Public Comment
Members of the public who wish to address the City Council may do so in person during the meeting by completing and submitting a Speaker Card to the City Clerk.
Members of the public who wish to provide public comment via email will need to submit comments to [email protected] no later than 2:00 p.m. on Monday, June 17, 2024. Written comments received no later than 2:00 p.m. will be distributed to the Council, filed in the record, and will not be read aloud. All comments submitted later than 2:00 p.m. will be distributed to the Council.

Members of the public wishing to address the Council for any matter not on the agenda may do so at this time by completing and submitting a Speaker Card to the City Clerk.

Under the provisions of the California Government Code, the City Council is prohibited from discussing or taking immediate action on any item not on the agenda unless it can be demonstrated to be of an emergency nature or the need to take immediate action arose after the posting of the agenda.

9.1. Subject: Meeting Minutes from the Special City Council meeting of May 28, 2024, and the Regular City Council Meeting of June 3, 2024.
Recommendation: Adopt the minutes.
9.2. Subject: A Resolution Authorizing the City Manager to Approve the Final Map of Arista Del Sol Phase 2, Subdivision No. FM-2019-001-10 and Execute Subdivision Improvement Agreement Contract No. 2024-63 with Woodside 05N, L.P.
Recommendation: Adopt the Resolution.
9.3. Subject: A Resolution of the City Council of the City of Rancho Cordova Declaring its Intention to Transfer Delinquent Refuse Service Charges to the Property Tax Rolls and to Set a Public Hearing for the Same.
Recommendation: Adopt the Resolution.
9.4. Subject: A Resolution Determining the Special Tax Levy and Authorizing the Levy of Special Taxes for Police Protection Services within the Rancho Cordova Special Police Tax Area for Fiscal Year 2024-25.

9.5. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2024-75 for Outreach and Navigation Services and Transitional House Management and Wraparound Services Between the City of Rancho Cordova and City Net in an Amount not to Exceed $370,200.
Recommendation: Adopt the Resolution.
9.6. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2024-60, a Memorandum of Understanding for Probation Services Between the City of Rancho Cordova and the County of Sacramento in an Amount not to Exceed $900,000.
Recommendation: Adopt the Resolution.
9.7. Subject: A Resolution Approving the Final Map of Bradshaw Village Parc, Subdivision No.
FM-2019-003-01, and Authorizing the City Manager to Execute Subdivision Improvement Agreement Contract No. 2024-070 with KB Homes Sacramento, Inc.
Recommendation: Adopt the Resolution.
9.8. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2021-270-3 with the Sacramento County District Attorney's Office in an Amount not to Exceed $178,963 for Community Prosecution Program Services through June 30, 2025.
Recommendation: Adopt the Resolution.
9.9. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2024-82 in an Amount not to Exceed $10,520,105.00 with McGuire & Hester, Inc. to Construct Phase 2 of the Sunrise Boulevard Rehabilitation Project.
Recommendation: Adopt the Resolution.
9.10. Subject: A Resolution Authorizing the City Manager to Execute Contract Amendment No. 2021-299-04 to Increase the Contract Amount by $48,590.00 to an Amount not to Exceed $443,768.00 with Wood Rodgers Inc. for Engineering Design and Right of Way Acquisition Support Services for the White Rock Road Phase 3 - 0.5 Mile East of Rancho Cordova Parkway to the City Limits Project.
Recommendation: Adopt the Resolution.
9.11. Subject: A Resolution Adopting the Appropriations Limit for Fiscal Year 2024-25.
Recommendation: Adopt the Resolution.
9.12. Subject: A Resolution Authorizing Execution of an Option Agreement with Mercy Housing California for the Property at the Southeast Corner of Bleckely Street and Schirra Avenue, a Portion of APN 067-0010-093, for the Mather Veterans Village Phase 4 Multifamily Housing Project for Homeless Veterans.
Recommendation: Adopt the Resolution.

Subject: An Urgency Ordinance of the City Council of the City of Rancho Cordova Extending a Temporary Moratorium for One Year on the Establishment, Expansion, or Modification of Uses in the Villages of Zinfandel Special Planning Area Designated Therein as M-1 (Light Industrial) and MP (Office Industrial Park) Zones, Except for those Uses Allowed by Rancho Cordova City Council - AMENDED AGENDA

Ordinance No. 13-2023, Including Indoor Auto Storage and Office Uses and Accessory Uses Permitted by Ordinance No. 13-2023.
Recommendation: Adopt the Urgency Ordinance extending the temporary moratorium for one year on the establishment, expansion, or modification of uses in the Villages of Zinfandel Special Planning Area Designated Therein as M-1 (Light Industrial) and MP (Office Industrial Park) Zones, except those uses allowed by Ordinance No. 13-2023, including indoor auto storage and office uses and accessory uses permitted by Ordinance No. 13-2023.

12.1. Subject: A Resolution Approving Fiscal Year 2024-25 Community Grants, Legacy Fund, and Programs and Initiatives to be Funded from the Measure H/Community Enhancement & Investment Fund.
Recommendation: Receive presentation and adopt the Resolution.
12.2. Subject: Appointment of Real Property Negotiators City Manager Micah Runner and City Attorney Adam U. Lindgren, for the Following Property and Assessor's Parcel Numbers (APNs): 10801 N. Mather Boulevard, Rancho Cordova, CA, 072-2360-028-0000, 072-2360- 029-0000, 072-2360-030-0000.
Recommendation: Approve appointment of Real Property Negotiators.
