MEMORANDUM

City Council Staff Report - Page 1 of 1

ITEM 3.1.

DATE: June 25, 2024

TO: Honorable Mayor and Council Members

FROM: Kim Juran, Administrative Services Director
Randi Kay Stephens, Management Analyst II

SUBJECT: COMMUNITY ENHANCEMENT & INVESTMENT FUND GRANT

PROCESS POLICY DISCUSSION AND LEGACY PROJECT UPDATE

RECOMMENDATION

Receive presentation and provide direction.

RESULT OF RECOMMENDED ACTION

Staff would obtain direction to plan and implement Council's desired grantmaking program.

BACKGROUND

Since Fiscal Year 2015-16, the City's Community Enhancement & Investment Fund (CEIF) has been providing grants to individuals, organizations, businesses and community partners who are interested in enhancing the Rancho Cordova community through arts, culture, history, entertainment and sports; education; and other projects. The most recent Fiscal Year 2024-25 grant cycle, which was approved on June 17, 2024, marked the tenth year of CEIF grantmaking in the community. Over these ten years, nearly 600 grants totaling just under $25 Million have been provided to the community. This ten-year anniversary also marks an opportune time to reflect on the CEIF grant process and discuss potential opportunities for further refinement and improvement.

During the most recent grant process, City Council and staff raised a number of policy-related considerations that warrant further discussion. This work session is intended to serve as the start of this discussion and an opportunity for feedback and potential changes to future grant cycles.

FISCAL IMPACT AND FUNDING SOURCE

There is no fiscal impact.

4 CEIF Grant Evaluation Criteria
Leverage
• Consideration is given to projects that
make use of existing funding, resources,
and partnerships to further embolden
delivery of these services to enhance
scope and outcomes.

Return on Investment
• Consideration is also given to projects
that provide greater community
benefits and economic value compared
with their associated costs. This includes
creating new jobs, business growth,
increased revenue, benefit to the
community, etc.

Capacity
• Projects will be deemed impractical
without a project team. Either an
individual or organization must be able
to demonstrate capacity to carry out the
project.

Project Goals and Metrics
• The project applicant/team must clearly
define and state their goals and outline
the metrics by which progress in
reaching goals can be assessed.

Timeline
• The project applicant/team must also
develop a timeline for meeting the
project goals to ensure the project can
be accomplished within a finite period
(July 1 – June 30).

Adaptability
• The project/program is designed in a
way that it can operate during the fiscal
year under uncertainty.

6 Policy Considerations
Multi-year grant requests and/or reoccurring grantees accounted for nearly 85% of all grant awards in FY 24-25, leaving less funding for new grantees and ideas.
• Should the grant criteria be revised to limit the number of multi-y ear or reoccurring grant recipients? Current process allows grantees to request any amount without providing parameters which can result in dramatically different requests for similar activities. • Is there an interest in establishing grant amounts for specific categories of ideas? • Should there be a requirement to leverage other sources of funding? T
he current CEIF grant process solicits proposals across a wide range of categories that results in proposals for drastically different ideas being evaluated against each other, first by a staff committee and then by council. • Is there an interest in establishing a program where a targeted call for proposals would be made and de
legating the selection to staff and other community groups/organization (arts, RCAA)? ITEM 3.1.

ATTACHMENT 1

Page 10 of 14 ends

7 Policy Considerations
Field trip funding is currently based on enrollment numbers for Rancho Cordova students in each district, which allows for a proportional allocation model not based on student need. • Is there a different approach that the council wishes to consider on how this funding is allocated? Ni
ne-member Citizen Oversight Board with two student representatives makes scheduling meetings/obtaining quorums challenging.
• Is council receptive to returning the board to five members with up to two student representatives? ITEM 3.1.
