Written comments received no later than 2:00 p.m. will be distributed to the Council, filed in the record, and will not be read aloud. All comments submitted later than 2:00 p.m. will be distributed to the Council.

AGENDA
1. SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Council Members Garrett Gatewood, Siri Pulipati, David Sander, Donald Terry, and Mayor Linda Budge.
2. PUBLIC COMMENT
At a special meeting, citizens wishing to address the Council for any matter on the agenda may do so at the time the matter is discussed. Under the provisions of the California Government Code, the City Council is prohibited from discussing or taking action on any item not on the agenda.
3. PUBLIC HEARING ITEMS
3.1. Subject: Public Hearing on Draft Council District and Boundary Maps.
Recommendation: 1. Provide further discussion and direction to staff and consultant related to the number of districts.
2. Conduct the public hearing, receive public comments, provide feedback to the demographic consultant and staff regarding the draft Council District boundary maps, and consider designating a preferred map for inclusion in the ordinance that is to be drafted and brought to the Council for possible introduction at the public hearing on this topic on September 18, 2023.
3. Provide further discussion and direction to staff and consultant whether or not to transition from an appointed Mayor to a directly elected Mayor.
3.2. Subject: Update on Ordinance Adding Chapter 16.96 Floodplain Management Ordinance; and Amending Title 3 Revenue and Taxation, Chapter 3.60 Purchasing System, Chapter 3.70 Informal Bidding Procedures; Title 6 Health and Sanitation, Chapter 6.20 Solid Waste Management, Chapter 6.21 Business and Multifamily Recycling and Organics Recycling; Title 10 Vehicles and Traffic; Title 12 Streets and Sidewalks; Title 15 Water and Sewers, Chapter
15.10 Storm Drainage Fee, Chapter 15.12 Stormwater Management and Discharge Control; Title 16 Buildings and Construction, Chapter 16.44 Land Grading and Erosion Control, Chapter 16.84 Development Impact Fees to Finance the Cost of Transportation Facilities.
Recommendation: Receive update and continue the item to the September 5, 2023 City Council Meeting.
4. ADJOURN TO CLOSED SESSION
Mayor Budge will adjourn the meeting to closed session.
