SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Budge called the Special meeting to order in the David B. Roberts Council Chambers at 5:34 p.m.
Council Members Present: Garrett Gatewood, Siri Pulipati, David Sander, Donald Terry, and Mayor Linda Budge
Council Members Absent: None
Staff Members Present: Stacy Leitner, Adam Lindgren, Persephonie Riley, and Micah Runner
2. PUBLIC COMMENT
Mayor Budge opened the public comment period. The following individuals addressed the Council or submitted public comment via email:

Mayor Budge closed the public comment period.
3. SPECIAL MEETING ITEM
3.1. Subject: Cure and Correction of Alleged Brown Act Violation Relating to Council Selection of the 2024 Mayor and Vice Mayor.
Recommendation: Staff recommends that the City Council takes the following actions at the December 6, 2023 meeting:

(1) Receive Staff Report
(2) Receive public comment.
(3) Motion declaring the City Council's intention to cure the alleged Brown Act violation on item 19.4 of the November 6, 2023 City Council meeting, and committing that the City Council will cease and desist from and not repeat the challenged past actions (4) Motion to rescind all actions taken on item 19.4 of the November 6, 2023 City Council meeting.
(5) Motion directing staff to respond to the December 4, 2023 demand in writing that the alleged violation has been cured and corrected.
(6) Motion to select the 2024 Mayor and Vice Mayor.

Mayor Budge closed the public comment period
ACTION: Motion to declare the City Council's intention to cure the alleged Brown Act violation on item 19.4 of the November 6, 2023 City Council meeting, and committing that the City Council will cease and desist from and not repeat the challenged past actions and to rescind all actions taken on item 19.4 of the November 6, 2023 City Council meeting by Terry second by Pulipati;
Motion passed with a 5:0 vote.
ACTION: Motion to direct staff to respond to the December 4, 2023 demand in writing that the alleged violation has been cured and corrected by Sander second by Terry;
Motion passed with a 5:0 vote.
ACTION: Motion to appoint Siri Pulipati as Vice Mayor and David Sander as Mayor in 2024 by Budge second by Terry;
Motion passed with a 5:0 vote.
SPECIAL CEREMONIES - SWEAR IN MAYOR AND VICE MAYOR
