Pursuant to California Assembly Bill 361 amending the Ralph M. Brown Act (Govt. Code 54950-54963), the City has declared a state of emergency relating to COVID-19 and imposed measures to promote social distancing.

SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Budge called the Special meeting to order in the American River Room at 1:13 p.m.
Council Members Present: Garrett Gatewood, Siri Pulipati, David Sander (arrived 1:16 p.m.), Donald Terry, and Mayor Linda Budge
Council Members Absent: None
Staff Members Present: Adam Lindgren, Persephonie Riley, Micah Runner, and Kelly Thompson
PUBLIC COMMENT
Mayor Budge stated that public comment would be taken throughout the meeting as topics were discussed.
3. SPECIAL MEETING ITEMS
3.1. Subject: Fiscal Year 2023-25 Budget Kickoff and Major Project Discussion.
Recommendation: Receive presentation and provide direction.

ACTION: Input was received regarding Fiscal Year 2023-25 Budget Kickoff and Major Project Discussion. Council Member Pulipati did not participate in the CHIPS Act portion of the Special meeting due to a potential conflict of interest.
4. ADJOURNMENT
Mayor Budge adjourned the meeting at 5:30 p.m.
