Public Comment
Members of the public who wish to address the City Council may do so in person during the meeting by completing and submitting a Speaker Card to the City Clerk.
Members of the public who wish to provide public comment via email will need to submit comments to [email protected] no later than 2:00 p.m. on Tuesday, April 2, 2024. Written comments received no later than 2:00 p.m. will be distributed to the Council, filed in the record, and will not be read aloud. All comments submitted later than 2:00 p.m. will be distributed to the Council.

6. PUBLIC COMMENT
Members of the public wishing to address the Council for any matter not on the agenda may do so at this time by completing and submitting a Speaker Card to the City Clerk.
For items on the agenda, speakers will be called by the Mayor at the point on the agenda when the item will be heard. Speakers are encouraged to keep comments to three minutes or less and to state name and community of residence.
Under the provisions of the California Government Code, the City Council is prohibited from discussing or taking immediate action on any item not on the agenda unless it can be demonstrated to be of an emergency nature or the need to take immediate action arose after the posting of the agenda.

9.1. Subject: Meeting Minutes from the Regular City Council Meeting of March 18, 2024, and the Special Meeting of March 21, 2024.
Recommendation: Adopt the minutes.
9.2. Subject: A Resolution Authorizing the City Manager to Execute Contract Amendment No. 2021-284-1 with Sacramento Splash to Extend the Contract Term from June 30, 2024, to June 30, 2026, which would Result in an Increase to the Contract Amount from $120,000 to an Amount not to Exceed $202,400 for Stormwater Outreach Services.
Recommendation: Adopt the Resolution.
9.3. Subject: A Resolution Authorizing the City Manager to Execute Contract Amendment No. 53- 2019-2 with MCE Corporation to Extend the Contract Term from June 30, 2024, to June 30, Rancho Cordova City Council - AGENDA

2027, Resulting in an Increase to the Contract Amount from $4,475,000 to an Amount not to Exceed $6,612,000 for Citywide Operations and Maintenance Support Services.

9.4. Subject: A Resolution Increasing the Annual Stormwater Utility Fee (SWU2) for Fiscal Year 2024-2025.
Recommendation: Adopt the Resolution.
9.5. Subject: A Resolution Approving the Rate and Method of Apportionment of Special Taxes Within Improvement Areas to be Annexed into the City of Rancho Cordova The Ranch Community Facilities District No. 2021-1.
Recommendation: Adopt the Resolution.
9.6. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2024-43 with Pacific States Environmental Contractors, Inc. in an Amount not to Exceed $1,034,565 for the Soil Remediation Project Construction at 10153-10179 Folsom Boulevard.
Recommendation: Adopt the Resolution.
9.7. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2024-39 with Tetra Tech, Inc. in an Amount not to Exceed $738,900.68 to Provide the Environmental Engineering Services for the Soil Remediation Project Construction at 10153-10179 Folsom Boulevard.
Recommendation: Adopt the Resolution.
10. CONSENT PUBLIC HEARING ITEMS - ROLL CALL VOTE
10.1. Subject: An Ordinance of the City Council of the City of Rancho Cordova for the Second Amendment to the Development Agreement Between the City of Rancho Cordova and Cresleigh Homes Corporation Relative to the Sunridge Lot J Project.
Recommendation: Waive the first reading and introduce the Ordinance.

Recommendation: Staff to introduce and provide an update on the Fiscal Year 2024-2025 Community Enhancement & Investment Fund grant applications received for Council consideration.
