MEMORANDUM

City Council Staff Report - Page 1 of 2

ITEM 19.2.

DATE: September 5, 2023

TO: Honorable Mayor and Council Members

FROM: Kim Juran, Administrative Services Director

SUBJECT: PRESENTATION OF AMERICAN RESCUE PLAN ACT (ARPA)

COMMUNITY SURVEY RESULTS AND DISCUSSION OF

COMMUNITY PROJECT IDEAS

RECOMMENDATION

Receive presentation and provide input.

RESULT OF RECOMMENDED ACTION

Receiving the presentation would inform the City Council on the results of the ARPA community survey conducted in May 2023 and provide an opportunity for feedback on some of the proposed project ideas.

BACKGROUND

On May 10, 2021, the U.S. Department of the Treasury announced the launch of the Coronavirus State and Local Fiscal Recovery Funds, established by the American Rescue Plan Act of 2021 (ARPA), to provide $350 billion in emergency funding for state, local, territorial, and Tribal governments. The Treasury also released guidance on the ways funds can be used to respond to acute pandemic-response needs, fill revenue shortfalls among state and local governments, and support the communities and populations hit hardest by the COVID-19 crisis.

The City of Rancho Cordova's total allocation is $15,588,333. These funds can be used for costs incurred beginning March 3, 2021. Plans for the use of the ARPA funds must be finalized by the end of 2024 and all funds must be expended by the end of 2026.

The City Council approved an initial allocation of ARPA funds in June 2022. Of this allocation, $2.5 million was set aside for investment in neighborhoods disproportionately impacted by the COVID-19 pandemic (defined to be neighborhoods in the Qualified Census Tract) to promote improved health outcomes based on a community input process. In May 2023, the City initiated a survey conducted via text message to residents residing in the City's Qualified Census Tract requesting their input on identifying needs in the neighborhood and soliciting potential project ideas. The City received 298 responses to the survey (7% response rate), a response rate that is higher than the 4% average that is typically seen with similar surveys. Attachment 1 to the staff report lists the four questions asked in the survey and the responses received. Questions one and two were multiple choice/ranking and were able to be further categorized by neighborhood of residence, while questions three and four were open-ended and solicited

Page 676 of 708 ends

City Council Staff Report - Page 2 of 2

unfiltered responses.

Since receiving the survey results, a cross-departmental working group of City staff met to review the results and develop a list of project ideas that address some of the issues/concerns and project ideas provided in the survey. The survey questions and responses are included as Attachment 1 to the staff report. The presentation included as Attachment 2 walks through the ARPA survey results and some of the project ideas developed by the internal working group.

Staff is interested in receiving input and feedback on the projects ideas and next steps in the process.

FISCAL IMPACT AND FUNDING SOURCE

No Fiscal Impact. This will be a discussion only on the survey results and potential project ideas for the use of $2.5 million in ARPA funds.

Responses summarized by Category/Theme
Play area for kids. Walking trail. Community garden.

Replacing current landscaping with native plants.

Small dog park …
Start a community garden with fresh fruits and vegetables and can teach people how to do this at home as well Neighborhood engagement
Do a meet the community night with pizza, jump houses, maybe movie in the park.

Other
Do something great at the 4th of July event that expresses gratitude to our police. Make Rancho the place cops want to serve.

Get rid of the scumbags
Help in home Daycares that rent properties to improve their homes to improve their businesses.

Help me open WOOF! For daycare and boarding of pups in our area I am not sure Rancho has a Library or not , but I would like to see a Libray in Rancho Cordova! Maybe build a boys and girls club,or help apartment owners (Stu Fretz) fix his roofs,he lost over 100k from Covid and storms. At Mills Tower apartments 916-910-8983
Nothing specific.

Pay public transportation workers more! They provide a very valuable service.

Sun covers for play areas in parks
Utilize existing incentives for solar panels and pay the difference for seniors. This would free up money for their basic needs.

What project costs under ten thousand these days?

Public Safety
Clean up the McDonald’s parking lot and Shell gas parking lot. Lots of drug dealing. Zinfandel and White Rock Road.

I love Rancho Cordova and I would love to see more visible police presence in the residential areas. Thanks.

Make our bike trail safe for the residents of Rancho Cordova Mobile police camera stand, whatever the white thing with wheels and blue beeping/ multiple mounted cameras.

Or $10k of police patrol. There has been 4 shootings in my neighborhood in the past 2.5 years I've lived here.

More officers visible so petty theft doesn't fall by the wayside near schools put police to write tickets to all the jay walking parents and students cutting between cars.

Porch pirates are a major problems in RC. Have Fed Ex deliver dummy packages with GPS inside of computer, or whatever so you can find the merchandise and prosecute the thieves. The more merchandise they have the longer they stay in jail.

Replace traffic cameras with police officers
Stop porch priates. Maybe drones that follow amazon drivers incognito in different areas just like the crooks do on a rotation.

Shopping & Entertainment

1.all year Attraction park for kids. 2.Zip line park 3.botanical gardens with flowers, butterflies, waterfalls and ponds with fishes
all year Attraction park for kids
Community farmers market
Have a farmers market. Create or introduce more remote jobs that are a good fit with people who have a hard time finding work without enough experience.

Provide a location where street vendors can sell their products. This benefits community’s as well propaganda for the businesses. Host once a month or I. The weekend something similar to the farmers market on sunrise and Folsom blvd

small grocery store closer to light rail maybe a Dog park We need a Bowling alley with kids game and adult games and sports bar.

Zip line park
Sidewalk Maintenance
Add trash cans along sidewalk so people don’t throw their trash and dog poop bags everywhere.

Buy a street sweeper for sidewalks on Folsom Blvd and Olson Dr. Routinely lists of broken glass bottles.

Recurring.

They could repair the damage sidewalks
Street Lighting

1. Install street lights in the Meadows area because we have NONE currently. 2. Install speed bumps in the intersections which would deter late night drivers who want to “do donuts “ while citizens try to sleep. 3. Trash should be picked up at least weekly between Zinfandel Drive and Mather Field Road on Hwy 50. The trash is disgusting and looks like we live in the slums. 4. I love Rancho Cordova and I would love to see more visible police presence in the residential areas. Thanks.

I live on Laurelhurst Dr. In a duplex going towards white rock we need more lights on our block it’s pitch black I can’t water my grass with just my porch light or when I park on the street can’t see if someone is walking up on me

Plant trees and repair the sidewalks and potholes
Research how to better improve roadway surfaces(so new pot holes don’t appear each month) and update street sweeping schedules so that they can be swept weekly. or add a light near costco entrance relocate the meat processing plant ( it stinks bad)
Street sweeping. There is so much glass everywhere.

Traffic
2 more stop signs on Mills Park drive so residents can safely cross the street and cars from side streets can safely enter Mills Park Drive.

Add cameras to the Matter Field Rd exit intersections, which commonly have people running red lights and causing accidents.

Add physical separation for bike lines with bollards on Zinfandel Add speed undulations on Portsmouth Drive to cut down on the speeding.

Adding more speed tables in neighborhoods specifically (White Rock/ Portsmouth Drive) better yet install cameras to monitor activities like near apartments n local shopping areas in public areas to deter crime. Breaking into cars n apartments as we know does happen sadly terrifying Enforce traffic laws in neighborhoods and around schools when classes are getting out Install speed bumps in the intersections which would deter late night drivers who want to “do donuts “ while citizens try to sleep.

More speed bumps. We are next to a 25 mile turn and cars are constantly coming around the corners at high speed. There has been several accidents. Not safe and children walk this way to get to the nearby school put in speed bumps

Beautification
Clean up litter!
Clean up the areas around/close to Folsom boulevard. Do something to address the homeless that camp in parks and near Highway 50.

Clean up the streets and encourage people to do the same n Continue to improve Folsom Blvd
Create low cost studio spaces for artists and other creatives. Have community mural projects.

Grants to owners of 30 yr old houses to provide updates/improvements to prevent slums from forming Help homeowners make outside home improvements. Landscaping, painting, repairs.

I have lived in cordova villa 40 years it's came a long ways that ramp across HY 50 On Mather field rd Has been the same for years neglect is more like it up grade that and then you will see other improvements you should make. I like Rancho thank you Vietnam Vet
Code Enforcement
Better enforcement by code enforcement of parking codes. Almost daily I see people out and about with vehicles with tags well over a year expired. Also, commercial trucks keep parking in residential areas on the weekends when they know they will not be ticketed.

Code enforcement on the streets
Excessive noise from modified vehicles is seriously impacting the quality of life in Rancho Cordova. Dozens of times my neighbors and I have expressed concerns about this, but the city refuses to do anything meaningful.

Focus effort on the Folsom/Sunrise corridor
Keeping residents lawns cut more to make the niebor more presided Limits on noise.

Maybe be more proactive with code enforcement. I see run down cars and crap on the streets all the time. But nothing is ever done.

More code unforced
Quit allowing residents to park on their lawns and work on cars and blocking fire hydrants Homeless

Address the homeless issues. Our city is becoming undesirable. There are tents in our community parks where the children go to play. It may be unsafe due to possible mental illness Clean out the homeless & more police to deal with the vagrants, vandals, and criminals.

Clean up the homelessness. We are better than this. It’s not safe for the homeless, other residents of the city.

And, we all deserve better. ❤️❤️❤️
Cleaning up the homelessness
Enforce the existing laws.. no homeless people living in the parks ..better restrooms in our parks , better maitenance . Thank You
Fix lights/potholes. Lot of homeless people as well, so should probably figure that out. get rid of the homeless one by one
Get rid of the homeless.

Get the homeless campers off the parkway and out of the parking lots of local businesses.

Have affordable housing for the homeless. Landlords should not be able to raise the rent without improvements to our homes put a cap on how much they can raise it
Helping homeless out of the streets
Homeless camps and crime rates have gotten worse since Covid Homeless services. Lots of service referrals but NO actual permanent assistance, esp for shelters and housing.

Homeless situation, need more mental health treatment facilities Homelessness and drug addiction had been major issues as of late. I had to quit working at Amtrak because it became a homeless camp. California's economy needs to stop forcing people to fall off like that. We all need to be better.

Housing the homeless
I think you all do a wonderful job but we do have a homeless problem that needs more work.

Need to help the homeless
Remove homeless next to 99 cent store
Remove the transients!
Shelter to house the homeless... Closer bus stops.

Stop worrying about people’s dead lawn and focus on homeless mental health issues Tired of the homeless having more freedoms than normal citizens.

Too many homeless people staying in the car in rancho streets and they leave their trash in the street ! Find a solution for that please
Low Income Housing
Lower rent
Purchasing and rehabilitating homes to get people off the streets and out of our neighborhoods and business areas
There's a big project in rancho Cordova make competition for land barons and what the United States did to combat the great depression build public housing for the minority that is our duty as U. S. Americans to fight for the minority . Our children witness what a lousy job we're doing to see people poor living on the streets yes we give them food but they can freeze the death in the dirt it's disgusting it's exactly what the Nazi party did in Germany and they paid for it in the Nuremberg trials straighten up City fathers I might be the one prosecuting you for the improper procedure of public authority and for per verification to your oath as a fiduciary duty in federal court violation of due process is 7 years in prison
Neighborhood Amenities
"More security" is not needed. There's already a ton of police/security in Rancho and they do not reduce crime or increase safety. Focus on implementing projects that create safer neighborhoods that is used by all, rather than installing cameras/police beacons or funding that doesn't not actually improve the community. Public funds need to be used on public amenities, safety, and health.

Keep doing what you've been doing Consider starting some neighborhood gardens to help educate children, provide healthy food for participants, clean up vacant lots, and bring the community together by working together.

What a wonderful idea!
More dog parks
More parks toddler friendly
More trees!
Native plants in parks and landscaping
No car areas with parks attached.

Plant fruit trees all around town!

A hospitol kaiser in rancho near the kaiser on international All lives matter. Stop focusing on mostly one skin color.

Develop bike paths from populated areas into business districts that insure bikers can have a safe commute Do not build the community center ariss from the Mather station. We already have people setting up camp at FLC. It will happen there too. My house value will decrease. There has to be something better.

Do something about the people at residential hotels
Don’t let people abuse government aid. ie-don’t give money to people for having babies and let them spend it on drugs and alcohol
Don't know at this time.

Easy DI transportation for wheelchairs. Paratransit needs1 day notice. It’s harder to travel at night. Hard to see.

No Uber etc to pick you up.

Everything you listed are cosmetic changes, we need to think deeper and give help to the families and individuals who are most in need. Nicer sidewalks are not going to improve lives much. Help those who are really struggling.

Firebudge
Food, clothes & shelter voucher for those in need. Thank you Get rid of section 8 apartments
government totally sucks
Help those in need. Support community...all of it...housed, lgbt, asain, black, unhoused, dog owners, cat owners... instead of taking away people's things and making them "move" help them... where can they live peacefully?
I feel the city is doing a very good job!
I live in the Lincoln Village Neighborhood, and it's very nice. Quiet, very little crime I'm aware of. We could use a fire hydrant on my street, as I don't see any around me.

Thank you!
Too many liquor stores in neighborhoods. is it really necessary to have a liquor store every 1000 ft? I realize many of them are probably grandfathered in, but in my opinion, that is the biggest blight of Rancho Cordova.

WE LOVE LIVING IN RANCHO! Best city EVER!!!
You are doing a good job.

Public Safety
"More security" is not needed. There's already a ton of police/security in Rancho and they do not reduce crime or increase safety. Focus on implementing projects that create safer neighborhoods that is used by all, rather than installing cameras/police beacons or funding that doesn't not actually improve the community. Public funds need to be used on public amenities, safety, and health.

Assist with doing away with community mailboxes that are being broken into and the PO will not assist residents at all.

Better police response time. Recently had am issue of someone sitting in front of the house and drinking.

Response time was ridiculous and the person left, putting other people at risk.

Have a small police neighborhood station so that will weed out the people trying to do criminal activities or more churches
Have the police actually do there jobs and show up in a timely manner instead of never coming.

I love how our police department responds to crime. Lets keep keeping our police officers visible to send msg "follow the law" or get out.

Improve response time for police calls (emergency and non-emergency).

Improve training for RCPD
Make bike lanes safe, add security cameras and security personnel to drive through once in a while More cops, more cops, and more cops
More officers so petty crimes fall through the cracks. Hard working families deserve to have their assets protected from lowlives stealing!
More park safety
More police
More police sightings
More security
Provide local security for businesses in high theft areas Stop the illegal fireworks. We don't know if it's gun shots or not. Cops don't issue any citations on the 4th at west LA Loma and Folsom. I'm a Vietnam veteran it brings back really bad memories and my service dog 🐕🐕🐕🐕🐕 goes crazy. All my neighbors have dogs are upset but the police do care.

Take care of the people on drugs in the shopping centers near the light rail. They do drugs in the parking lots in broad daylight
We need more policing, and Rancho needs to do something about the homeless people hanging around businesses. I can't even put air in my tires, because there is always a homeless person, or several, hanging around the gas stations. I don't feel safe doing basic things in my own city.

Yeah, reduce crime. This place is a hot bed for it. Second, get the community involved in ways to make a difference. That's how it starts...

Community Center. Thanks for asking for my suggestions. Kim GOLDSWORTHY.

I always wished we had better coffee shops in town, something besides Starbucks. Excited that Sprouts came to Rancho, wish we had a Trader Joe's as well. We always prefer spending money at small shops instead of big box stores.

Improve the maintenance of parks and encourage a Trader Joe’s to move into the area.

We need more restaurants like Citrus Heights and Folsom.

Street Lighting
Better lighting,better streets,nicer parks
Install street lights Speed bumps More police presence
Just need more street lights
Lights, lights and lights
Our neighborhood is pretty nice and people keep it that way. There are a few that don’t care and it would be nice to find incentive for them to change that. Street lighting would help improve safety and add character. Having some smaller businesses and working with existing ones to appeal more would be great. We don’t need another Starbucks or Dutch bros., places people can just go and be together would be great. Really focus on community! Seriously though, street lights are something that make the community of available in the evenings and nights.

So many people walk and bike to work, so many kids play outside, having working street lights in our neighborhoods would mean safety and comfort for everyone. I don't feel comfortable with the cameras watching our streets, police cameras are up there and we're spending so much money on keeping them going while we sit in the dark. Unbelievable!
Street Lights
Traffic

1. Change the lights on Coloma so you can drive through intersections without having to stop at every one of them. 2. Change the light on Mather (by 7/11) so more than 3 cars may turn on the arrow. 3. Ticket parents and children who don't cross at crosswalks or corners near the schools. 4. Remove the stop light for an apartment building on Folsom. There is a corner and light nearby. 5 Ticket or confiscate the bikes of those who drive against traffic. 6. Lower speed bumps so drivers can safely drive the speed limit.

1. Evaluate current traffic patterns in high-use areas. It’s become very difficult to safely get in and out of Target shopping area and traffic is often backed up for several blocks. 2. Be more aware of likely residential considerations when approving large industrial-heavy construction projects, such as the air and environmental impacts it will have on current and future residents. I’m especially thinking of the area near the new Sprouts.

Controlling speed limits in neighborhoods. People are driving too fast around children.

Question 4
Any other comments or suggestions about how the City of Rancho Cordova could help make your neighborhood better for you and other residents?
Responses summarized by Category/Theme
Do not move forward on the project next to the community College until traffic flow has been improved by a mass transit overpass over Mather Field Rd. Plus installing sound barriers to prevent concert noise and large events noise from invading our neighborhood. We will also need to have gated access to our community to keep our neighborhood from becoming a through fare as the congestion expands.

I live on El mercado drive and we do not have a traffic barrier even though all the other streets around here do, be nice we can have one here
Just the speed bump. Croydon just off Mather, people speed down this road. Especially rush hour lower the speed bumps so it you don't ruin the alignment of everyone's car even More police to address speeding cars and cars that don't stop at stop signs.

More speedbumbs near Cordova Meadows and the whole surrounding neighborhood Please add more speed bumps. We are tired of people speeding down our streets when kids are out playing Speed bumps and lighting to feel safer and safer to cross the street Speed bumps needed on La Loma next to the school. There are no street lamps in the area either Speed bumps to protect dogs. and maybe deter late night street racers.more cops. Scavengers are going through my trash cans late at night on Olsen drive.

Speed humps that actually slow traffic. The one on Olson Dr between Hunt and Grayson does not slow down cars and is a danger
We @ California Jazz, need speed bumps placed on Reserve drive to stop cars racing, donuts, it's just a matter of time before they go into someone's home possibility injuring or killing people inside.

Street Maintenance
Better lighting,better streets,nicer parks
Just maintain the roads better. Thank you
More frequent street sweeps
Streets need cleaned weekly.

Tell us the days our particular street will be swept.

The roads are in dire need of fixing/major face lift
