Vice Mayor Sander called the Special meeting to order in the American River Room at 2:11 p.m.
Council Members Present: Garrett Gatewood, Siri Pulipati, David Sander, Donald Terry, and Mayor Linda Budge (2:31 p.m.)
Council Members Absent: None
Staff Members Present: Haley Arata, Stacy Leitner, Adam Lindgren, Persephonie Riley, and Micah Runner
