliano Kornberg, and the SP&O Operations team would be Application #15

2 responsible for: collaborating with Rancho community partners and the City of Rancho Cordova on selecting performance sites, dates, and times; hiring musicians; and working with the musicians to select appropriate repertoire for that location.
Project Goals
Our vision is to be a collaborative leader in the cultural growth of the Greater Sacramento region and take the necessary steps to ensure that the SP&O represents, and is accessible to, our regional community. Our pop‐up concerts are one of the main ways that we work to achieve this, and we greatly look forward to c ontinuing to give the people of the Rancho Cordova community free, accessible experiences outside the concert hall. Through this project, we also hope to foster deeper relationships with individuals and organizations that we currently collaborating with (such as the MACC, Children’s Museum, etc.) and strive to use next year’s conc
erts as a springboard for further engagement with the Rancho Cordova community going forward. We additionally are more than willing to collaborate with City Council members, to try and ensure that we are performing in high‐impact areas and locations that achieve their objectives. Lastly, during and af ter these performances, we would look to gather testimonials from attendees, partnering organizations, and City staff, and use this feedback to make sure that future concerts would serve the Rancho Cordova community.

No
How many years have you received funding for this project? 1 When will your request for funding sunset for ongoing programs? June 30, 2023
Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? In addition to collaborating with community partners in Rancho Cordova, we would look to develop relationships with Rancho Cordova‐based individuals and corporations/foundations who could be willing to fund and underwrite further performances. Once these individuals and institutions are identified, we would make sure that we reached out to them to let them know about the con
cert schedule, so that they could attend and see the impact that our music has on the community. After attending the concerts, we would then seek to have conversations with them about our plans for further concerts, and additionally see if they had any ideas or recommendations on where we could perform. Through these conversations, we would assess if they were interested in a potential donation or sponsorship – and with this support, along with potential continued support from the Community Enhancement & Investment Fund, we could perform more concerts in and throughout Rancho Cordova.

3 Project Schedule, Timeliness and Adaptability
Project Schedule
The concerts for this project will take place periodically from July 2022 to June 2023, with the exact performance schedule determined by location, availability, and what works best for the community partners that we’d collaborate with.
In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
We have spent the bulk of our time this year (FY2022) establishing relationships with key individuals such as Shelly Blanchard, Cheryl Gleason, and Randi Kay Stephens, and organizations such as the Children’s Museum and the MACC. With these relationships in‐tact, we would begin planning for the concerts in the summer of 2022, so tha t we could have enough time to schedule these performances and give ourselves sufficient time to complete the project by June 30, 2023 most effectively.
Yes – if/as health and safety requirements change, we would look to program and perform these concerts in only outdoor locations, in areas where adequate social distancing could be observed.

1 Rancho Cordova Community Enhancement Fund
Proposal for Hummingbird Theatre Company 2022/2023 Season OVE
RVIEW We are requesting $29,800 in Community Enhancement Funds to provide a full theatrical season offered to the citizens of Rancho Cordova. The program will be located in the City of Rancho Cordova at various locations, and will offer entertainment, culture and nightlife to the residents of Rancho Cordova. Young adults as well as older performers from all over the Sacramento and Rancho Cordova areas will participate in helping bring this vision to life.
Th
is program serves two main purposes:
● To expand access to theater arts opportunities for local performers in dance, music, and acting with coaching from expert and professional actors, directors, and dance instructors supporting the development of artistic and technical skills; and ● To engage the community in artistic programming and civic engagement, culminating in performances open to the public.
BA
CKGROUND Hummingbird Theatre Company was established in Rancho Cordova in 2017 by longtime resident, Danielle Mercado. Mercado holds her Master of Arts in Theatre Directing from Roosevelt University- Chicago College of Performing Arts. Prior to that, she obtained her Bachelor of Arts degree in Theatre Arts from Sacramento State University. She also taught theatre and ran the Theatre Program at Bradshaw Christian School for six years. She began Hummingbird as a passion project, merely wanting to put on a Shakespeare in the Park style show at the amphitheater just 200 feet from her house. Her first year, she put on “A Midsummer Night’s Dream” with 30 cast members, costumes, choreography, and over 800 people attending over two weekends. Hummingbird has grown since putting on other plays at the MACC in addition to a Musical Theatre Gala and a Traveling Children’s Hospital Touring Show. With Community Enhancement Fund support, Hummingbird can sustain a broader community theatre presence and grow larger audiences.
PURP
OSE The purpose of this project is to provide high-quality, professional level entertainment to the residents of Rancho Cordova, as well as make a name for our town artistically, which will increase arts engagement in our City. Hummingbird Theatre currently generates program funding by teaching classes at the Cordova Recreation & Park District and doing face-painting booths at community events. As a result, we must wait a long time in between performances in order to save the funds necessary to do a show. We cannot plan a season in advance as we do not have the means to finance it. We are also forced to do our sets, costumes, tech and other production needs as cheap as possible. This undermines the quality of our performances and can reflect poorly on our community’s artistic abilities.
Our
grant proposal will strengthen Rancho Cordova’s only community theatre with a fully funded season. This would help attract high numbers of audiences, create exceptional quality performing arts, and entice some of the greater Sacramento area’s best talent to come play Application #16

PRO
GRAM GOALS AND COMMUNITY BENEFITS
Thi
s program brings expanded access to performing arts and a broader vision to our community.
Th
e goal is to model community performing arts programs in Folsom, El Dorado Hills and Elk Grove. Each of the cities listed above have established community and/or youth theatre programs that are well known and a huge draw to the public. By investing in live theatre programs, the City of Rancho Cordova sends a message that art is important to our community.
With this investment, minds are changed and hearts won as they make their way into Rancho Cordova to see what we have created. Our city becomes more attractive to buyers, investors, and by reputation.
A cit
y-funded theatre program shows support of artists, who will come from all over the Sacramento area in order to be involved with any of Hummingbird’s productions. Their friends and family will come see them perform. By providing stipends for key roles, we can make for more talented casts and by default, better live shows. The community benefits from competition amongst actors for the best roles and we can afford to pick the best actors we can, therefore, making the experience better for everyone involved.
We
will also have the means to provide our audiences with elevated sets, sound, lights, props, costumes, and special effects. This will enhance the experience as a whole and keep our fans coming back and clamoring for more. This will drive business into the community, as people coming here for rehearsal or shows will spend money on restaurants and recreational shopping.
Our
productions will also use residents within Rancho Cordova as cast members, including youth and seniors. Our specialty is “bridging the gap” between high school and college, giving Application #16

3 young adults a purpose and sense of belonging in the theatre group. This creates a civically engaged youth that is not turning to more illicit means to fill their time. Seniors are the largest growing segment of our community. Providing opportunities for them to stay civically engaged brings vibrancy to our community and enhances their overall health.
Hu
mmingbird Theatre Company will provide a summary report of the program goals and impacts. Our outcomes will include an assessment of:
o Number of people participating and demographic
information
o Number of hours of additional coaching (acting, voice, movement, and technical theater skills)
o Number of audience members
attending
o Number of volunteers and hours
participating
o Summary of outreach and marketing
strategies
o Summary report of lessons learned and any leveraged opportunities with partners
Production revenues and program savings will be used to support future community performances including additional dance, acting and voice coaching. The production photos will be used in promotions by program partners and bring greater exposure to the culturally diverse talent in the Rancho Cordova community. Program outcomes may also be used to advance other grant opportunities expanding on the benefits to the performing arts community.
PA
RTNER COMMITMENTS
Each of the partners and participating professionals will bring unique expertise to the production and the opportunity for actor and audience skill development.

The partners who helped develop the proposal and program for the 2020-21 season include:

mingbird Theatre Company Community Enhancement Fund proposal is flexible with multiple program elements across the 12-month year. The proposal includes individual program elements and individual budgets for each community production. The City can decide to grant funding for any or all program proposals. The planning funding is essential to growing a sustainable community theatre program supported by community volunteers and audiences.
Ticket revenues are not assumed for now to create the flexibility to provide for free performances for the community or reduced-price tickets to help expand audiences. An assessment of audience demand would allow for better revenue forecasts for future year budgeting.

Project Information
Project Name
Rancho Cordova Youth Poet Laureate
Project Synopsis
The project would provide funds to the Cordova Community Council to further develop and conduct a Youth Poet Laureate program for the City of Rancho Cordova which is in alignment with the National Youth Poet Laureate program.
Project Description
A Youth Poet Laureate program meets several criteria used in evaluating CEIF projects, including: (1) supports arts and culture as a positive outlet for self‐discovery; (2) Supports the growth and development of youth; (3) promotes opportunities for youth civic engagement; (4) provides an opportunity to increase community pride by showcasing outstanding yo uth; (5) encourages enhancement of education in the areas of literature and poetry; (6) and provides an enhancement to quality of life for youth in the community. Using a timeline that aligns with the National Youth Poet Laureate program, the CCCC would design a Rancho Cordova schedule and program which would eventually put local co ntestants in line to compete for the national title. The CCC inherited this project late in 2021‐22, too late to engage in the national program. By extending the project into 2022‐23, the CCC believes a local program can align with the curriculum and standards developed for the nation al program and launch with the cooperation of local schools and teen organizations. The National Youth Poet Laureate program celebrates the nation's top youth poets who are committed to artistic excellence, civic engagement and social justice. As part of this national framework, which CCC has joined, the national organization works wi th local youth literary arts organizations to identify and celebrate exceptional youth poets who use their voice to inspire change. In the early months of our investigation, it was discovered that Rancho Cordova youth literary groups and organizations are rare and therefore it will take some foundation‐building to bring th is to fruition. Extending into 2022‐23 will allow CCC to plan for the work it will take to make this a success.

Project Information
Project Name
Department of Sound Valley Producer Pop‐Ups
Project Synopsis
Department Of Sound provides opportunities to youth through music and podcasting education, recognizing access to music and sound to be a universal right, not a luxury. We seek to hold 10 Valley Producer Pop‐Up events throughout Rancho Cordova to engage young people in the community through music and podcast production.
Project Description
Dept. Of Sound is a Sacramento‐based 501(c)(3) providing opportunities to youth through music and podcasting education, focused on students aged 11‐24 in under‐serviced communities. We’ve served 5,000+ students globally through school programs and virtual, hybrid, and in‐person offerings. As of 2022, we’ve partnered with 13 schools in 4 districts in Northern California and trained 25+ teachers to smoothly i
ntegrate our programs into classrooms. If funded, we aim to hold 10 Valley Producer Pop‐up events in Rancho Cordova from July ‘22 ‐ June ‘23 to engage community youth and introduce music and podcast production. We aim to join recurring events such as street fairs and festivals to connec
t with community members over time and build rapport with students. In addition to our existing ecosystem of partners, we seek to collaborate with other local organizations such as Unseen Heroes’ NeighborGood Market, Robert Family Development Center Pop‐Up Events, Anatolia Community Center, the Ra ncho Cordova iFest, Creative Kids Craft Fair, and the Chamber of Commerce Business Expo & Job Fair. Our Pop‐Ups include Music Production Petting Zoos featuring musical instruments, audio equipment, and production software for participants of all ages to experiment with and create content.
Pop‐Ups also include Beat Showcases, in which students share their music and po dcast projects with the community. We are also launching a Pop‐Up series featuring Native Music Artists from the Yocha Dehe Wintun Nation showcasing traditional Indigenous music, instruments, culture, and contemporary expressions. The need for accessible music education is essential to foster youth development an
d strengthen communities. The benefits of music and sound include mental health benefits, improved social skills, attendance, and academic performance, and potential economic opportunities in the music and entertainment industry, as well as a sense of belonging for students through shared experiences of creativity.

Is this a multi‐year request?
Yes
Number of Years
2 If you answered yes above, describe your sustainability plan and whether the project is viable as a single year request.
We have received funds from the Blavatnik Family Foundation to support Valley Producer Pop‐Ups for 2022 and 2023, as well as funds from our partner Yocha Dehe Wintun Nation for 2022. We have also requested funds for Live Events from our existing 3‐year partner, SMUD, and we expect to hear a response before May 2022 . While this project is viable as a single year request, the value of Valley Producer Pop‐Ups is exponential when ongoing relationships can be forged with parents and community members and young people can be encouraged to participate in our free, in‐depth programming.
How many years have you received funding for this project? 1 When will your request for funding sunset for ongoing programs? November 2023
Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? We anticipate raising additional funds through grants; city, county, state and federal stimulus funding; contracts with schools and community centers; and donations from local businesses and other sponsors. Given our proactive approach involving diverse revenue streams and our fundraising success in the past three years, we are confident that we will be able to raise sufficient fundi ng for this project.

4 Will you be able to adjust your project if California Public Health and/or Sacramento County Health Orders change? For example, the program could operate virtually or with other modifications made. Please describe.
We design as much of our programming as possible to be flexible and responsive to changing COVID‐19 protocols, including our Live Events. In 2020 in response to COVID‐19, we began offering virtual resources and events, and we have since developed our hybrid model options for programming. We are intentionally planning the Ra ncho Cordova Valley Producer Pop‐Up events based on when it is likely to be safer to have outdoor activities, as historically shown with COVID spikes occurring more in winter months with indoor activities. We currently implement and monitor standard COVID protocols for our events, including providing hand sanitizer for all participants before and after the Music Pro
duction Petting Zoos, socially distanced stations, masks, and sanitizing protocol for each station between participants. In the event we find ourselves unable to hold live events planning, we will continue to outreach and engage students in conjunction with our partners, and encourage students to participate in our regular Virtual Beat Showcases, specifically desi
gned to connect and engage students COVID‐lockdowns, and we would encourage them to participate in our online, self‐paced music and podcast production course, the Valley Producer Program, which includes virtual office hours with music instructors.

Hello
On behalf of Ankur Inc.(a non-profit organization), I would like to thank the "City of Rancho Cordova" for supporting us for our noble cause over the past several years. With your continuous help and support, we are truly encouraged to continue our mission of fostering the skills in the area of arts and culture, hence imparting positivity, harmony and creativity among kids, youth and adults.
In this regard, I would like to bring to your kind attention that in recent times, during the pandemic, we lost a few members who were big sponsors, and as well as our source of funding from a few local sponsors got challenged. Besides that, due to the recent spike in inflation, we are experiencing a significant rise in expenses across all categories. While we will continue reaching other sources (local sponsors, members and corporates), we would like to sincerely request you to please evaluate if a higher amount of grant can be arranged for the upcoming financial year 2022 - 2023. If you require any details to justify this additional funding, we will be happy to provide the details.
Looking forward to your consideration on this request. Thank you once again, in advance! Atanu De
