SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Budge called the Special meeting to order in the David B. Roberts Council Chambers at 5:35 p.m.
Council Members Present: Garrett Gatewood, Siri Pulipati, David Sander, Donald Terry, and Mayor Linda Budge
Council Members Absent: None
Staff Members Present: Stacy Leitner, Adam Lindgren, Persephonie Riley, and Micah Runner
2. PUBLIC COMMENT
The City Clerk stated that public comment would be taken at the time the items were heard.
PUBLIC HEARING ITEMS
3.1. Subject: Public Hearing on Draft Council District and Boundary Maps.
Recommendation: 1. Provide further discussion and direction to staff and consultant related to the number of districts.
2. Conduct the public hearing, receive public comments, provide feedback to the demographic consultant and staff regarding the draft Council District boundary maps, and consider designating a preferred map for inclusion in the ordinance that is to be drafted and brought to the Council for possible introduction at the public hearing on this topic on September 18, 2023

ACTION: Staff was given direction narrow the list of draft maps under consideration from the initial twenty to three five district maps: Map 508b (revised version of Map 508), Map 511, Map 516b (revised version of Map 516) as focus maps.
3.2. Subject: Update on Ordinance Adding Chapter 16.96 Floodplain Management Ordinance; and Amending Title 3 Revenue and Taxation, Chapter 3.60 Purchasing System, Chapter 3.70 Informal Bidding Procedures; Title 6 Health and Sanitation, Chapter 6.20 Solid Waste Management, Chapter 6.21 Business and Multifamily Recycling and Organics Recycling; Title 10 Vehicles and Traffic; Title 12 Streets and Sidewalks; Title 15 Water and Sewers, Chapter 15.10 Storm Drainage Fee, Chapter
15.12 Stormwater Management and Discharge Control; Title 16 Buildings and Construction, Chapter 16.44 Land Grading and Erosion Control, Chapter 16.84 Development Impact Fees to Finance the Cost of Transportation Facilities.
Recommendation: Receive update and continue the item to the September 5, 2023 City Council Meeting.

Motion passed with a 4:0 vote.
