Members of the public who wish to address the City Council may do so in person during the meeting by completing and submitting a Speaker Card to the City Clerk.
Members of the public who wish to provide public comment via email will need to submit comments to [email protected] no later than 2:00 p.m. on Monday, November 18, 2024. Written comments received no later than 2:00 p.m. will be distributed to the Council, filed in the record, and will not be read aloud. All comments submitted later than 2:00 p.m. will be distributed to the Council.

2. PUBLIC COMMENT
At a special meeting, members of the public wishing to address the Council for any matter on the agenda may do so at the time the matter is discussed. Under the provisions of the California Government Code, the City Council is prohibited from discussing or taking action on any item not on the agenda.

Mayor Sander will adjourn the meeting to closed session.

13. PUBLIC COMMENT
Members of the public wishing to address the Council for any matter not on the agenda may do so at this time by completing and submitting a Speaker Card to the City Clerk.
For items on the agenda, speakers will be called by the Mayor at the point on the agenda when the item will be heard. Speakers are encouraged to keep comments to three minutes or less and to state name and community of residence.
Under the provisions of the California Government Code, the City Council is prohibited from discussing or taking immediate action on any item not on the agenda unless it can be demonstrated to be of an emergency nature or the need to take immediate action arose after the posting of the agenda.

16.1. Subject: Meeting Minutes from the Regular City Council Meeting of November 4, 2024.
Recommendation: Adopt the minutes.
16.2. Subject: A Resolution of the City Council of the City of Rancho Cordova, Approving the Final Map for Sunridge Park III, Subdivision No. FM-24-0045, and Authorizing the Execution of Subdivision Improvement Agreement Contract No. 2024-253.
Recommendation: Adopt the Resolution.
16.3. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2024-251 with Kimley-Horn & Associates, Inc. in an Amount not to Exceed $342,203 for Professional Engineering Services on the Lincoln Village Traffic Calming Project.
Recommendation: Adopt the Resolution.
16.4. Subject: A Resolution Authorizing the City Manager to Execute Contract No. 2024-248 with Kittelson & Associates, Inc., in an Amount not to Exceed $115,253 for Professional Engineering Services on the Anatolia Drive Traffic Calming Project.
Recommendation: Adopt the Resolution.
16.5. Subject: A Resolution of Intention of the City Council of the City of Rancho Cordova to Annex Project Sunrise (Amazon Project) to the City of Rancho Cordova Community Facilities District No. 2008-1 (Street Lighting and Road Maintenance) and Designate a Time and Place to Hear Protests in Connection with the Annexation.
Recommendation: Adopt the Resolution of Intention to annex Project Sunrise (Amazon Project) to Community Facilities District (CFD) No. 2008-1 (Street Lighting and Road Maintenance).

Subject: A Resolution Authorizing the City Manager to Execute Contract Amendment No. 2021-299-06 to Increase the Contract by $65,350 to an Amount not to Exceed $509,118 with Wood Rodgers, Inc. for Engineering Design and Right of Way Acquisition Support Services for the White Rock Road Phase 3 - 0.5 Mile East of Rancho Cordova Parkway to the City Limits Project, CP22-2228.
Recommendation: Adopt the Resolution.
16.7. Subject: A Resolution Authorizing the City Manager to Procure Microsoft 365 G5 Licenses, Utilizing the County of Riverside Agreement, in an Amount not to Exceed $288,702 Annually for the Next Three Years.
Recommendation: Adopt the Resolution.
16.8. Subject: A Resolution Authorizing the City Manager to Execute the Fourth Amendment to Contract No. 2021-272 with BPR Consulting Group, LLC to Update the Billing Rates.
Recommendation: Adopt the Resolution.

Recommendation: Discuss, and select, by a majority vote of the full City Council, two, two- year term board members and two, one-year term at-large student appointees, to fill the combined Measure R and Measure H/Community Enhancement & Investment Fund Citizen Oversight Board.
19.2. Subject: A Resolution Approving the Three-Year Economic Development Strategic Plan.
Recommendation: Receive the Presentation and Adopt the Resolution.
19.3. Subject: A Resolution for the 180-day Wait Period Exception for Hiring Elizabeth Sparkman as a Temporary Extra-Help Employee Under Government Code Sections 7522.56 and 21224.
Recommendation: Adopt the Resolution.
