Rancho Cordova settled by service
providers, everyone from doctors and
pastors to principals and salesmen.

Those three people were the founders of
Rancho Cordova in the 50s and 60s, July
1, 2003. Initial efforts were made back
in 1960 and 1961, however the incorporation didn’t come into fruition until the city started a 20-year effort toward cityhood.

HISTORIC CONTEXT
1960s, Ranch Rio de los Americanos was subdivided
for servicemen at nearby Mather Field. Rancho
Cordova homes were underconstruction to house
people from Mather Field and Aerojet Divisions - for
example, Lincoln Village in Rancho Cordova promised
“Symphony of Homes” for military veternans.

and the economy (Ceratizit, Soldiigm, VSP)

that runs along the American River, supports
the preservation and enjoyment of the river by
fostering environmental education, stewardship
and volunteer opportunities.

Soil Born Farms: an urban agriculture and education
project that empowers youth and adults to discover
and participate in a local food system that encourages healthy living, nurtures the environment and grows a sustainable community.

The vineyards were founded by Roland Federspiel’s
family in the late 1800s - wine from that vineyard
was even served to Teddy Roosevelt in the White
House. The Cordova name itself is a reference to the
Cordoba Region of Spain.

The community of Mills was named in reference to
the mills John Sutter had built along the American
River. A grist mill race would turn a water wheel to
grind wheat or other grains.

WORKSHOP 2 SUMMARY
C O M M U N I T Y W O R K S H O P # 2 S U M M A R Y 1 O F 3 SUBJECT: Rancho Cordova, Workshop #2 Summary
DATE: November 15, 2023
LOCATION: Rancho Cordova City Hall, 2729 Prospect Park Drive

SUMMARY
The second public workshop occurred on November 15, 2023, at Rancho Cordova City Hall. Twelve community members participated in the interactive workshop.

The primary objectives of the workshop were to:
• Provide a general project update, reminding the community of project objectives, end goals, and the process.
• Inform community members about the feedback received from the community and confirm previous feedback related to challenges and opportunities. • Gather community feedback on different design concepts and potential areas for improvement.

The workshop was arranged in an interactive, open house format. Community members were greeted by the project team and guided through a series of introductory presentation boards that provided an overview of the project and a summary of the current status, including feedback received during workshop #1 and the first online survey. This prepared community members to participate in the next round of feedback during the open house. Similar to the first workshop, a series of boards were displayed, allowing visitors to walk through and provide feedback. This time, there was a board for every corridor with various design concepts for areas previously identified by the project team and refined through the previous two rounds of feedback.

Following the in-person workshop, an online survey was conducted from January to March 2024 to further gather feedback on the community's priorities in terms of corridors and improvements.

Roundabout
If the city is adding a roundabout at Routier and OPR, then place a four way stop sign at Astral and OPR to allow easy exit from the neighborhood during rush hour and for the modular home
manufacturer to move their large homes easily out of their property. 5 General
Comment
Opposed to a
roundabout
Please retain this signal and do not replace it with a roundabout. A roundabout will have a severe impact on vehicles trying to enter OPR from Astral or the manufacturing company, or from Happy Lane or Palm Grove Drive. Removing the signal light will encourage higher speeds on OPR. High speed is already an issue on OPR.
6 Landscaping &
Greening

1. Maintain and enhance plants to serve a privacy and sound screens for the homes on the north side of Old Placerville Road between Astral and Pine Grove Drive.

2. Do something to reduce daily and nightly speed demonstrations.

3. Allow for easy access to OPR from southbound vehicles on Astral.

Currently OPR traffic has a detrimental impact on access. 7 Landscaping &

1. A road realignment is recommended. Currently vehicles southbound on Routier have to quickly veer left to properly align their vehicles to enter the overpass.

1 Enhance multicultural/multiethnic activities and presence. 2 Safety (low crime)
3 Police presence and interaction with community
4 It seems that the senior citizen is being left out of these plans. Take for instance, the barriers around the Senior Center on Routier Road. Dangerous for seniors who may trip on them and the inadequate handicapped parking spaces in the parking area but plenty of room for exercise that isn't utilized much plus the bike lanes, which are also not used hardly at all and make it dangerous for drivers. 5 Safety, American values, holding criminals accountable for their actions. 6 Central to everything! Location, location, location!

3 Landscaping &
Greening We need something pretty to look at while stuck in traffic. Put a fun sign here! 4 Aesthetic &
Beautification
Anything to help this section…it’s almost industrial feeling in a residential neighborhood.
5 Aesthetic &
Beautification Can you hide those ugly and scary tanks?! 6 Landscaping &
Greening
I’d love a nice curvy path for walking over here. OES would probably use it too so check with the state workers for a grant for them.
7 Bicycle &
Pedestrian
A path that will run along the west side of sunrise Blvd. similar to the Mather heritage trail. It should have its own bridge across the freeway. I think that such a bridge will better connect communities and businesses north and south of the freeway. 8 Landscaping &
Greening
Shade trees will make the pedestrian experience more pleasant and beautify the road more.
9 General Comment
The slip lanes at the intersection of Folsom Blvd. and Sunrise Blvd. makes it more dangerous to cross the intersection. I think they should be removed. 10 Landscaping &
Greening

11 Bicycle &
Pedestrian

1. The stretch from Routier to Bradshaw needs a continuous bicycle lane and a sidewalk with a barrier to permit people to safely walk both east and west on OPR.

It's challenging to walk from the neighborhood for pizza or to grocery stores in the neighborhood.
12 General Comment
If the city is adding a roundabout at Routier and OPR, then place a four way stop sign at Astral and OPR to allow easy exit from the neighborhood during rush hour and for the modular home manufacturer to move their large homes easily out of their property.
13 General Comment
Please retain this signal and do not replace it with a roundabout. A roundabout will have a severe impact on vehicles trying to enter OPR from Astral or the manufacturing company, or from Happy Lane or Palm Grove Drive.

2. Removing the signal light will encourage higher speeds on OPR. High speed is already an issue on OPR.
14 Aesthetic &
Beautification ?
15 General Comment
Drivers approaching Routier from eastbound Lincoln Village Drive have difficulty seeing southbound traffic on Routier Road.

2. Bad design by the developer. The property fence makes it difficult for drivers.

16 General Comment

1. It's a constant game of "Chicken" trying to either walk or bike across to the overpass.

2. Another Zinfandel/US 50 overpass project is recommended. 17 General Comment

1. A road realignment is recommended. Currently vehicles southbound on Routier have to quickly veer left to properly align their vehicles to enter the overpass.

2. It's also challenging for pedestrians/bicycles to travel from Horn Road to Mills Station Road.

3. It's just an awkward area that needs a fresh look.
18 General Comment
Even though lots of work has been done to accommodate vehicle, bicycle, and pedestrians, at this intersection, it's still extremely dangerous for cyclists. Whether they are trying to turn left to Folsom Blvd. from Routier or simply trying to go across, the challenges of trying to avoid trains and overly anxious drivers creates a safety issue for many.

Can't think of an easy solution.
19 Landscaping &
Greening

1. This whole stretch needs trees, sidewalks, barriers for cyclists. The large volume of traffic makes it a safety issues from both pedestrians and cyclists on parts of the road.
20 Landscaping &
Greening Trees in the center median with drought resistant plants. 21 Aesthetic &
Beautification
The area needs to look less dated. Update with art or an arch that goes over the road to welcome people.
22 Landscaping &
Greening Make this a green area.
23 Bicycle &
Pedestrian Extend and improve ,i.e. solar lighting on bike/walking trail. 24 Bicycle &
Pedestrian Same as improvements on bike/walking trails. 25 General Comment
I don’t really have any ideas, but I really believe that there should be more bike paths along Zinfandel Dr, Douglas Road and Sunrise Blvd.
26 Landscaping &
Greening Shade trees along Placerville Rd. Would be nice. 27 Street Furniture Pretty lighting along this overpass would be nice. 28 Bicycle &
Pedestrian This is a dangerous overpass for pedestrians and cyclists 29 Aesthetic &
Beautification Airforce related
30 Bicycle &

31 Bicycle &
Pedestrian
The concrete bumpers that have been placed up and down Routier Rd do not look good and seem to cause more issues with drivers than they do assist with bicycle and pedestrians safety. I’m not sure what a fix would be though, but just putting this out there for thoughts.
32 Bicycle &
Pedestrian
A better and safer bike lane is needed on Mather to reach the American River Bike Path. Right now, a cyclist must be in traffic to get over to that area. 33 Aesthetic &
Beautification
This intersection lacks character. I think the existing buildings/commercial spaces need some TLC. Some type of artwork and/or enhanced crosswalks ITEM 12.2. ATTACHMENT 1

It’s beautiful over here however once you get to Folsom not so much. I would REALLY love to see Folsom cleaned up. Now that would is something that would have a huge impact for the residents of Rancho. 37 General Comment
Please clean up Folsom dr. The brick and mortars are super run down. They need some serious facelifts. Lots of empty run down buildings. This area of Rancho has the potential to have character and a charm like no other town in the greater Sacramento area.

We need something that will pop and make people want to walk and enjoy a new city. Adding beautiful and colorful trees and plants, and a big sign that says welcome to Rancho Cordova. And add flags that represent us the people living here 48 Landscaping &
Greening
Add new plants and tree to cover up dead or unpleasant areas so the main road to the city hall looks nice and welcoming
49 General Comment
This entry to RC is very industrial looking. There is barb wire around the skating rink and very little masking of the barb wire fence around the gas depot. The median is landscaped but it would be nice to see some taller greenery coming toward Folsom.

Something a little "softer"
50 Bicycle &
Pedestrian
If crossing from the north or turning south on a bike, there are railroad tracks that run at a bad angle (almost in line with the direction of the bike - very easy to get caught in them. A clear bike lane is needed to easily access the Mather Heritage trail further south

Build an overpass which would allow people to get from Olsen and Folsom Blvd to the Zinfandel station
60 General Comment
Open a driveway entrance into the Target shopping center from Folsom Blvd. & create an overpass for the light rail tracks.
61 Landscaping &
Greening Fix all the dead plants around the industrial area. 62 Aesthetic &
Beautification
Beautify the industrial area a little more so people are drawn down into Anatolia area.
63 Bicycle &
Pedestrian
Would be great to have more biking paths that meander through nature (like Folsom has) instead of having to ride on the sidewalk next to cars going 65 mph down Douglas.
64 Landscaping &

The tank storage units pose a unattractive entry to RC. A decorative wall installation and planting would be very nice as you come to the corner of Bradshaw and Folsom. 65 Aesthetic &

Lots of money spent on adding lanes and making this functional but nothing spent on beautification. No trees, plants or anything other than cement in site. Maybe add more to the freeway entrance and exit to offset?

ITEM 12.3.

DATE: November 4, 2024
TO: Honorable Mayor and Council Members
FROM: Albert Stricker, Public Works Director
Edgar Medina, Principal Engineer
SUBJECT: MATHER FIELD ENHANCEMENT PROJECT UPDATE

RECOMMENDATION
Receive the presentation and provide feedback.

RESULT OF RECOMMENDED ACTION
Staff would incorporate feedback into the Mather Field Enhancement Project design plans.

BACKGROUND
The City has identified Mather Field Road as a key entry point and corridor for the City and over the past several years has invested heavily in upgrading the roadway infrastructure to current standards. In parallel with the infrastructure investment, staff has presented to City Council the Corridor Enhancement Plan, which identifies Mather Field Road as a key entryway with opportunity locations that may receive aesthetic improvements including but not limited to fencing, streetscapes, and complete street elements.

In 2022, City Council approved Community Enhancement and Investment Funds and American Rescue Plan Act funds to design and construct the Mather Field Road Enhancement Project. In line with the Corridor Enhancement Plan, this project is intended to improve the esthetics of certain elements within the corridor that were not part of the rehabilitation project. This project includes converting the California Department of Transportation's (Caltrans) fence to a concrete sound wall on the north side of U.S. 50, upgrading the landscaping and hardscaping near the westbound offramp lanes, upgrading the aesthetic wall treatment along the east side of Mather Field, replacing pedestrian fencing along the overpass structure over U.S. 50 and also includes a design for a pergola entry wall feature at Croydon Drive.

The preliminary schedule for completion of final design and approvals is Winter 2025 with an anticipated construction start in Spring/Summer 2025.

FISCAL IMPACT AND FUNDING SOURCE
The Mather Field Enhancement Project is funded with Infrastructure Replacement Funds, and Community Enhancement & Infrastructure Funds. This project is captured in the Fiscal Year 2023-25 Capital Improvement Plan budget. This plan does not impact the City's General Fund.
