SUBJECT: CITY MANAGER'S PROPOSED FISCAL YEAR 2023-25 OPERATING BUDGET AND 2023-28 CAPITAL IMPROVEMENT PLAN
RECOMMENDATION
Receive presentation and provide direction on the City Manager’s Proposed Fiscal Year 2023- 25 Operating Budget and 2023-28 Capital Improvement Plan.
RESULT OF RECOMMENDED ACTION
The purpose of the budget work session is to provide the City Council with the opportunity to provide direction to staff before the City Manager’s Proposed Fiscal Year 2023-25 Operating Budget and 2023-28 Capital Improvement Plan is finalized for adoption.
BACKGROUND
The 2023-25 budget process began in January with staff discussions about upcoming projects and needs that were anticipated during the next two-year budget. On January 24 and 25, 2023, the City Council held budget visioning sessions where they received a report about the state of the City’s finances and major factors impacting the next two-year budget. At this meeting, the City Council provided direction on the priorities and projects that they wanted included in the next two-year budget. Staff then followed up with a half-day budget workshop in February to begin to incorporate this direction into the workplan for the next two years. This budget aligns resources to ensure that continuing focus on maintaining and achieving these identified priorities is at the forefront of all department operations. Prior to finalizing the recommended budget, staff would like to update the City Council on the City’s revenue and expenditure projections for the next two fiscal years and highlight key initiatives and work programs that are included in the budget work plan.
The budget is scheduled for adoption at the City Council meeting on June 5, 2023. The Fiscal Year 2023-25 proposed budget will be available once again in an electronic format that enables simple online navigation and the ability for interactive exploration of the City’s budget. This interactive online format provides for easier exploration of the City's budget and a walk through of the online budget book will occur during the budget work session.
