SUBJECT: NONPROFIT COVID-19 RECOVERY AND SUPPORT

RECOMMENDATION

Receive a presentation from staff and provide input on which grant option is preferred by City Council for the second round of nonprofit COVID-19 grants.

RESULT OF RECOMMENDED ACTION

City staff will take the input provided and create the application materials and process necessary to launch the second round of nonprofit COVID grants.

BACKGROUND

In June of 2021, City Council approved funding from both Measure H and Measure R to be used for nonprofit COVID-19 relief. A pilot program launched in January of 2022 and nonprofits founded in 2021 or earlier who are located in and serve Rancho Corodva residents were eligible to apply. In addition, the nonprofit is required to be in good standing with the California Secretary of State, if required by law, and be a qualified nonprofit with proof of IRS Federal Tax-Exempt status. Lastly, they had to demonstrate that COVID-19 impacted them directly, such as to cover a loss of earnings, a decline in revenue, unexpected expenses to keep operating during the pandemic, or an increase in demand for services. Applicants applied online and City staff reviewed grant applications for completeness and eligibility. Complete and eligible applications were reviewed by a review panel who met to discuss the applications and make a recommendation for funding disposition. In total, 36 grants were provided to Rancho Cordova-based nonprofits in fiscal year 2021/2022, totaling $335,000.

The launch of the second round of nonprofit COVID-19 grants is anticipated in the first quarter of 2023. The focus of the second round is proposed to not be limited to just financial impact and instead will include things such as strengthening nonprofit resiliency, capacity building, and succession planning. According to the National Council of Nonprofits, 92% of nonprofits are small and community-based, serving local needs. The nonprofit COVID-19 recovery and support grants will enrich the fabric of our community by building a stronger nonprofit future in Rancho Cordova.

SUBJECT: DISCUSSION REGARDING THE RANCHO CORDOVA LITTLE

LEAGUE PROJECT

RECOMMENDATION

Receive the presentation regarding the Rancho Cordova Little League Project and provide funding direction to staff on the preferred alternative.

RESULT OF RECOMMENDED ACTION

Council will receive the presentation and provide funding direction on the preferred alternative.

BACKGROUND

The Rancho Cordova Little League Project has been approved as a Legacy Project under the Community Enhancement and Infrastructure Fund (CEIF). The Project includes upgrading the Rancho Cordova Little League facility at Ahlstrom Park and Cordova Lane Center. The City has been working on the design with the Project stakeholders including Rancho Cordova Little League (RCLL), Cordova Recreation and Park District (CRPD) and Folsom Cordova Unified School District (FCUSD). On February 16, 2022, the CRPD Board approved the Project improvements on Ahlstrom Park portion of the Project.

The City Council held a workshop on August 22, 2022 to review CEIF Legacy Projects. During the Little League Project Discussion, the City Council directed Staff to evaluate adding Mitchell Field to the Project. Mitchell Field is located at W.E. Mitchell Middle School which is a FCUSD facility. Staff met with the Project architect, RCLL and FCUSD to discuss improvements to the Mitchell Field. The proposed improvements include:
 Reconditioning the field, including irrigation improvements  New backstop, fencing, dugouts and bull pens
 New scores table
 New bleachers with shade
 ADA parking and path of travel improvements
 Optional Restroom

Page 12 of 29 ends

City Council Staff Report - Page 2 of 2

The cost estimate to complete these improvements is approximately $1.6M (including the restroom cost). Adding these Mitchell Field improvements to the Ahlstrom Project will bring the total Project cost to $14.5M which is a $3.5M funding gap to fully fund the Project. If the City Council would like to proceed with improvements to the existing fields at Ahlstrom Park and Mitchell Field, it would require an appropriation of $3.5M funding towards the Project. The estimated timeline to complete the design, permitting, bidding, and construction for this Project is about two years. The maintenance of the these facilities is the responsibility of the property owners (CRPD and FCUSD) and operator (RCLL). The City does not have any current maintenance obligations at this site. The rough maintenance cost by others would be approximately $50,000.

There have also been discussions on constructing a new Little League facility that can accommodate all RCLL participants at one site. This alternative will require land acquisition of a twelve plus acre site ($5M), environmental review, project design, utility design and construction of a state of the art facility (ranging between $15M to $50M). If the City Council would like to proceed with this alternative, then a viable site would need to be identified and prepare a funding strategy for the large capital investment. Depending on the availability of the land, this alternative could take up to four years to receive environmental clearance, design, permit, bid and construct this facility. The maintenance of a new facility would be the requirement of the City and would be $100,000 for a facility equivalent to fields located at Alhstrom, Cordova Lane, and Mitchell fields.

FISCAL IMPACT AND FUNDING SOURCE

There is currently $11M of funding for this project from the following funding sources:

Community Enhancement & Investment Fund and Park Renovation Fees.

This project is included in the City's current approved FY 2022-23 Capital Improvement Plan.
